The Aims and Methods of Liberal Education: Notes from a Nineteenth Century Pan-Africanist

Liberal education is in crisis as neoliberal logics continue to shape the purpose and practice of higher education. But despite invocations of its contemporary ‘global’ context, very few commentators engage the current crisis through the provocations of postcolonial studies. A key element of postcolonial critique draws attention to the ways in which the modern humanities and social sciences are colonially inflected traditions of knowledge production. Taking this critique as a point of departure, I aim to show that the critical response to the crisis prompted by the neoliberal agenda is inadequate in so far as there has been insufficient acknowledgement that modern liberal education wishes to suture and save a public culture that is racially exclusionary. To open up this space of inquiry, I focus on the thought and practice of Edward Blyden. Born in St Thomas, Danish West Indies, Blyden migrates to Liberia. A prolific writer and educator, Blyden delivers, in 1881, his inaugural address as President of Liberia College entitled ‘The Aims and Methods of a Liberal Education for Africans’. What lessons for the present crisis might we draw from a nineteenth century Pan-Africanist advocate of liberal education?     

Generating global health governance through BRICS summitry

While global plurilateral summit institutions (PSIs) of the world's most powerful countries have long generated effective global health governance, the most recent summits of the Group of Eight (G8) and the Group of 20 (G20) have largely abandoned their earlier concern with health, especially outside its specialized food and nutrition link. However, since its start in 2009 in Yekaterinburg, Russia, the annual summit of Brazil, Russia, India, China and now South Africa (BRICS), a new PSI arising has substantially addressed health and started to lead in some ways. The BRICS summit-level health governance has been reinforced by the advent of a BRICS health ministers' forum, other health-related ministerial institutions (notably for agriculture and trade) and official and multi-stakeholder bodies. This article provides the first direct, disciplined empirical analysis of how and why the BRICS summit system has governed global health, based on the models developed for and applied to G8, G20 and United Nations summit governance.     

Pushing the Boundaries of Education: Evaluating the Impact of Second Step®: A Violence Prevention Curriculum with Psychosocial and Non-Cognitive Measures

The Second Step® violence prevention curriculum was implemented in a large urban school district as part of a comprehensive three-year initiative to impact students at-risk for violence and substance abuse. An outcome evaluation was conducted to assess the intervention's effectiveness on students’ attitudes and on behaviors important for accountability. Results indicated improvements in students’ prosocial attitudes and behaviors that were consistent across two large cohorts of students. Implications for theory and future research are discussed.     

Vitalism's after-burn: The sense of Ana Mendieta

This article considers the influential work of Ana Mendieta. Focusing on her siluetas series, Muñoz describes Mendieta's art as performing a modality of brownness that leaves resonant indentions on the world, what he calls vital materialist after-burns. Mendieta's after-burns are read alongside the poet's of Négritude and their investment in a critical élan vital that speaks to the historical precariousness of dispossessed people. The artist's work is explained as a meditation on a critical brownness that is theorized as the sharing out of the unshareable, the invaluable and the incalculable.?Mendieta's intervention is ultimately described as the work of offering a brown sense of the world in which singularities flow into a politically enabling common.     

State First,Then Democracy: Using Cadastral Records to Explain Governmental Performance in Public Goods Provision

This article presents a theoretical argument of how and why democratization at different levels of state capacity matters for public goods provision and subjects the argument to empirical tests. Building on rational choice theories of public goods production, we argue that credible enforcement before credible commitment—democratizing after the state has acquired high levels of state capacity—leads to a more efficient social order than the opposite sequence. Using a theoretically grounded and novel indicator of historical state capacity—the extent and quality of cadastral records—the analysis shows that those countries where the state developed extensive enforcement capacities before democratization exhibit, on average, better provision of essential public goods and are less corrupt.
