Corporate Environmentalism, Regulatory Reform, and Industry Self-Regulation: Toward Genuine Regulatory Reinvention in the United States

Increasingly, corporations are proactively managing environmental impacts in response to pressures from the consumer, business-to-business, financial, and government procurement markets. In many cases, these efforts have produced results well beyond what could be required under public regulations. Although the U.S. Environmental Protection Agency began a process of regulatory reinvention in the 1990s as a means of promoting such innovations, the results have been somewhat disappointing. This article examines the recent trends in corporate environmental management and regulatory reform. It concludes with a discussion of changes in regulatory design that could promote ongoing gains in corporate environmental performance through the creation of a hybrid system combining elements of public regulation, government-supervised corporate self-regulation, mandatory information disclosure, and green procurement.

基于分子克隆方法制备标准分子量片段混合物

目的制备标准分子量DNA片段混合物。方法选取pMD18-T载体部分序列作为插入片段,设计引物,制备包含不同大小的标准分子量片段的克隆。大量培养细菌提取质粒,用双酶切、连接荧光接头的方法制备不同大小的带有荧光的标准分子量片段,混合,纯化,最终获得标准分子量片段混合物(内标)。结果用分子克隆方法制备出具有实用性的标准分子量片段混合物,其单个标准分子量片段大小分别为80bp、124bp、194bp、224bp、254bp、304bp、349bp、399bp、424bp、454bp。并且这些标准分子量片段混合物可以准确地对DNATyper15试剂盒的扩增产物进行检测。结论应用该方法制备了能满足研究和实验室要求的标准分子量片段混合物,为DNA分子量标准物标准品的制作提供了一种新的方法。

Élites in Omsk

A French sociologist provides a detailed analysis of the politics, economics, and political elite of Omsk oblast' in Western Siberia. Analysis covers oil politics, reactions to the August 1998 financial crisis, relations with Moscow, the role of entrepreneurs in politics, and the communist and nationalist oppositions. Focus is on the role of the governor and his relations with diverse political forces. The article also examines the gap between formal institutions and actual social and political practices.     

‘Letting the Beasts Out of the Cage’: Parole in the Post-Stalin Gulag, 1953–1973

After a lapse of 15 years under Stalin, parole was reintroduced into the Soviet Gulag in 1954. For justice officials anxious to expunge Stalin's repressive legacy, the resurrection of parole signalled a return to correctionalism, societal oversight over the Gulag, and a vastly reduced rate of incarceration. In practice, though, parole exposed significant continuities with the Stalinist Gulag, including endemic corruption, overwhelming concern with production, suspicion of outside interference in penal affairs, and constant upward pressure on the inmate population. In the broader view, the experience of parole in the post-war USSR aligned closely with that of the Western world.     

党在全国产业工人中成功建党的光辉范例——安源工运时期党组织建设发展的历程与现实启示

中国共产党成立后即在产业工人中建立党的组织,以领导产业工人运动。毛泽东、李立三、刘少奇等人在安源路矿创建了全国产业工人中的第一个党组织。安源党组织在领导和开展整个安源工运的历史进程中,发挥了党对工人阶级和工会组织的领导核心作用,卓有成效地开展了产业工人党组织的各项建设,引领安源路矿工人俱乐部的各项事业全面发展,最终率领数以万计的安源工人走上了中国革命的正确道路。通过近十年的探索和实践,党在产业工人中积累了较为丰富的、宝贵的建设发展的历史经验,至今仍具有重要的现实意义。     

Nation-building and communities in Oman since 1970: The Swahili-speaking Omani in search of identity

Since 1970, building a new national identity by reunifying Oman'sethno-linguistic groups has been at the heart of Sultan Qaboos'spolitical project. This paper focuses on the place of Omaniwho returned from the former colonies of Zanzibar and East Africa,responding to Sultan Qaboos's call to ‘nationals’abroad. While they played a leading role in the modernizationprocess of the Sultanate, these Swahili-speaking Omani facedprejudices from the population who stayed at home and were forcedto give guarantees to the others of their full belonging tothe nation. As a consequence, despite their internal differences,they have progressively developed a new collective identity,which has its raison d'être within the framework of themodern Omani State, and can only be explained by the necessityto find their place in it.     

Emancipatory rural politics: confronting authoritarian populism

A new political moment is underway. Although there are significant differences in how this is constituted in different places, one manifestation of the new moment is the rise of distinct forms of authoritarian populism. In this opening paper of the JPS Forum series on ‘Authoritarian Populism and the Rural World’, we explore the relationship between these new forms of politics and rural areas around the world. We ask how rural transformations have contributed to deepening regressive national politics, and how rural areas shape and are shaped by these politics. We propose a global agenda for research, debate and action, which we call the Emancipatory Rural Politics Initiative (ERPI, www.iss.nl/erpi). This centres on understanding the contemporary conjuncture, working to confront authoritarian populism through the analysis of and support for alternatives.
