Homeless families,singles, and others: Findings from the 1996 national survey of homeless assistance providers and clients

Abstract

The first question people typically ask about homelessness is, “How many people are homeless?” After that, questions usually turn to characteristics: “What are they like?” Basic demographic characteristics such as sex, age, family status, and race have always been of interest, in part because the homeless population appears to be very different from the general public and even from most poor people who are housed with respect to these characteristics. Often, because these differences are so dramatic, demographic characteristics are overinterpreted as representing the reasons for homelessness.

But as various studies have documented, most demographic factors quickly disappear as proximate causes when other factors representing personal vulnerabilities are available for examination. The underlying causes of homelessness, the structural conditions of housing and labor markets that turn vulnerabilities into loss of housing, do not lie within individuals at all and are thus difficult to include in analyses based on individual data.

Relying on experimental methodology, we find that positive and negative reports of specific aspects of the economy influence the audience's assessments of political responsibility for the state of the economy. In addition, whether the president actively attempts to take credit (in the case of positive economic news) or attempts to avoid blame (in the case of negative economic news) also influences assessments. Finally, we find that effects are largely dependent on individual levels of partisanship.     

Alcohol Outlet Density and Young Women’s Perpetration of Violence Toward Male Intimate Partners

This paper examines the relationships between alcohol outlet density, alcohol use, and perpetration of intimate partner violence (IPV) among young adult women in the US. Data were from Wave III of the National Longitudinal Study of Adolescent Health (Add Health; N?=?4,430 in present analyses). Multinomial logistic regression was used to examine occurrence of past year IPV perpetration toward a male partner based on tract-level on-premise and off-premise alcohol outlet density, controlling for individuals’ demographic, alcohol use, and childhood abuse characteristics and neighborhood socio-demographic factors. Higher off-premise alcohol outlet density was found to be associated with young women’s perpetration of physical only IPV, controlling for individual-level and ecological factors. Alcohol use had an independent association with IPV perpetration but was not a mediator of the outlet density-IPV relationship. Findings suggest that considering alcohol-related environmental factors may help efforts aimed at preventing young women’s use of physical violence toward partners.     

Competition versus regulation: some empirical evidence

In response to dramatic rises in health care costs, policymakers have been debating the relative merits of regulatory and competitive strategies as a means of containing costs. One major activity espoused by proponents of competition is the growth of health maintenance organizations (HMOs) which, in their opinion, will result in the market better determining efficient levels of utilization and costs. Extending this argument, the larger the percent of the population in a market area who enroll in HMOs, the greater the market-forcing effect of HMOs in reducing overall hospital expenditures; that is, if HMOs are providing lower-cost care, then the fee-for-service system will be forced to reduce costs in order to be competitive. The authors studied the 25 largest SMSAs from 1971-1981, and controlling for environmental conditions in each market, they examined the impact of both HMO growth and regulatory activity on costs and utilization. They conclude that neither competition nor regulation had a significant impact in reducing overall hospital costs. While there may have been some impact in specific communities, no generalizable effect could be observed. However, the authors did find that increases in costs and utilization were essentially driven by supply factors such as the number of hospital beds or medical specialists in a given community.     

Spuriousness or mediation? Broken windows according to Sampson and Raudenbush (1999)

In 1999, Sampson and Raudenbush published an influential article in the American Sociological Review on the link between disorder and crime in urban neighborhoods. The present article offers a reinterpretation of their 1999 article based on the contentions that: (1) their interpretation of the broken windows thesis is imprecise, and (2) there is an alternative interpretation of their findings that was not considered. Based on these contentions, and contrary to Sampson and Raudenbush's (1999) assertions, the authors conclude that the results of Sampson and Raudenbush's study are not inconsistent with the broken windows thesis and therefore should not be used as empirical evidence against it.
