The recent economic and fiscal crisis provides an opportunity for learning lessons of general and practical relevance about how governments face shocks affecting their financial conditions. This article draws on the resilience concept to investigate the organizational capacities that are deployed and/or built by local governments (LGs) to respond to such shocks, looking at their combinations and interactions with environmental conditions. The article presents the results of a multiple‐case analysis of 12 European LGs across Austria, Italy and England. The analysis allows us to highlight and operationalize different patterns of financial resilience, that is, self‐regulation, constrained or reactive adaptation, contented or powerless fatalism, that are the result of the interaction and development over time of different internal and external dimensions. 相似文献

ABSTRACTHow do actors come to contest previously uncontested background ideas? This is a difficult question to ask. On the one hand, deep backgrounds seem to be too foundational for actors to transform. Their political efficacy appears to end where ideas constitute their efficacy in the first place. On the other hand, ideas must not be reified. Even deeply taken-for-granted ideas do not always stay the same, and agents have a lot to do with these changes. In order to answer this question, we draw from social theory and rhetorical studies. We conceptualize the deep background as nomos, and the more easily accessible background as endoxa. We then proceed to identify three sets of conditions that make nomic change possible. These relate to opportunity, message, and messenger. Nomic change becomes possible when the need for something new has become widely established and a supply of new nomic ideas is easily available (opportunity); new nomic ideas are ‘smuggled’ into more orthodox and widely resonating arguments (message) as well as rhetorical encounters in which these arguments are made; and advocates are widely recognized as interlocutors (messenger). While researchers are beginning to reach consensus around key psychological correlates of non-suicidal self-injury (NSSI), comparatively less work has been done investigating the role and influence of peers. Given evidence that engagement in this behavior may be susceptible to peer influence, especially during the early stages of its course, the current study prospectively explored whether knowing a friend who self-injures is associated with the onset, severity, and subsequent engagement in NSSI. The moderating roles of adverse life events, substance use and previous suicidal behavior in this relationship also were explored. Self-report data were collected from 1,973 school-based adolescents (aged 12–18 years; 72 % female) at two time points, 1 year apart. Knowing a friend who self-injured, negative life events, psychological distress and thoughts of NSSI differentiated those who self-injured from those who did not, and also predicted the onset of NSSI within the study period. Further, adverse life events and previous thoughts of NSSI moderated the relationship between exposure to NSSI in peers and engaging in NSSI at Time 2. However, the effect of having a friend who self-injures was not related to the severity of NSSI. Having a friend who self-injures appears to be a risk factor for self-injury among youth who are experiencing high levels of distress. Implications of these findings are discussed. 相似文献

Far from being a matter incidental to policy, the attack on art bespeaks a more generalizable array of tactics for managing populations, while the notion that art itself bears the agency to launch an offensive, references far greater political stakes than are conventionally attributed to the esthetic domain. Policy-whether it be fiscal, domestic, military or cultural, aspires to a concrete performativity. The various government positions that authorize official pronouncements desire their words to fulfill the action they seek in the world. Even where such public pronouncements in the role of policy lack the force of law, they seek compellence by their efforts to render to world just as they say so. For nearly five decades, the European Court of Justice (ECJ) has developed a decisively pro-European case law and has become the ??engine of integration??. Institutional explanations shed light on the Court??s room for manoevre. They have to be complemented by actor-centered explanations that shed light on the judges?? motives of action. The explanation offered by the following paper is unfolded in two steps. In the first one, the article describes idiosyncrasies of the European law discourse that already shaped the judges before they were appointed. The analysis of the idiosyncrasies corresponds to a scepticism towards the idea of national sovereignty, a belief in the necessity of creative and idealist, law-augmenting judges and a dominance of output-oriented legitimization strategies. In a second step, the article shows that in the sociological sense the ECJ judges constitute a group. While the individual judges share an understanding of the aims and functions of European law, the group develops its own identity and grants status to those who perform successful actions with respect to the common integration agenda. This explanation is more realistic than ??rational choice?? explanations which point to the direct and personal benefits that judges derive from their pro-European case law. 相似文献

This article analyses the conditions of capital accumulation in South Africa, and seeks to explain the authoritarian and racially discriminatory features of the South African social structure in terms of (a) the specific historical processes of change (mercantile colonial conquest, primitive accumulation in mining and farming) and (b) the specific features of contemporary capitalism, notably the capital-intensive structure of industry. The authoritarianism embodied, for example, in the extra-economic coercion of black labour is seen as reflecting the circumstances of the struggle between capital and labour under conditions where capital-labour contradictions exist alongside the contradiction between South African capitalism and the ‘dependent’ societies it has preserved/recreated.
