Australia and Japan have frequently had difficult relationshipswith their neighbours. This paper suggests that when seen intheir specific historical contexts, the fact that Australiaand Japan have become Asia's odd men out is unsurprising.The central argument of this paper is that the consolidationand institutionalisation of regions is in large part a politicalexercise that reflects, and is informed by, discrete nationalconversations. Drawing on theories of international relations (IR) and comparative politics, this article explains why the cold war ended in 1989 rather than 1953. Numerous scholars have used IR theory to discuss the end of the cold war, but most of the circumstances they highlight were also present in the spring of 1953, right after the death of Joseph Stalin. This article presents three broad theoretical approaches that deal with the connection between domestic politics and international relations, and it then shows how these approaches can help us understand the similarities and differences between 1953 and 1989. In particular, the article emphasises the importance of time. In the spring of 1953, the window of opportunity was very brief—only a few months, which was insufficient for the two main cold war antagonists to overcome their deeply entrenched suspicions and make far-reaching adjustments in their policies. In the latter half of the 1980s, by contrast, the sweeping reorientation of east–west relations occurred over several years, giving policy-makers on both sides sufficient leeway to adapt and to 'learn' new ways of interacting. 相似文献

As crises grow more transnational in origin and effect, managing them effectively will require international cooperation. This article explores the dilemmas inherent to producing common crisis management capacities across national governments. Drawing on the literature related to "international public goods," the article builds an approach for understanding these dilemmas through the lens of collective action and the perverse incentives associated therein. The article applies this approach to cooperation in Europe on an issue that typifies the transnational crisis—the spread of communicable disease—and highlights obstacles to European Union ambitions to build a robust system for disease surveillance and control. Having isolated the obstacles, the article then identifies solutions to facilitate cooperation toward more effectively producing the good in question. 相似文献

This article explores how terrorists acting alone or in small groups have used sports events as symbolic targets in their performance of terrorism. Drawing on a comparative analysis of the attacks on the 1996 Atlanta Olympic Games and the 2013 Boston Marathon, it is argued that terrorist target selection of major sports events should be understood in relation to the grievances and desires of the perpetrators. The article finds that rather than being the primary target of their attacks, sports events are among a broader range of densely crowded spaces that terrorist actors may seek to target as part of their violent struggle against their adversaries. The findings are contextualized in relation to broader patterns and trends in lone wolf terrorism, including the significance of a copycat phenomenon and inspiration effect. 相似文献

Sexual minority (lesbian and gay, bisexual, mostly heterosexual) individuals are at an increased risk for hazardous drinking than heterosexual individuals, but little is known about the nature of the disparities as adolescents reach adulthood. We used four waves of a nationally representative data set, the National Longitudinal Study of Adolescent Health (Add Health), to examine disparities of hazardous drinking outcomes between sexual minority and heterosexual men and women from adolescence to young adulthood. Participants were 14–18 years old at the first assessment (N = 12,379; 53 % female) and 27–31 years old at the fourth assessment. At the fourth assessment, 13 % self-identified as sexual minority individuals, 16 % were Hispanic, and 36 % were of minority race, including primarily African Americans (60 %) and Asian Americans (18 %). There were clear hazardous drinking disparities between sexual minority individuals and heterosexual individuals over time. During adolescence, sexual minority individuals, particularly females, reported higher levels of hazardous drinking. As study participants reached adulthood, the magnitude of the hazardous drinking disparities increased among sexual minorities, sexual minority men in particular. Additional research is needed to better understand the developmental mechanisms that underlie the emerging sexual orientation related disparities of hazardous drinking in young adulthood. 相似文献

Rebel involvement in drug trafficking is broadly found to prolong and intensify civil wars. Being an illicit good with strong demand, high profit margins, limited barriers to entry, and few interdiction opportunities, narcotic drugs disproportionately benefit rebel groups as a source of funding in civil wars. Furthermore, drug trafficking is believed to prolong civil wars by creating war economies that benefit rebel groups, making them reluctant to engage in peace negotiations. However, recent peace agreements suggest that drug trafficking can in some cases be used to “buy off” rebel leaders, whereas other insurgents willingly relinquish this source of funding. This article compares attempts at conflict resolution in Colombia and Myanmar, focusing on the impact drug trafficking by Fuerzas Armadas Revolucionarias de Colombia (Revolutionary Armed Forces of Colombia) and United Wa State Army has on contemporary peace negotiations. 相似文献
