AbstractPoor women borrow from multiple sources. This study examines whether the source of debt matters for women’s role in household financial decisions. Drawing on a household survey from rural Tamil Nadu, we categorise women’s loans along the lines of accessibility and formality into ‘planned loans’ and ‘instant loans’. We find that ‘instant loans’ support women’s bargaining power in various types of household financial decisions, whereas ‘planned loans’ have no impact. This surprising result is better understood when the nature of ‘instant loans’ is examined – these are frequently usurious, involve coercive enforcement methods and are considered socially debasing. Hence women who use them perform a convenient role for their households and in return gain some negotiating power. 相似文献

The Democratic Republic of Congo (DRC) is a country with high natural resources, but it has suffered from decades of civil wars and social turmoil, being heavily aid-dependent. In the DRC, several Nonprofit Organisations (NPOs) are major players in fighting poverty and enhancing welfare. This research aims to analyse the effectiveness of small NPOs in improving poor peoples’ lives through health, education, and economic activities. Two NPOs working in the DRC, one in a rural and the other in an urban area, are compared by researching the aid sites and surveying 201 households (aid beneficiaries). Our case observations and the survey results facilitate analysing the mission accomplishment, effectiveness, and accountability of the NPOs although we admit that the DRC conditions make exact measurements difficult. Multivariate analyses are used to study the differences in aid impacts. There are significant differences in the beneficiaries’ perception of the NPO effectiveness in improving health while no significant differences in education impact were found. This is probably because both case NPOs have succeeded in getting a large proportion of the children of their area registered in the education centres created by the NPOs. Policy Diffusion,Policy Learning and Local Politics: Macroprudential Policy in Hungary and Slovakia*
This article explains why certain Central and Eastern European states adopted macroprudential policies of local design that went beyond what European Union and International Monetary Fund authorities had recommended after the global financial crisis. We argue that macroprudential policies increase state control not only because of their inherent normative view on the inefficiency of markets, but also because governments use macroprudential policy to enhance state power. We show that macroprudential tools have often been used to satisfy local policymakers’ own agendas: financial nationalism in Hungary and protectionism in Slovakia. 相似文献

This essay responds to Donna J. Haraway’s (2016) provocation to ‘stay with the trouble’ of learning to live well with nonhumans as kin, through practice-based approaches to learning to care for nonhuman others. The cases examine the promotion of care for trees through mobile game apps for forest conservation, and kinship relations with city farm animals in Kentish Town, London. The cases are analysed with a view to how they articulate care practices as a means of making kin. Two concepts are proposed, ‘learning from’ and ‘facing’ the Other, which are thickened through discussions of how caring takes place in each case in relation to a particular category of nonhuman other: animated tree and urban farm animal. Thus while attendant to situations of care involving a specific nonhuman subject, the cases also broker thinking on learning from and facing (the) other kinds of trees and animals, and the interspecies dynamics of which they are a part. The intersectional implications of the practice sites and participants are elaborated, to complexify and affirm situated but also reflexive approaches to caring. In doing this, the authors attend to their own positionalities, seeking to diversify Western-based ecofeminist engagements with caring, while asking what their research can do for the nonhuman other. They formulate and apply a collaborative methodological approach to the case studies, developed through cultivating attentiveness to the nonhuman subject of research. The authors consider in particular how attentiveness to the nonhuman other can facilitate practices of knowing that further a non-anthropocentric and non-innocent ethic of caring. By further interconnecting situations of caring for nonhuman animals and plants, the authors advocate for practices of care that antagonise how species boundaries are drawn and explore the implications for learning to care for nonhumans as kin. 相似文献

Current cyberbullying literature lacks longitudinal studies clarifying its predictors and consequences. This 1-year longitudinal study investigated how social and emotional competencies develop according to Portuguese middle school students’ involvement in cyberbullying, and whether class size influences this relationship. There were 455 participants (Mage?=?12.58; SD?=?0.94; 46% girls), and data collection through self-reports took place in three different moments during 12 months. The results showed that students involved in cyberbullying in any role displayed negative trajectories during 1 year in self-control and social awareness, while victims and bully-victims displayed a more pronounced decrease in self-esteem and relationship skills during the same period. Additionally, girls displayed higher initial social awareness levels, while larger classes were associated with higher levels of self-control and responsible decision making. Whereas the impact of trade relations on conflict has been studied extensively, this is not the case for the impact of international migration. The latter might influence the size of expected costs and benefits, and hence the likelihood of military conflict between countries. In this paper, we discuss the channels through which bilateral migration can affect the prevalence of interstate military conflict. We then estimate migration’s impact on conflict using bilateral panel data between 1960–2000. We find evidence of a positive and robust impact of South-North and South-South migration on the occurrence of conflict. These effects are even larger when we control for potential endogeneity using a GMM approach. 相似文献

What role do justice institutions play in autocracies? We bring together the literatures on authoritarian political institutions and on judicial politics to create a framework to answer this question. We start from the premise that autocrats use justice institutions to deal with the fundamental problems of control and power-sharing. Unpacking “justice institutions” we argue that prosecutors and ordinary courts can serve, respectively, as “top-down” and “bottom-up” monitoring and information-gathering mechanisms helping the dictator in the choice between repression and cooptation. We also argue that representation in the Supreme Court and special jurisdictions enables the dictator and his ruling coalition to solve intra-elite conflicts facilitating coordination. We provide several examples from Mexico under the hegemonic system of the PRI and of Spain under Francisco Franco, as well as punctual illustrations from other countries around the world. We conclude by reflecting on some of the potential consequences of this usage of justice institutions under autocracy for democratization. 相似文献

The article examines the democracy aid practices of the Czech Republic and Poland in Georgia. These two countries have recently emerged as promoters of democracy, and have argued that their own transition experience puts them in a unique position to support democratization and the consolidation of democracy in the European Union’s eastern neighbourhood. The article evaluates how these two countries provide democracy aid to Georgia along three criteria, derived from the aid effectiveness literature: supporting locally driven change, learning from results, and coordination. The results indicate that both countries have plenty of space to improve the way their democracy aid is delivered. Neither country has formal systems in place to ensure that they actually support Georgian priorities; evaluations are ad hoc and feedback loops missing; and there is significant scope to improve coordination with other donors. Nonetheless, there seems to be a general perception among stakeholders that the democracy aid provided by the Czech Republic and Poland is relevant to Georgia’s needs. 相似文献
