Motivational interviewing (MI) is an evidence-based counselling method that has spread rapidly in Sweden during the last two decades. It is a technique designed to empower individuals to change an unwanted life situation. Through interviews with a strategic sample of persons engaged in work with men’s violence against women, this article critically examines the use of MI in this context. By analysing the interviews from a governmentality perspective, it is suggested that MI is a technique to produce a knowledgeable, strong, and self-animated feminine subject, capable of making the “right” choices and subsequently “choosing” to avoid violence. Although this may be beneficial to some, the analysis suggests that this places primary responsibility on the woman subjected to violence for her predicament and future. This may in turn increase the risk of self-blame for those who cannot follow through with their commitment, and obscure and renounce the role and responsibility of both the counsellor and the rationalized neoliberal welfare state. In addition, the one-sided focus on the individual largely ignores the surrounding context, which may obscure men’s responsibility for violence. AbstractIt is customary to argue that foreign policy is very much dominated by the executive, with parliaments wielding limited influence. However, with the exception of the US Congress, legislative?executive relations in the realm of foreign and security policy have attracted remarkably little scholarly attention. Drawing on a principal?agent framework, this collection scrutinises the conventional wisdom of ‘executive autonomy’ in foreign affairs, indicating that even though parliaments have arguably become more involved in foreign and security policy over time, any notions of parliamentarisation need to be treated with caution. While expectations of consensus in the name of the national interest continue to play an important role in foreign policy decision-making, the papers highlight the role of party-political contestation structuring parliamentary debates and votes in this increasingly politicised issue area. This introductory paper introduces the analytical framework and hypotheses guiding the contributions in this collection, summarises their main findings and suggests avenues for future research. 相似文献

The ability of authoritarian regimes to maintain power hinges, in part, on how well they are able to manipulate the flow of information to the masses. While authoritarian states have had success controlling traditional media, the growth of social media over the last decade has created new challenges for such regimes. The Russian experience offers an example of how an authoritarian regime responds to this potential threat. Because of the massive demonstrations surrounding the 2011–2012 Duma elections, the ruling Russian government suspected that social media provided a significant impetus for the demonstrations. Social media, through its dissemination of opposition blogs, could have helped drive negative attitudes about the governing party. As such, the government responded by employing strategies to tighten their grip on the digital flow of information. We use survey data to demonstrate that exposure to blogs via social media at the time of the demonstrations led many to believe that the elections were fraudulent. Ultimately, we contend that Russian fears concerning the importance of social media for the fomenting of opposition movements is well grounded. Why do people practice citizenship in a partisan rather than in a deliberative fashion? We argue that they are not intractably disposed to one type of citizenship, but instead adopt one of two different modes depending on the strategic character of current circumstances. While some situations prompt partisan solidarity, other situations encourage people to engage in open‐minded deliberation. We argue that the type of citizenship practiced depends on the engagement of the emotions of anxiety and aversion. Recurring conflict with familiar foes over familiar issues evokes aversion. These angry reactions prepare people for the defense of convictions, solidarity with allies, and opposition to accommodation. Unfamiliar circumstances generate anxiety. Rather than defend priors, this anxiety promotes the consideration of opposing viewpoints and a willingness to compromise. In this way, emotions help people negotiate politics and regulate the kinds of citizenship they practice. 相似文献

Citizens have always had an important role in the crime control process; they are most often responsible for the detection
of crime. It is imperative, therefore, that citizens perceive police officers to be competent and just in the execution of
their duties; in the absence of such confidence, the process suffers. Ironically, the groups which are most often the victims
of crime hold the most negative attitudes toward the police. Minorities in urban communities, particularly blacks, fit this
pattern. These attitudes appear to be linked to the perception of negative, differential experiences with the police, experiences
which often lead to the filing of a formal complaint. Using a data set from the complaint files of a large American city,
this article explores the relationship between the attitudes of blacks toward the police, experiences with the police, and

Current explanations of taxation levels have identified a host of factors, such as levels of economic development and GDP per capita, tax handles, tax morale, and political regimes. But none of them can account for Argentina's exceptionalism. Using a "transaction cost politics" approach and the case of Brazil for comparison, this article argues that the key to explaining low taxation in Argentina is political instability. Systemic instability affects the tax behavior of governments. Facing an uncertain future, incumbent governments choose to extract resources from society through inflation rather than normal taxation. This article argues that political institutions, particularly federalism, contribute to instability and thereby reduce the discount rates of government policymakers. 相似文献
