In the field of public administration practice, China has a history of several thousand years, whereas the United States has a much shorter history of hundreds of years of governance. In terms of the scholarly development of public administration in China, the roots of those intellectual resources can be traced far back, to Confucius’s ideology of governance and the ancient development of a civil service system some 2,000 years ago. In terms of the systematic development of public administration as an independent subject of learning, however, the United States has been a leader worldwide. Public administration as a discipline in the United States dates back to the late nineteenth century, with extensive scholarly research and publications in the early twentieth century ( Follett 1926 ; Goodnow 1900 ; Taylor 1912 ; Weber 1922 ; White 1926 ). In the Chinese context, although there were occasional studies of public administration in the first half of the twentieth century, systematic study was deferred until the middle of the 1980s. They were only truly continued following the official launch of master of public administration degree programs at the beginning of the twenty‐first century. In this respect, China was a latecomer, and Chinese scholars almost always date the study and scholarship in this field to about 1980. Over the past eighty years or so, the United States has established more than 200 MPA and related programs, while China has founded 100 MPA programs in just the past eight years. Recognizing the urgent need for MPA training, China is trying to catch up to the demand for social development and societal transition. Considering that China has a population of 1.3 billion, compared to a population of 300 million in the United States, it looks as if there is great potential for China to expand its MPA programs.  相似文献

Recent studies show that pre-electoral commitments and the ideological distance between parties influence government formation. But do pre-electoral pacts or rejections of party combinations really have an independent impact on the outcome of the government formation game? Which policy areas matter when parties agree to build a coalition? This paper addresses these questions by applying a dataset that includes information on preferred/rejected coalition partners and the policy-area specific programmatic heterogeneity of all potential coalitions. The results show that pre-electoral commitments have a significant impact on government formation after controlling for endogeneity problems. There is also evidence that not only diversity in economic issues determines the partisan composition of governments.  相似文献

Party politics at the German state level plays a decisive role for patterns of party competition and for legislative decision-making at the federal level. This article analyses the impact of party politics at the state and the federal level on the formation of coalition governments in the German Laender. The empirical analysis is based on a unique dataset that covers information on the state parties’ programmatic positions, their pre-electoral alliances, and the structure of party competition on the federal level in the time period between 1990 and 2007. The results reveal that the programmatic positions of state parties have a decisive impact on government formation. Other relevant factors are the parties’ relative strength, their coalition preferences and the partisan composition of government and opposition on the federal level.  相似文献

Most new democracies face serious internal, ethnic/separatist conflicts; in addition, some face international threats. The literature on the growth of democracy in the global system and its impact on world politics does not fully account for the dual threats all states must address in managing their security. Based on theoretical work by Starr (1994) which describes the "common logic" of conflict processes in war and revolution, we outline a model of how states respond to security threats from both external and internal sources. Using computer simulation, we analyze the model and evaluate the relative importance for state security of factors such as system size, numbers of democracies in the system, extraction/allocation strategy pursued by new democracies, and government legitimacy level. Our results show that new democracies thrive in systems that are predominantly democratic. Also, ally support can provide crucial resources for new democracies facing internal threats. Finally, "endangered" democracies can recover security by attempting to buy off domestic threats rather than deter them, and by improving legitimacy.  相似文献

It has long been acknowledged that police officers have substantial levels of discretion in their day-to-day activities. There is a well developed body of literature that considers how this discretion is exercised across a broad array of situations including the decision to arrest, use force, and grant citizen requests for official action. Using both social disorganization and conflict theories as conceptual models, the purpose of this study was to determine if neighborhood characteristics affect police reporting behavior across a wide cross-section of reported call types. The findings indicated that reporting behavior widely varies across crime types with a greater percentage of more serious crimes translated into official crime. Neighborhood characteristics did affect reporting practices, but surprisingly only for more serious forms of disorder where discretion was perceived to be less. The findings lent support for both social disorganization and conflict theories. Theoretical implications are discussed.  相似文献

Cocaine (COC) is a highly addictive plant alkaloid expressing strong psychostimulatory effect. It has no medical use in equine veterinary practice. The contamination of the environment with cocaine such as its presence on the US paper currency has been reported few times. There are anecdotal reports of low benzoylecgonine (BE) concentrations (usually much less than 100 ng/mL) being found in urine of race horses. In order to protect horsemen against harsh penalties associated with the presence of trace amounts of BE in horse urine as a result of environmental contamination, in February 2005 the Illinois Racing Board issued new medication rules that established the threshold level of 150 ng/mL for BE in equine urine. The penalties associated with this rule provide for increasing fines ($250, $500, $1000) with successive positive reports against a trainer for levels of BE below 150 ng/mL. A total of 19,315 urine samples were collected over the 2-year period of time from winning horses (both harness and thoroughbred) at race tracks in Illinois for routine drug screening (ELISA). The presence of BE was confirmed by GC/MS in 28 urine samples (0.14%). The concentration range for BE in harness horses (21 detections) was < 5-91 ng/mL, and for thoroughbred (seven detections) was 7-52 ng/mL. To date, the laboratory has not reported concentrations of BE that exceed the established threshold concentration of 150 ng/mL.  相似文献

Various studies suggest that while institutionalised and electoral forms of political participation are in decline in Western societies, non-institutionalised forms of participation (like demonstrating, political consumerism or signing petitions) are on the rise. However, this expansion of the political action repertoire of citizens also entails the question of equal participation opportunities. It can be argued that contemporary ideals of democratic participation assume an equal representation of citizens' interests. In this article we analyse the equality of participation patterns using comparative data from the 2004 ISSP survey. Our results suggest that non-institutionalised forms of participation increase patterns of inequality due to education but strongly reduce or even reverse gender and age inequalities. As such, both institutionalised and non-institutionalised forms of participation have specific (dis)advantages from the perspective of preserving equal access to democratic decision-making procedures.  相似文献

We investigated whether role models (individuals adolescents look up to) contributed to the resilience of adolescents who were exposed to negative nonparental adult influences. Our sample included 659 African American, ninth-grade adolescents. We found that adolescents’ exposure to negative adult behavior was associated with increased externalizing, internalizing, and substance using behaviors, as well as more negative school attitudes and behavior. We found that role models had protective effects on externalizing and internalizing behaviors and compensatory effects on school outcomes. Collectively, our findings indicate that role models can contribute to the resilience of African American adolescents who are exposed to negative nonparental adult behavior.

This 5-wave longitudinal study examines linkages over time between adolescents’ perceptions of relationships with parents and friends with respect to support, negative interaction, and power. A total of 575 early adolescents (54.1% boys) and 337 middle adolescents (43.3% boys) participated. Path analyses mainly showed bidirectional associations between adolescents’ perceptions of parent–adolescent relationships and friendships with a predominantly stronger influence from parent–adolescent relationships to friendships than vice versa in early to middle adolescence and an equal mutual influence in middle to late adolescence. The findings support the theoretical ideas that perceptions of relationships with parents generalize to perceptions of relationships with friends and that relationship skills and principles of adolescent friendships generalize to relationships with parents. Furthermore, the results indicate that the influence of parents decreases, whereas the influence of friends increases, and that both social worlds become equally important and overlapping towards late adolescence.  相似文献
