Does public policy respond to public opinion? Previous research suggests dynamic representation occurs in the aggregate. Yet, most of the evidence for policy response is limited to the policy intentions of elected officials on issues related to more or less government spending. We examine policy response to an alternative dimension of public mood, public preferences for more or less punitive criminal justice policies, using multiple indicators of policy from various stages of the policy-making process. Criminal justice policy should be responsive to public preferences given the public’s concern about crime and the negative social construction of criminals. Thus, there is an electoral incentive for public officials to respond to public preferences along this alternative dimension of public sentiment regarding criminal justice policy. We estimate a DYMIMIC model of federal criminal justice policy as a function of the multiple dimensions of public policy mood using Kalman filtering. The results indicate that criminal justice policy responds to the second, not the first, dimension of public mood. We find evidence that policy-makers at multiple stages of the policy process are able to differentiate among multiple signals from the public and respond appropriately. The results present a more sophisticated portrait of democratic responsiveness. 相似文献
During the Bush years, NATO exhibited in stark form two trends which have long characterised its development: periodic exposure to crisis and division, and a subordination to American leadership. Despite signs of American indifference towards the alliance, talk of the Bush administration levering a break with NATO was always overstated, particularly so during its second term of office. Views of NATO after 2004 were shaped by Afghanistan giving rise, in fact, to a return to the alliance on America's part. NATO remains important to Bush's successor but on terms which are as demanding as those of his predecessors. NATO, in other words, is valued in so far as it accords with current US foreign policy priorities. The safest assumption in this regard is that Obama will continue to favour the trend towards a global NATO pursued by the Bush administration. However, retreat (or defeat) in Afghanistan could hasten a contrary trend towards a consolidating NATO with a renewed concentration on the wider Europe. 相似文献
Self-determination theory emphasizes the importance of school-based autonomy and belongingness to academic achievement and psychological adjustment,
and the theory posits a model in which engagement in school mediates the influence of autonomy and belongingness on these
outcomes. To date, this model has only been evaluated on academic outcomes. Utilizing short-term longitudinal data (5-month
timeframe) from a set of secondary schools in the rural Midwest (N = 283, M age = 15.3, 51.9% male, 86.2% White), we extend the model to include a measure of positive adjustment (i.e., hope). We also
find a direct link between peer-related belongingness (i.e., peer support) and positive adjustment that is not mediated by
engagement in school. A reciprocal relationship between academic autonomy, teacher-related belongingness (i.e., teacher support)
and engagement in learning is supported, but this reciprocal relationship does not extend to peer-related belongingness. The
implications of these findings for secondary schools are discussed.
Research indicates that subjective perceptions of socioeconomic status (SES) affect aspects of health and behavior. There has been little research attention to how objective (e.g., education) and subjective aspects of SES may differ in their influence on the substance use of adolescent immigrants. The present study examined whether the associations between subjective SES and substance use, and between parental education and substance use varied by immigrant generation. Data were derived from the 2011 Ontario Student Drug Use and Health Survey, a representative survey of students in the 7th to 12th grade. The sample for this study consisted of 9177 students 12–19 years of age; 48.4 % were female, 66.4 % were White/European, 5.2 % Black/Afro-Caribbean, 16.4 % Asian and 12 % other. Results indicated that subjective SES was more strongly associated with cannabis and alcohol use among first-generation immigrants than among adolescents of other immigrant generations even after adjusting for parental education. First-generation immigrants with low subjective SES had a lower probability of cannabis and regular alcohol use, but there was no difference in use between immigrant generations at high subjective SES. The associations between parental education and cannabis and alcohol use did not significantly vary with immigrant generation. The findings highlight the importance of status beliefs among adolescents, particularly among first-generation immigrants, and suggest that further research attention to such beliefs would enhance our understanding of SES and its links to adolescent health risk behaviors. 相似文献
Mexican American youth are at greater risk of school failure than their peers. To identify factors that may contribute to
academic success in this population, this study examined the prospective relationships from 5th grade to 7th grade of family
(i.e., human capital [a parent with at least a high school education], residential stability, academically and occupationally
positive family role models, and family structure) and individual characteristics (i.e., externalizing symptoms, bilingualism,
gender, and immigrant status) to the academic performance of 749 Mexican American early adolescents (average age = 10.4 years
and 48.7% were girls in 5th grade) from economically and culturally diverse families as these youth made the transition to
junior high school. Results indicated that while controlling for prior academic performance, human capital and positive family
role models assessed when adolescents were in 5th grade positively related to academic performance in 7th grade. Further,
being a girl also was related to greater 7th grade academic success, whereas externalizing symptoms were negatively related
to 7th grade academic performance. No other variables in the model were significantly and prospectively related to 7th grade
academic performance. Implications for future research and interventions are discussed. 相似文献
Despite evidence that neighborhoods confer both risk and resilience for youth development, the existing neighborhood research has a number of methodological limitations including lack of diversity in neighborhoods sampled and neighborhood characteristics assessed. The purpose of this study was to address these methodological limitations of existing research and to examine the relationship of neighborhood structural and social characteristics to family-level social processes and teacher-reported social competence during early adolescence. The study sample of 3,624 fifth graders (51?% girls) was ethnically diverse, including roughly even proportions of non-Hispanic White, non-Hispanic Black, and Hispanic youth. Neighborhood measures included economic disadvantage derived from the U.S. Census, physical and social disorder obtained by direct observation, and social capital from parental reports. Family-level social processes included parent reported family cohesion and youth reported maternal and paternal nurturance. We found that neighborhood factors significantly associated with youth social aggression and social competence but not social withdrawal, after controlling for individual demographic characteristics and parenting factors. There was limited evidence of moderation of family influences by neighborhood characteristics as well as the moderation of neighborhood effects by children’s gender. Neighborhood physical disorder was associated with increased social aggression among boys but with increased social withdrawal among girls. Implications of the study’s findings for research on neighborhoods and adolescent development and the development of preventive interventions are discussed. 相似文献
Empathy, which is the ability to feel concern for and to understand others’ feelings, is thought to develop in high quality relationships with parent and peers, but also to facilitate the quality of these relationships. While a wide literature has addressed this aspect, the heterogeneity of primary studies, in which different indicators of relationship quality (e.g., support, conflict) and empathy (i.e., affective and cognitive) have been examined, makes it difficult to draw conclusive answers. Therefore, it remained ambiguous how parent–child and peer relationship quality are associated with adolescents’ empathy. In order to increase the understanding of these associations, a multilevel meta-analysis was performed, which allowed for including multiple effect sizes from each study. By a systematic literate search, 70 eligible studies were found that provided 390 effect sizes from 75 independent samples. The results showed a small positive correlation between parent–child relationship quality and empathy, and a small-to-moderate positive correlation between peer relationship quality and empathy, which was significantly stronger than the correlation with parent–child relationship quality. Hence, the meta-analytic results indicate that adolescents with higher quality relationships, especially with peers, indeed tend to show more concern for and understanding of others’ emotions than adolescents with lower quality relationships. Moreover, the moderation analyses showed stronger correlations for the positive dimension of relationship quality than for the negative dimension, and stronger correlations for composite scores of affective and cognitive empathy than for separate scores of the empathy dimensions. However, no differences in correlations were found between the affective and cognitive empathy dimension, and no moderation effects were found for gender and age. Thus, this meta-analysis demonstrates robust positive associations between parent–child and peer relationship quality and empathy in adolescence, implying that good empathic abilities may be a protective factor for experiencing poor relationships.
Both leadership and public value are increasingly seen as concepts highly relevant to public administration, not only because of complex societal challenges but also as ways to address pluralistic interests in society. This article explores in detail the varied conceptualizations of public value and of public leadership. Furthermore, we argue that political astuteness provides an important conceptual linkage between leadership and public value, enabling actors to read, understand and foster coalitions around diverse and sometimes competing interests. In this introduction to the symposium, we analyse the different conceptualizations of public value, of leadership, and also show how the six articles explicitly or implicitly draw on the linking concept of political astuteness. The article assesses how the six articles of the symposium contribute to each of these three concepts. 相似文献
Do parties change their platform in anticipation of electoral losses? Or do parties respond to experienced losses at the previous election? These questions relate to two mechanisms to align public opinion with party platforms: (1) rational anticipation, and (2) electoral performance. While extant work empirically tested, and found support for, the latter mechanism, the effect of rational anticipation has not been put to an empirical test yet. We contribute to the literature on party platform change by theorizing and assessing how party performance motivates parties to change their platform in-between elections. We built a new and unique dataset of >20,000 press releases issued by 15 Dutch national political parties that were in parliament between 1997 and 2014. Utilizing automated text analysis (topic modeling) to measure parties’ platform change, we show that electoral defeat motivates party platform change in-between elections. In line with existing findings, we demonstrate that parties are backward-looking. 相似文献
