This paper presents an econometric analysis of the votes on five pivotal amendments to the omnibus foreign trade bills of the U.S. House and Senate in 1987. Probit estimation is used to identify the relationships between geographic variations in employment in trade-sensitive industries and congressional voting on changes in foreign trade policy procedures. The implied pattern of expected net benefits for the industries from the five amendments is highly consistent with qualitative evidence on the costs and benefits at stake. Two general conclusions stand out: (1) Procedural foreign trade policy proposals can have very specific beneficiaries. This study investigates the influence of partisanship on the vote in Australia between 1967 and 1990. The investigation is the context of a model of electoral choice based on the revisionist elaboration of the Michigan model of electoral choice. The model specifies direct effects of partisanship, issues and leader evaluations on vote and reciprocal relations between partisanship and both issues and leader evaluations. The major finding is a decline in the influence of partisanship on the vote. This decline occurred in the presence of stable levels of partisanship in the electorate. Furthermore, the decline in the impact of partisanship appears to precede the declines in the proportion of strong identifiers. This decline was coincident with a moderate increase in the influence of issues with issues particularly strong at the 1990 election. The effects of leader evaluations show no consistent patterns over time suggesting that Australian politics has not become more presidential. The reciprocal effects of issues and leader evaluations on partisanship, were greater during the 1980s than during the late 1960s. The decline in the partisanship-vote relation was steeper when these reciprocal effects are taken into account. 相似文献

ABSTRACTThis article focuses on the forgotten voices of marginalized feminist mothers—those active in welfare rights groups. These activists were primarily poor single mothers who understood motherhood differently from more mainstream feminists. Whilst they echoed mainstream feminist demands for childcare, they also supported women's right to stay at home with their children, emphasizing the role of the state. This presented a serious class-based critique in a society that increasingly saw stay-at-home motherhood as a middle-class option. In recognition of gender inequities, more than 80 countries have applied a gender perspective to their budget process, initiatives referred to as gender-responsive budgeting (GRB). Research on GRB initiatives has focused on whether they reduce gender inequities. However, if it is to have a lasting effect, GRB must reform the budget process and become integral to government administrative routines. We examine the experiences of several countries with GRB initiatives and identify the key factors explaining implementation success or failure. We find that these factors are similar to those that explain the success of earlier budget reforms focused on efficiency and effectiveness. While the equity objective of GRB differentiates it from other budget reforms, these factors provide the context for understanding GRB initiatives. Although gender parity is just one dimension of social equity, the success of GRB initiatives shows that governments can use their budgets to meet social equity objectives. 相似文献

Two Cape Coloured persons of mixed White, Khoikhoi, Malay, Black parentage in Cape Town whose red cells were found to be S—s—U— establish that the rare Su allele is present in this population group. The most likely source of the Su allele in them is the non-indigenous Black slaves who were brought to the Cape in the early years of White settlement there.
