Changes in the nature, scale, and speed of natural resource extraction, especially in the last two decades, have resulted in many new resource extraction areas emerging across the world. By zooming in on Indonesia, this article shows that the underlying causes and consequences of current trends are more complex than portrayed by the rancher-squatter model of frontiers that is still frequently used to explain these developments. We argue that a broadened frontier notion is necessary to address the multifaceted nature of the processes underway in contemporary Indonesian extraction areas, as well as beyond. We propose a perspective that pays explicit attention to four new developments that can be described by using the hybridization of space, time, actors, and rules, and are characterized by the fact that these processes create new perimeters in all four mentioned areas. We discuss how far accountability practices may be relevant to the success of independent regulators in countries without a tradition of administrative autonomy. We develop a conceptualisation of agency accountability failures and develop an analytical framework to examine the life and termination of the Spanish regulatory agency for telecommunications, CMT (Comisión del Mercado de las Telecomunicaciones - Telecommunications Market Commission). We argue that the CMT’s termination was related, among other reasons, to accountability failures in its institutional design. This paper investigates informal mechanisms of knowledge transfer (KT) from a local university to entrepreneurial teams comprising students and recent graduates. While the extant literature on university-industry KT largely focuses on formal mechanisms aimed at stimulating entrepreneurial initiatives in high-tech (HT) sectors, it overlooks the effect of university-industry KT on nascent entrepreneurship in low-medium tech (LMT) sectors. To fill this gap in the literature, we carry out a mixed-method analysis that exploits a dataset of 154 new business ideas (and 535 team members) presented at a business plan competition in Rimini from 2010 to 2017. Our findings highlight a robust relationship between educational field and the R&D intensity of entrepreneurial projects: students take advantage of the knowledge acquired at university to develop entrepreneurial projects with higher technological content than those planned by non-graduates. Furthermore, the empirical evidence shows that the local university nurtures the formation of ties among students and recent graduates enrolled in the same courses and fosters their efforts to launch new ventures. Finally, the qualitative analysis identifies relevant and non-traditional mechanisms of KT that are being exploited by nascent entrepreneurs to develop their business ideas in the LMT and HT sectors.
This article reports a comparative study of the Environmental Regulatory Agencies in Norway, Denmark and Finland. Increasingly and relatively independently these agencies are taking part in transnational networks in the European Union involving the European Commission. An informal penetration, fuelled by faster electronic technology, is taking place between the European Commission and the regulatory agencies, largely outside the control of the domestic politico-administrative leadership. Changes in the character of the states' public administrations serve as an important background for these developments, a distinctive feature being the 'agencification' of the administrative apparatus during the last decades. Due to their relative autonomy, the national regulatory agencies are well placed to work 'double-hatted' in the sense that they interact directly with the European Commission at the same time as they perform traditional tasks as agents of national ministries. This development may challenge the image of integrated administrative apparatus and the notion of transparent and democratic governance. 相似文献
International residential tourism is a recent phenomenon in the Andean area. However, in places where it has been established, rapid changes in social and economic structures have occurred. The Municipality of Cotacachi (Northern Ecuador) is paradigmatic. Having become a destination for American retirees, residential tourism has generated a sharp increase in the price of rural land and has decelerated a land market that once allowed young farmers to continue agricultural activities. Food production has been changing significantly in recent years as a result of climate change and of growing demand for food. This article aims to understand the link between food security and international security in the context of climate change, applying a systematic and qualitative analysis of the literature using the bibliometric method. This research observes that climate change tends to affect agricultural productivity, exposing societies to risk and the need for migration. However, good governance, together with international cooperation, can reduce the hazards of food insecurity, strengthening ties between countries and stimulating a fairer and more inclusive form of international trade. 相似文献
The Democratic Alliance of Hungarians in Romania (RMDSZ) has been the most stable actor in the Romanian party system over the past two decades. However, in this article, we argue that beyond this apparent stability, the linkages between RMDSZ and its voters have undergone a gradual, yet significant shift. The ethnic block voting of Transylvanian Hungarians was closely connected to the concept of a self-standing and parallel “Minority Society,” and to the practices of institution building that the minority elites engaged in in the early 1990s. However, since its first participation in the Romanian government in 1996, RMDSZ has gradually departed from this strategy, a phenomenon that was also closely connected to a process of elite change within the organization. The present RMDSZ leadership puts less and less emphasis on policy programs that could reinforce the institutional system of the minority; consequently, it is unable (and unwilling) to organizationally integrate the community activists of the minority society who previously had played a key role in the process of (electoral) mobilization. At the rhetorical level, RMDSZ did not abandon the goal of building a parallel Hungarian minority society, but in its linkages to the Hungarian electorate, clientelistic exchanges have become predominant. 相似文献
