This paper examines the role of the Canberra Commission in terms of consolidating and influencing the agenda on international negotiations towards the elimination of nuclear weapons. The Commission's Report is significant for two main reasons. First, it represents a unique form of disarmament diplomacy by the Australian Government which combined the post-Cold War international climate of security cooperation with the foreign policy aspirations of an activist middle power. Second, the Report refutes the strategic, technological and political arguments against nuclear elimination in a comprehensive and convincing manner, arguing that without elimination, the world faces increased threats of nuclear proliferation and nuclear terrorism. This paper thus concludes that the Canberra Commission has been instrumental in strengthening the taboo against the possession, testing or use of nuclear weapons.  相似文献

Why do organizations choose to use nonviolence? Why do they choose specific nonviolent tactics? Existing quantitative work centers on mass nonviolent campaign, but much of the nonviolence employed in contentious politics is smaller‐scale nonviolent direct action. In this article, we explore the determinants of nonviolence with new data at the organization level in self‐determination disputes from 1960 to 2005. We present a novel argument about the interdependence of tactical choices among nonviolent options in self‐determination movements. Given limitations on their capabilities, competition among organizations in a shared movement, and different resource requirements for nonviolent strategies, we show that organizations have incentives to diversify tactics rather than just copy other organizations. The empirical analysis reveals a rich picture of varied organizational resistance choices, and a complex web of interdependence among tactics.  相似文献

On February 4, 2010 the Illinois Supreme Court struck down Illinois' medical practice reform bill, P.A. 94-677, when it decided Lebron v. Gottlieb Memorial Hospital. Although the court only considered the unconstitutionality of the cap on non-economic damages contained in that bill, an inseverability provision resulted in the invalidation of all of its provisions. The end result of the Lebron decision extends much further than the striking of the cap on non-economic damages. It affects such areas as medical liability insurance law, physician discipline, public disclosure of information, the admissibility of physician statements into evidence, and expert witness standards. The Lebron holding has raised a significant obstacle to the implementation of a wide range of legislative measures intended to improve both the delivery and quality of healthcare services in Illinois. This article explains the impact of Lebron in these collateral, but important, areas of the law.  相似文献

Rescue cases involving guarantees (contrasted with restructuring cases) during the recent Financial Crisis, have illustrated the prominent position that the goal of promoting financial stability has assumed over that of the prevention or limitation of possible distortions of competition which may arise when granting State aid. The importance attached to maintaining and promoting financial stability—as well as the need to facilitate rescue and restructuring measures aimed at preventing systemically relevant financial institutions from failure, demonstrate how far authorities are willing to overlook certain competition policies. However, increased government and central bank intervention also simultaneously trigger the usual concerns—which include moral hazard and the danger of serving as long‐term substitutes for market discipline. How far central banks and governments should intervene and how far distortions of competition should be permitted ultimately depends on how systemically relevant a financial institution is.  相似文献

This paperaddresses this topic by presenting the results of an extensivesurvey comparison experiment conducted as part of the 2005 BritishElection Study. Analyses show statistically significant, butgenerally small, differences in distributions of key explanatoryvariables in models of turnout and party choice. Estimatingmodel parameters reveals that there are few statistically significantdifferences between coefficients generated using the in-personand Internet data, and the relative explanatory power of rivalmodels is virtually identical for the two types of data. Ingeneral, the in-person and Internet data tell very similar storiesabout what matters for turnout and party preference in Britain.Determining if similar findings obtain in other countries shouldhave high priority on the research agenda for national electionstudies. During a 6 month period (July 2010-January 2011) we observed 12 fatal intoxications and 22 non-fatal cases related to the drug paramethoxymethamphetamine (PMMA) in Norway (4.8 mill inhabitants). This toxic designer drug, also known as "Death", is occasionally found in street drugs offered as "ecstasy" or "amphetamine". The present study aimed to evaluate the cause of death, and to compare the PMMA blood concentrations in fatal and non-fatal cases. Methods for identification and quantification of PMMA are presented. The median age of fatalities was 30 years (range 15-50) with 67% males; in non-fatal cases 27 years (20-47) with 86% males. In the 12 fatalities, the median PMMA blood concentration was 1.92 mg/L (range 0.17-3.30), which is in the reported lethal range of 0.6-3.1 mg/L in peripheral blood and 1.2-15.8 mg/L in heart blood. In the 22 non-fatal cases, the median PMMA concentration was 0.07 mg/L (range 0.01-0.65). Poly-drug use was frequent both in fatal and non-fatal cases. The PMA concentrations ranging from 0.00 to 0.26 mg/L in both groups likely represented a PMMA metabolite. Three fatalities were attributed to PMMA only, six to PMMA and other psychostimulant drugs, and three to PMMA and CNS depressant drugs, with median PMMA concentrations of 3.05 mg/L (range 1.58-3.30), 2.56 (1.52-3.23) and 0.52 mg/L (0.17-1.24), respectively. Eight victims were found dead, while death was witnessed in four cases, with symptoms of acute respiratory distress, hyperthermia, cardiac arrest, convulsions, sudden collapse and/or multiple organ failure. In summary, all fatalities attributed to PMMA had high PMMA blood concentrations compared to non-fatal cases. Our sample size was too small to evaluate a possible impact of poly-drug use. A public warning is warranted against use and overdose with illegal "ecstasy" or "speed" drugs.  相似文献
