Aging research may significantly lengthen human life spans in the foreseeable future. This paper argues that we do not need to wait until this happens to prepare for the dislocations that may result. Increased longevity over the past century has already raised urgent, unresolved issues of equity, social cohesion, and human dignity. The idea of radically extending average human life expectancy is an ancient one, but for most of human history exceedingly
utopian. There is now, however, a revival of that idea, with some scientists and others arguing that it is possible and desirable.
But the main problem with most of the life extension enthusiasm is that it is based almost entirely on the desire of some
individuals to make it happen. The social consequences of success of such a venture are, however, either ignored altogether
or dismissed on the grounds that any problems can be dealt with. In the end, none of our present human and social problems
would be helped by radically longer lives and no obvious social benefits have been advanced to support it.

Modern democracies increasingly confuse civic or political equality with a radical relativism that calls into question legitimate
principles of hierarchy and the very idea of reasonable value judgments. This confusion reflects a “corruption,” in Montesquieu’s
sense, of democracy rooted in a refusal to recognize distinctions that are integral to both human nature and social life.
A moderate form of cultural relativism is a genuine intellectual achievement that helps combat ethnocentrism and allows one
to better appreciate the full range of human experience. But criteria of meaning and truth are by no means entirely dependent
upon cultural context. Our contemporary awareness of the “relativity” of cultures and historical experiences must be complemented
by a robust appreciation of the universality of Reason and citizenship.

In this study, we consider the efficacy of a relatively new and widely accepted certification system for teachers established by the National Board for Professional Teaching Standards (NBPTS). We utilize an extensive database covering the universe of teachers and students in Florida for a four‐year span to determine the relationship between NBPTS certification and the impact of teachers on student test scores from both low‐stakes and high‐stakes exams. Contrary to some previous studies, we find evidence that NBPTS certification provides a positive signal of a teacher's contribution to student achievement only in a few isolated cases. However, our results do reinforce evidence from previous research that the process of becoming NBPTS certified does not increase teacher productivity. © 2009 by the Association for Public Policy Analysis and Management. 相似文献

This article takes a state's eye view of trends towards a more centralised system of governance in Australia. It argues that while globalisation strengthens the roles of national governments it also provides less noticed public policy and management opportunities for sub-national governments. The article shows how state governments in Australia can use high-level policy proposals to reinforce their continuing relevance as key members of a federal system of government. It proposes that skilful deployment of policy ideas and analyses can enable the states to sustain alternative national agendas despite hostility or lack of interest by the federal government. In conclusion, the article examines the implications for federal-state relations under the Rudd government. It suggests that the elements for productive reform agendas are present but that bringing them together will require considerable effort. 相似文献

It is also the domain of both academics and practitioners. This tribute honors Richard E. Zody by focusing on the multifaceted nature of public budgeting to reflect the career of a man committed to many of these dimensions. The central focus of his career was on improving public budgetary and management systems, and in doing so, he deftly drew from the many dimensions of budgeting. Dick demonstrated in his study, writing, teaching, and application an intellectual interest in two particular themes: the relationship between academics and practitioners; and budgeting and management, which includes the use of analytical skill and strategic planning.
