The lack of convergence towards liberal democracy in some African countries reflects neither a permanent state of political aberration, nor necessarily a prolonged transitional phase through which countries pass once the “right” conditions are met. Examining the cases of two ruling parties, the Rwandan Patriotic Front (RPF) and the African National Congress in South Africa, we develop the concept of productive liminality to explain countries suspended (potentially indefinitely) in a status “betwixt and between” mass violence, authoritarianism, and democracy. On the one hand, their societies are in a liminal status wherein a transition to democracy and socio-economic “revolution” remains forestalled; on the other hand, this liminality is instrumentalized to justify the party’s extraordinary mandate characterized by: (a) an idea of an incomplete project of liberation that the party alone is mandated to fulfil through an authoritarian social contract, and (b) the claim that this unfulfilled revolution is continuously under threat by a coterie of malevolent forces, which the party alone is mandated to identify and appropriately sanction. 相似文献

This article contributes to the literature on parliamentary design in general and the pioneer literature on parliamentary bodies specialized in gender equality in particular. It does so by establishing a frame for the critical assessment of the impacts of such an institutional design. Moreover, by using interviews and data on the behavior of committee members, it demonstrates the advantages of applying a mixed method within a field that has mostly relied on participant interviews. A systematic analysis of the impact of the Danish Committee on Gender Equality shows that although this particular committee has not succeeded in adding the perspective of gender equality to legislation, it has increased parliamentary control with the government. The Asian economic crisis ravaged numerous economies in thelate 1990s. Significant social and political disruption followedthe fall in Asian currency prices. The newly industrializedstates of Asia were particularly hard hit, yet some also experiencedswift turnarounds, reaching pre-crisis currency rates and economicoutput. The enduring puzzle of the crisis is the role of bureaucratic-businessties as a background cause of the crisis and determinant ofgovernmental policy responses. In this paper, we adapt Tsebelis'veto player model to include bureaucracy as a formal actor inthe adjustment process. We argue that states that minimizedthe control of developmental bureaucracies over finance anddirect managerial decision-making weakened the institutionalcapacity of bureaucrats to veto adjustment policies, both beforeand after the 1997 crisis. Moreover, we find that a traditionof strategic regulatory guidance is associated with favorableeconomic performance, provided that bureaucrats had subjectedprivate firms or state-owned enterprises to competition (oreven business failure) historically, and where the risks associatedwith financial decisions were not socialized by the state. 相似文献

Ten years after the launching of the transition process, many books and reports are offering a balance sheet of the transformation that occurred in Central and Eastern Europe and in the former Soviet Union area. The review article looks at some of them, particularly at Grzegorz W. Kolodko's book published in 2000, “From Shock to Therapy. The Political Economy of Postsocialist Transformation”. On the basis of this book and of some recent contributions, three major issues are discussed. First, why has there been such a recession in the beginning of the transition process in all countries, and was the recession inevitable? Second, due to the dire criticisms of the standard policy applied in these countries, dubbed the “Washington consensus”, has a “post-Washington consensus” emerged? In no other policy arena are party unity and national unity considered as critical as in security and foreign policy. Party unity on foreign policy is viewed as a national security strategy of particular importance in times of international crisis and uncertainty, or as an expression of party strategy and ideological considerations. Through an empirical study of programs, congresses, voters and ideology of the Swedish parties 1945–1993, we show that the presence or absence of tension in the international system does not affect the inclination of parties to take issue on matters of foreign policy. We also show that parties argue just as much about issues that are central to Swedish security policy as they do about issues that do not directly affect national interest. The main sources of party disagreement over foreign policy seem to be ideologically motivated. 相似文献

This study investigated the interrelationships among trauma exposure, PTSD, and mental health problems in a sample of 289
adolescents (199 male, 90 female) detained in a juvenile correctional facility. Mean differences were found in that females
scored higher than males on measures of interpersonal trauma exposure and symptoms of both simple and complex PTSD. Females
also endorsed more mental health problems in the areas of depression/anxiety, somatic complaints, and suicidal ideation. For
all youth, trauma exposure, PTSD, and mental health problems were correlated. Results of structural equation modeling were
consistent with the hypothesis that PTSD mediates the relationship between interpersonal trauma and mental health problems
for all youth, although the results were stronger for females.

This article examines symbols and meanings in breast cancer awareness campaigns, and the ways in which multifarious actors draw attention to the disease. We discuss what the various campaigns and initiatives can indicate, above and beyond creating breast cancer awareness. Our data stem from sources such as printed material, the Internet, and events. From these sources we have singled out and explored objects, text, and visual expressions, looking in particular for metaphors and symbolic aspects. In this article we present six “images” indicating the underlying patterns that we found. We have called the images Re-enchantment of femininity, Infantilization, Corporate profit-making, Objectification, Transgression of boundaries, and Exhibition of deviation. These are further discussed in the light of perspectives drawn from the social sciences and feminist theories. One of the article's key arguments is that breast cancer campaigns, to a great extent, build upon and reinforce traditional, stereotypical gender roles. 相似文献
