Australian Ministerial Advisers and the Royal Commission on Government Administration

The role of the ministerial office was one of the key issues investigated by the Royal Commission on Australian Gvoernment Administration (RCAGA) in 1976. At the time the ministerial office was undergoing new and controversial developments. In the 25 years since the Royal Commission the new ministerial office has become a permanent and accepted part of our machinery of government. This paper reviews RCAGA’s analysis of ministerial advisers and uses research on the Keating advisers in 1995–96 to track how the institution of the ministerial office has developed since the time of the Royal Commission.     

Political Support for Decentralization: An Analysis of the Colombian and Venezuelan Legislatures

A worldwide trend of decentralizing political power, fiscal authority, and the responsibility for providing services to subnational governments has been especially evident in Latin America over the past decade. This article focuses on variation in intracountry support for decentralization, using data on bill initiation from Colombia and Venezuela to determine the domestic sources of this policy. While the data support prior findings that decentralization is supported by parties whose future electoral prospects are better at the subnational level, the analysis also shows that citizen's trust in government and greater wealth affect a deputies' support for decentralization .     

The Role of the European Union Budget in View of EU Enlargement

What is the role of the European Union (EU) budget in the upcoming EU enlargement? This article attempts to answer this question by focusing on the EU budgetary system before and after the enlargement. The analysis of the EU budget helps us understand the political and economic philosophy as well as the practical achievements of the European construction. The upcoming enlargement urges the elaboration of a new vision of Europe, its missions and democratic institutions, and the power sharing between the EU and its member states, with a consequent major reform of EU fiscal and budgetary discipline.     

Recent problems of the historic centres in Spain

In the last thirty years, historic centres that were considered as impoverished urban structures that ought to be replaced are now viewed as crucial enclaves of urban identity that ought to be protected. The singularity of the old city increases its importance in our global world. The value of the city as a living cultural legacy, with all its embedded symbolism, is thus recognised. We can find some problems within these spaces, as for example, depopulation and dwelling price increase with their consequences： degradation in some parts and revaluation in others, especially in those with progressive increase in the service economy.

The creation of the Fabrica Carioca de Catalisadores (FCCSA) is presented in this article. After some brief background information on the reasons for its implementation, the methods used to choose the partner are discussed, as well as the technology transfer, with particular emphasis on R&D transfer. Finally, the plant's current stage of development is studied and its main characteristics are presented, as an example of a successful joint venture between culturally different and geographically distant countries.

This paper has arisen from my interest in questions ofsubjectivity of primary concern to contemporaryfeminist jurisprudence. Rather than side with anyparticular view represented in the debates surroundingthese questions, I have used Foucault's concept ofepisteme to explore the tradition of feministlegal thought. By focusing upon seventeenth-centurywomen's writings in which the earliest statementslinking law to women's oppression are to be found, thepaper argues that knowledge claims about law'sassociation with women's oppression are predicated notupon the positing of a sovereign feministconsciousness, but upon the specific positivities ofknowledge which existed at the time. Theunderstanding of the birth of the feminist legaldiscourse in terms of the specific conditions of itspossibility, although historically contextualised,raises questions about the hitherto seeminglyunassailable adherence to subjectivist epistemologywhich the current feminist engagement with lawmaintains.

Self-immolation Suicide in Greece: A Forensic Psychiatric Autopsy Study between 2011 and 2019

Self-immolation is a rare suicide method in the developed countries of the western world (0.06–1%); however, it has relatively higher prevalence rates in the developing countries of Asia and Africa (6–57%). The present study aims to examine self-immolation suicides within the Greek mainland (Attiki, Thrace, and Peloponnese) over a period of 9 years (2011–2019) in order to investigate the phenomenon in the Greek population forensically, identify the characteristics and motivations of suicide victims, explore its associations to socio-cultural or psychiatric factors, and describe a fatal case of suicide by self-immolation that was partially recorded on camera. The medical files (autopsy reports) of cases performed at the Departments of Forensic Medicine of the National and Kapodistrian University of Athens, Democritus University of Thrace, and the Forensic Service of Messinia—Peloponnese were retrospectively examined yielding 19 cases of suicides by self-immolation. A 3.7% prevalence of suicide by self-immolation among suicide fatalities within the Greek population was estimated. A distinctive feature of the Greek population regarding self-immolation was disclosed that it is being practiced predominantly by the elderly (mean age 2–3.5 decades higher than other countries). The phenomenon correlated strongly with poorly controlled mental disorders (mostly affective and adjustment disorders). Unlike other countries, there was no significant association with domestic or sexual violence, social or political protest, or religious issues. Therefore, the suicide victims preferred secluded or private outdoor locations (not public). Findings deriving from the examined variables localize Greek population culturally between the Western European and Asian African countries, but with its own idiosyncrasies.
