Watchdogs in Our Midst: How Presidents Monitor Coalitions in Brazil's Multiparty Presidential Regime

When delegating governing tasks to a coalition partner, the president would like to give a minister ample administrative powers to be able to effectively accomplish the political mission. Due to information asymmetries, the president runs the risk that this discretion might be used to pursue policy outcomes that may harm the president's preferences. This trade‐off between delegation and control is key to understanding governance strategies the president chooses to minimize agency risks and coordinate public policies. With Brazil as a case study, this article demonstrates that presidents have strategically made frequent use of junior ministers as watchdogs of coalition partners, especially when coalition allies are ideologically distant from the president's preferences. Yet neither the portfolio salience nor the president's decision to share powers with coalition partners proportionally seems to interfere in such strategic decisions. 相似文献

The work of a small and unusual activist group in the north Indian state of Rajasthan has raised a series of practical and theoretical issues concerning the best means for combating specific instances of corruption, and for promoting accountability more generally. The Mazdoor Kisan Shakti Sangathan (MKSS)-literally-:Workers' and Farmers' Power Organisation-has waged a campaign to secure the right of ordinary people to gain access to information held by government officials. In the process of experimenting with methods of compiling, sharing and verifying expenditure data at very local levels-thus far, in the absence of a statutory entitlement to such informationthe MKSS has developed a radical interpretation of the notion that citizens have a right both to know how they are governed and to participate actively in the process of auditing their representatives. This article examines the process by which this campaign emerged and the means by which it pursues its goals. It then analyses the implications of the MKSS experience, and the larger movement it has spawned, for contemporary debates in three areas: human rights, participatory development and, of course, anti-corruption. 相似文献

Allele and genotype frequencies for nine STRs loci included in the AmpFlSTR Profiler Plus kit (D3S1385, vWA, FGA, D8S1179, D21S11, D18S51, D5S818, D13S317 and D7S820), were determined from urban and countryside population of Córdoba (Argentina). All loci meet the Hardy-Weinberg expectation, and there is little evidence for alleles association between these nine loci. Despite connections and common traits between geopolitics and International Business based on geography and location, literature on this matter is scarce. This study aims to contribute to this literature gap, by assessing the importance of Poland's geopolitical factors in FDI location decisions.
