A Detailed Cost Evaluation of a Juvenile Drug Court that Follows the Juvenile Drug Court Model (16 Strategies)

Although juvenile drug courts (JDCs) have now been in operation for 17 years, there is still no definitive appraisal as to this model's cost effectiveness and in particular, no detailed cost analysis of a JDC program following the 16 strategies until this one. The cost data presented in this paper build on the process and outcome evaluations performed on the Clackamas County Juvenile Drug Court (CCJDC). The criminal justice costs incurred by participants in drug court are compared with the costs incurred by eligible non‐participants. CCJDC participants had far more positive outcomes than those who did not participate in the program. In the two years after drug court entry, CCJDC participants cost the taxpayers $961 less per participant than similar individuals who did not attend the drug court program.     

Exploring the temporal dimension in policy evaluation studies

This article explores the time dimension in policy evaluation studies. We argue that time has been given little attention in policy evaluation studies, despite it being very important for the occurrence and assessment of policy success or failure. We therefore propose to make time a central element of policy evaluation. First, we explore the theoretical foundations behind the concept of time. Second, we present a case study to investigate the presence of time in that specific case and the evaluation thereof. We conclude with recommendations for policy evaluation studies.     

Two-tiered political entrepreneurship and the congressional committee system

Theories of political entrepreneurship usually focus on the construction of coalitions necessary to change policy. We argue that political entrepreneurs who are unable to secure favored policies may redirect their efforts to a “higher tier,” attempting to change the rules of the game to enable the exploitation of future political profit opportunities. We present a taxonomy of three levels of political rules—pre-constitutional, constitutional, and post-constitutional—and identify the salient characteristics of institutional entrepreneurship that targets rules at each level. The development of the congressional committee system is explored as a case study in entrepreneurship over post-constitutional rules.     

Political Homophily and Collaboration in Regional Planning Networks

We study the extent of political homophily—the tendency to form connections with others who are politically similar—in local governments’ decisions to participate in an important form of intergovernmental collaboration: regional planning networks. Using data from a recent survey of California planners and government officials, we develop and test hypotheses about the factors that lead local governments to collaborate within regional planning networks. We find that local governments whose constituents are similar politically, in terms of partisanship and voting behavior, are more likely to collaborate with one another in regional planning efforts than those whose constituents are politically diverse. We conclude that political homophily reduces the transaction costs associated with institutional collective action, even in settings where we expect political considerations to be minimal.

The Italian state: no longer Catholic,no longer Christian

The constant appearance of highly detailed studies of parties in the different West European countries creates the need for a theory which summarises their major findings and relates them to each other. Such a theory needs to be general in form, but existing formulations (for example, minimal‐winning criteria for government formation) are limited to one aspect of government and are theoretically inadequate. A general theory covering all major aspects of democratic party government (formation, distribution of ministries, reshuffles, policy formation and termination) is proposed and its fit with existing findings illustrated.     

Choosing the least-worst government: The British general election of 2005

This article provides an overview of the British general election of 2005. It examines the major political issues that arose during the Blair government's second term in office and their impact on the governing Labour Party's electoral support. Despite voters' growing sense of weariness with Labour, the Conservative opposition failed to convince the electorate that it was a credible government-in-waiting. The result was that Labour was comfortably returned to office, though with a much-reduced majority. The Liberal Democrats profited from the unpopularity of the Iraq War, while minor parties won their highest ever tally of votes.
