This paper analyzes the felt legitimacy of poverty and wealth in the United States, West Germany, The Netherlands, Hungary, the Czech Republic, and Russia. Several theories on poverty and wealth perception are discussed; of these, dominant ideology theory has been the most influential. This theory can predict the existence not only of a legitimizing ideology in a society, but also of challenging beliefs that incumbents of specific social positions hold. It is argued that poverty and wealth perceptions are more complex, however, involving at least three latent dimensions. Using data from the International Social Justice Project it is demonstrated that, regarding poverty, individuals distinguish between merited, unmerited, and fatalistic types of poverty. Merited poverty is poverty brought about by the individual's own doing or not doing, unmerited poverty is due to forces external to the individual, whereas fatalistic explanations attribute poverty to ascribed properties of the individual. For wealth also there are three causally relevant factors: in addition to merited und unmerited ones, a social capital factor that sees social contacts as a source for determining economic success. Using a structural equation approach and its group comparison option for comparing countries, the different explanations of poverty and wealth are translated into specific measurement models. Testing simultaneously with linear regression models show how preferences for particular explanations are shaped by stratification-related experiences and by the social position of an observer.  相似文献

Theories which suggest a relationship between crime or criminal justice variables on the one hand, and variables related to criminal justice policies on the other hand, cannot be tested without reference to historic or comparative data. Since international comparisons offer the most powerful test of such theories, policy-related research in Europe has suffered, so far, from a lack of valid comparative data. Whether crime data from different countries are comparable, has always been subject to controversies. In the case of the European Sourcebook of Crime and Criminal Justice, a network of specialists was established under the auspices of the Council of Europe in order to assess the validity of the data. Although some problems in cross-country level comparisons could not be settled, the European Sourcebook offers comparative data on 36 Member States of the Council of Europe on a variety of subjects (offences and offenders known to the police; prosecution, convictions, sentences, and corrections; survey data; and indications on manpower and budgets of police forces, prosecutors, and corrections).  相似文献

Abstract: The Groupadion affair draws attention to two forms of politicization in the federal public service, one partisan and the other structural. Partisan politicization and the integration of political staff within the public service through Sedion 39 ofThe Public Service Employment Act have become more common in recent years. The concept of structural politicization underlines how the Canadian public service is not politically neutral in the face of those wishing to undo the federal order. While it does not constitute an excuse that could justify the type of behaviour observed in the Groupaction affair, structural politicization provides a context for understanding why some public servants thought it could be legitimate to circumvent the rules in order to preserve national unity. We analyse the dimensionality and the positioning of parliamentary party groups and single MPs in the parliament (“Reichstag”) of the Weimar Republic on the basis of all recorded votes between 1920 and 1932. On the basis of studies on the milieu-boundedness of German parties and theoretical accounts on the dimensionality of parliaments in general we develop hypotheses regarding the number and characteristics of dimensions that structured voting behaviour in the Weimar Reichstag. The expectations are tested with a full sample of recorded parliamentary votes. The results, which are based on item response models, show that two dimensions structured MP’s decision-making: this is, first, an economic left-right axis and, secondly, a pro vs. contra Weimar Republic dimension. Additionally, our results provide support for recent studies on intra-party conflict inside the German national conservatives.  相似文献

In 2008, Aboriginal elder Mr Ward died of heat stroke while being transported in the back of a prison van operated by private security company GSL (now G4S). This article will address the role accountability mechanisms can play in improving correctional and custodial services and whether existing oversight frameworks can provide a proper supervision and quality control of private security operators. It will focus on the key reports issued by Western Australia's Inspector of Custodial Services, the independent office to oversee the prisoner transfer system. Another central source of information will be an examination of the report and recommendations handed down by the Western Australian Coroner Alastair Hope in June 2009. The Hope Report details the numerous failings of the system which led to the Ward tragedy. Both GSL and the Western Australian state government had breached a duty of care to Mr Ward. Further, it remains highly problematical having a range of oversight bodies if elected government is able to simply ignore the subsequent advice. Parliament must therefore remain a central part of the system of political accountability.  相似文献

This study explores the influence of hierarchical position on both mediation satisfaction and uncertainty about the mediation. As parties involved in hierarchical conflict typically behave differently and have different perceptions and experiences, we think it is most likely that hierarchical position will affect the mediation process and its outcomes. In this article, we investigate the influence of hierarchical position on both uncertainty about the mediation and satisfaction with the mediation and its potential moderating role on the relationship between uncertainty and satisfaction. To test our hypotheses, we use data from fifty real mediation cases dealing with hierarchical labor conflicts in the Netherlands. As expected, uncertainty has a stronger negative effect on subordinates' satisfaction with the mediation than it does on the supervisors who were involved in mediation. Implications for mediation theory and practice are discussed.  相似文献

This article explores local involvement in community radio and the changes that it has brought to the lives of ordinary people in Nepal. We argue that since Nepal's first independent radio licence was granted in 1997, community radio has become an important vehicle for popular views. Drawing on a case study of a radio series produced by a community radio station broadcasting Radio Lumbini's Hamro Lumbini (‘Our Lumbini’), this article addresses the ways in which local community involvement is currently understood and discussed by listeners and programme producers, and the implications of this involvement.  相似文献
