The purpose of this paper is toexplore whether female Detectives perceptionsof their own work experiences include oppressive experiences because of their sex. It attempts to evaluate these perceptions ofoppressive work experiences or lack thereofvia a feminist viewpoint that embraces variousaspects of phenomenology with regards towomens experiences. More importantly, itrecognizes that experiential essentialistarguments cannot be ignored. The word womanis in quotes because it has been used,historically and presently, as a category toposition females according to mainstreamsocietys standards. The word oppressive isin quotes because even though the researcherdescribed oppressive instances in specificways, there were times, where some subjects didnot identify those experiences asoppressive. The majority of 60 female CanadianDetectives identified oppressive experiences,and an important task of this paper is toexamine experiences that fit the researchersdefinition but were not considered oppressiveby the subjects.  相似文献

A government's budget represents a statement of its priorities. During the past 25 years, the international community has recognized that gender equality is essential for sustainable economic growth and full social development, and it has called upon nations to use their budgets to promote genderequitable resource allocation and revenue generation. More than 60 countries have answered this call by implementing gender-responsive budgets at the national and subnational levels. However, gender-responsive budgeting is virtually unheard of among public finance scholars and U.S. public administration scholars and practitioners. Here we define gender-responsive budgeting, discuss the need for it, describe the lessons learned, and discuss its potential as a budget reform. We hope our commentary will bring gender-responsive budgeting into the mainstream of research in the U.S. public administration community and into the practice of government budgeting.  相似文献

This paper interrogates a ‘positive’ view of culture’s (potential) role in widening compliance with international human rights standards, which (1) concentrates on the ‘cultural’ bases of conflict over rights and, in consequence, (2) focuses primarily on cultural interpretation as a means of achieving greater respect for rights norms. The thrust of the paper is that the relationship between culture and human rights norms is much more complex than this positive perspective implies and, this being so, that some of its claims about the potential benefits of cultural interpretation for widening rights compliance are hard to sustain. Shared services arrangements in the Australian third sector are becoming more common. Notably, however, there is a lack of information to guide nonprofit organisations through the development and engagement of shared structures. This article reviews the lessons that have been recorded from the public and private sectors with respect to the engagement of shared services arrangements. Additionally this article explores the different types of shared services structures that can be adopted. Overall, this article highlights the need for further research and analysis of issues relating to shared services arrangements in order to assist the increasing number of Australian nonprofit organisations engaging these collective arrangements and structures.  相似文献
