东亚峰会的缘起1990年12月,关贸总协定乌拉圭回合谈判破裂,世界经济一体化进程遭受严重挫折。时任马来西亚总理的马哈蒂尔提出召开“东亚峰会”,逐步建立“东亚经济共同体”的倡议。当时应者甚少,东亚各国大多保持沉默,并心存质疑。美国立即表示强烈反对,因为美国担心此举会削弱APEC的重要性及其自身在该地区的影响。由于美国反对,1991年该倡议改成非正式的“东亚经济共策会”,但最终未能兑现。1997年亚洲金融危机的惨痛经历,使东亚各国深切认识到地区合作的必要性。随后出现了“10+3”(东盟10国加中日韩)会议,建立了由领导人会议、部长会…     

公民权利与社会稳定关系初探

在近现代社会,公民权利的享有不仅仅体现在人身自由权利和社会经济文化权利,某种意义上更多地体 现在政治权利;社会稳定应是一种动态的稳定,相对的稳定。保障公民权利的享有是社会稳定的关键所在,社会稳定 意味着保障和进一步扩大公民权利的享有。     

Dynamism in Adversity: a Comparative Study of Trends in the Performance of Listed Family- and Non-Family-Controlled Companies in Hong Kong, 1997–2014

This paper addresses the long debate over the superiority of the performance of family- vs non-family-controlled companies from the contesting perspectives of entrepreneurial familism and managerial capitalism. Publicly listed family- and non-family-controlled companies in Hong Kong have been selected for a comparison of their overall performance. The focus is on Hang Seng Index constituent companies in general, and on two cases in particular: one non-family-controlled bank (HSBC), and one family-controlled bank (BEA). We found that family-controlled companies were not necessarily less competitive than non-family-controlled companies. Specifically, when HSBC and BEA were compared, the latter showed no clear inferiority in operating profit margin and return on assets, even though the former enjoys unparalleled advantages, such as an overwhelming superiority in size, the privilege of issuing notes, and status as Hong Kong’s quasi-central bank. Therefore, we argue that entrepreneurial familism seems to be a resilient source of business dynamism, particularly when family-controlled companies have been repeatedly tested by adverse socioeconomic crises. Based on the finding, it is suggested that governments across the world should provide a favorable institutional set-up to facilitate the development of family businesses.     

Der Fall Bautzen: Eine Netzwerkanalyse zur Entstehung digitaler Öffentlichkeiten

In autumn 2016, refugees and followers of the political right were caught up in a violent conflict in the Saxon town of Bautzen. The paper analyses how this event was discussed in the digital public. On the basis of Bruno Latour’s relational sociology it carries out a quantitative network analysis in order to understand the structural dynamics of Twitter as a discursive arena. It appears that the political debate of the event develops from unconnected partial publics via antagonistic battles of opinion up to closed echo chambers. In the case of Bautzen, Twitter works like a megaphone: the technology doesn’t contribute to intersubjective understanding but facilitates the distribution of personal constructions of reality.     

中国地级市政府相对集中行政许可权改革研究——以河北省地级市为例

相对集中行政许可权改革是"放管服"改革的突破口,是提高政府行政审批效率、便利企业和群众办事、进一步激发市场和社会活力的关键举措。中国相对集中行政许可权改革主要在地级市政府展开,在具体推进过程中,普遍缺乏对"相对集中"标准的把握。文章从基本概念出发,将相对集中行政许可权区分为横向相对集中行政许可权和纵向相对集中行政许可权,以此为基础分析河北省各地级市相对集中行政许可权改革的现状和问题,最后给出地级市政府推进相对集中行政许可权改革的政策建议。

社会转型时期女大学生就业问题与对策

在今天,大学生就业难问题不仅是经济问题、政治问题,而且是社会转型中的社会问题。虽然职业选择与发展是一个人人生的永恒主题,但是,当今大学生就业已经不再是某个大学生个人的事情,而逐渐成为摆在高校与社会面前的一个时代课题。就面临职业选择的女大学生来说,能否战胜社会排斥和自身弱点,是直接影响到其择业成败的关键。从女大学生的就业现状着手,分析女大学生就业的冲突心理及其原因,才能提出相应的对策。     

Manifestations,Drivers, and Frictions of Mobile Phone Use in Low- and Middle-Income Settings: A Mixed Methods Analysis of Rural India and China

Against the backdrop of alleged mobile phone ubiquity and the enthusiasm about the developmental value of mobile technology, this paper examines the manifestations, drivers, and frictions of mobile phone use in two low- and middle-income settings where mobile technology has diffused rapidly. Qualitative data from 231 participants and survey data from 800 adults in rural Rajasthan and Gansu provide consistent and strong support for the claim that the notion of ‘ubiquity’ can mislead development practice because it obscures persistent non-use, under-utilisation, and heterogeneous engagement with mobile technology despite its apparently wide accessibility in rural field sites. The paper suggests avenues for further work on the indicators of technology adoption, and it cautions that phone-based development interventions (and their benefits) may diffuse unevenly if the assumption of ubiquitous technology use is violated.     

Participation exemption and tax arbitrage: Italy’s case

This paper studies how participation exemption (PEX) tax rules for stocks owned by companies, which are frequent in EU countries, introduce tax arbitrage opportunities. The focus is on Italy’s PEX rules. PEX enables companies to make manufactured loans that generate tax exempt interest income by combining stocks with forwards or options. Borrowing through similar manufactured loans allows companies to bypass restrictions to deducting the cost of borrowing. PEX induced arbitrage exploitable through stock and options portfolios is available even when put-call parity holds for European options. Derivatives that hedge a stock can “inherit” the PEX regime of the stock they hedge. PEX gives companies that own a stock a tax timing option, which can be exploited through stock straddle strategies, i.e. long-short positions in the same stock, and which can generate valuable tax savings.
