Governments can intervene to a greater or lesser extent in managing the risks that citizens face. They can adopt a maximal intervention approach (e.g., COVID-19) or a hands-off approach (e.g., unemployment), effectively “responsibilizing” their citizens. To manage the cyber risk, governments publish cyber-related policies. This article examines the intervention stances the governments adopt in supporting individual citizens managing their personal cyber risk. The authors pinpoint the cyber-related responsibilities that several governments espouse, applying a “responsibilization” analysis. Those applying to citizens are identified, thereby revealing the governments' cyber-related intervention stances. The analysis reveals that most governments adopt a minimal cyber-related intervention stance in supporting their citizens. Given the increasing number of successful cyber attacks on individuals, it seems time for the consequences of this stance to be acknowledged and reconsidered. The authors argue that governments should support individual citizens more effectively in dealing with cyber threats.  相似文献

ABSTRACT

Despite the notion that characterizes criminals as lacking virtues or character strengths, evidence shows that people who engage in antisocial and delinquent behavior are not dissimilar in possessing character strengths as compared to the general population. Character strengths may be used to either do ‘good’ or ‘wrong’; so that the question is, what situation does direct this use to either choice? This study hypothesized environmental predictability may influence a person using their character strengths to inhibit antisocial or delinquent behavior. Two samples were examined, one consisting of individuals convicted of a criminal offense, and the other composed of non-convicted participants. Individuals responded to a series of instruments targeting virtues and character strengths, antisocial and delinquent behaviors, and environmental predictability in their environment –inferred from life-history strategy. In both groups, virtues were negatively and significantly associated with antisocial/delinquent behavior. A further test of the moderating and mediating influence of environmental predictability showed that this environmental dimension modified the aforementioned relationship, decreasing the inhibitory influence of virtues on antisociality. This means that, in predictable contexts, possessing (or lacking) character strengths is not important to inhibiting antisocial behaviors; however, in unpredictable environments virtues are useful to prevent antisociality and delinquent behavior.  相似文献

The geographic footprint of contemporary warfare often challenges the existing understanding of the term ‘non-international armed conflict’, a term not defined in international humanitarian treaty law. This article examines whether the opening lines of Common Article 3 of the Geneva Conventions include a geographical requirement. Controversy surrounds this question which until recently has received little attention. The customary interpretation of Common Article 3 is that it has a geographical scope of application limited to non-international armed conflicts which take place exclusively within the borders of a single member state (internal armed conflict). The 2016 ICRC Commentaries to the First Geneva Conventions challenges this traditional view and argues in favour of a broader interpretation of the scope of application of Common Article 3. This re-interpretation recently has gained traction in scholarship. The ICRC’s position serves as a possible solution to prevent a lacuna in humanitarian protection in situations where conflicts fit neither the understanding of ‘international armed conflict’ nor ‘internal armed conflict’. By evaluating the merits of the arguments posed by the ICRC, the article assesses whether the phrase ‘conflict not of an international character’, as included in Common Article 3, conclusively limits its geographical application to an armed conflict occurring within the boundaries of a single state.

This paper reports findings from a clinical trial of a probation case management (PCM) intervention for drug-involved women offenders. Participants were randomly assigned to either PCM (n=92) or standard probation (n=91), and followed for 12 months using measures of substance abuse, psychiatric symptoms, social support and service utilization. Arrest data were collected from administrative datasets. The sample (N=183) included mostly African American (57%) and White (20%) women, with a mean age of 34.7 (SD = 9.2) and mean education of 11.6 years (SD = 2.1). Cocaine and heroin were the most frequently reported drugs of abuse, 86% reported prior history of incarceration, and 74% had children. Women assigned to both PCM and standard probation showed change over time in the direction of clinical improvement on 7 of 10 outcomes measured. However, changes observed for the PCM group were no different than those observed for the standard probation group. Higher levels of case management, drug abuse treatment, and probationary supervision may be required to achieve improved outcomes in this population.  相似文献

The purposes of this study were to (a) derive prevalence estimates for elder mistreatment (emotional, physical, sexual, neglectful, and financial mistreatment of older adults [age 60 +]) in a randomly selected sample of South Carolinians; (b) examine correlates (i.e., potential risk factors) of mistreatment; and (c) examine incident characteristics of mistreatment events. Random Digit Dialing (RDD) was used to derive a representative sample in terms of age and gender; computer-assisted telephone interviewing was used to standardize collection of demographic, correlate, and mistreatment data. Prevalence estimates and mistreatment correlates were obtained and subjected to logistic regression. A total of 902 participants provided data. Prevalence for mistreatment types (since age 60) were 12.9% emotional, 2.1% physical, 0.3% sexual, 5.4% potential neglect, and 6.6% financial exploitation by family member. The most consistent correlates of mistreatment across abuse types were low social support and needing assistance with daily living activities. One in 10 participants reported either emotional, physical, sexual, or neglectful mistreatment within the past year, and 2 in 10 reported mistreatment since age 60. Across categories, the most consistent correlate of mistreatment was low social support, representing an area toward which preventive intervention may be directed with significant public health implications.  相似文献

The article here extended reflects on the excessively narrow debate over the government-sponsored enterprises (GSEs)' cost-benefit transfer balance which had been raging for a quarter-century before the 2007–2009 financial crisis. That crisis has cast a new light on the actual costs of GSE operations and exposed the unsustainability of some of their benefits for homeownership. After injecting afew new findings into the traditional debate, this comment adds some of what has transpired in recent years and what may be inferred from it so far. Doing so brings additional analysis to bear on the article's conclusion that “the GSEs might not be justified” and “Maybe it is time for them to exit” although most politicians in the past have been disinclined to show them the door.  相似文献

Abstract

The first question people typically ask about homelessness is, “How many people are homeless?” After that, questions usually turn to characteristics: “What are they like?” Basic demographic characteristics such as sex, age, family status, and race have always been of interest, in part because the homeless population appears to be very different from the general public and even from most poor people who are housed with respect to these characteristics. Often, because these differences are so dramatic, demographic characteristics are overinterpreted as representing the reasons for homelessness.

But as various studies have documented, most demographic factors quickly disappear as proximate causes when other factors representing personal vulnerabilities are available for examination. The underlying causes of homelessness, the structural conditions of housing and labor markets that turn vulnerabilities into loss of housing, do not lie within individuals at all and are thus difficult to include in analyses based on individual data.  相似文献
