Learning Organizations in the Public Sector? A Study of Police Agencies Employing Information and Technology to Advance Knowledge 总被引:1,自引:0,他引:1
In an attempt to reap the purported benefits that "knowledge workers" bring to organizations, many police departments have shifted to a community problem–oriented policing philosophy. Rather than focusing on enforcement and incarceration, this philosophy is based on the dissemination of information to promote a proactive, preventative approach to reduce crime and disorder. In keeping with much of the contemporary literature on the "learning organization" (sometimes called the "knowledge organization"), police departments hope to deter crime through the knowledge benefits that derive from information and its associated technologies. With goals to stimulate productivity, performance, and effectiveness, police departments across the country are employing information technology to turn police officers into problem solvers and to leverage their intellectual capital to preempt crime and neighborhood deterioration.
Many public and private organizations are striving to change their operations toward this same concept of the knowledge worker. Information technology is often touted as a vehicle for capturing, tracking, sorting, and providing information to advance knowledge, thus leading to improvements in service–delivery efforts. The high rate of budget stabilization fund adoption during the 1980s is often attributed to the 1980–1982 recession. In this view, states adopted funds to prevent a recurrence of the fiscal crises experienced during that recession. An alternative hypothesis is that some funds adopted during this period were intended to circumvent tax and expenditure limit laws. We find that states with TELs in place were significantly more likely to adopt statutory funds, but were significantly less likely to adopt funds with stringent deposit and withdrawal rules, suggesting that some funds were adopted to circumvent existing fiscal constraints. 相似文献

This article presents three tools that were used in a pilot project to analyze the fiscal health of a rural Minnesota county. This paper estimates the political costs of increasing taxes and cutting expenditures for members of a legislature. It is found that both costs are individually significant, but that they are not significantly different. This coincides with the first order condition for maximization of the probability of reelection. Republican legislatures have a higher political cost for taxes, thus the party's relative bias toward smaller government is founded in stronger constituent preferences against taxes, not for lower spending. Additionally, by being ideologically conservative, Republicans lower the political costs of taxes, while by being more liberal, Democrats lower the cost of cutting expenditures. 相似文献

State‐society relations during the modern period reflect notions of citizenship analogous to Isaiah Berlin's concepts of positive and negative liberty. Positive citizenship, motivated by what Robert O'Brien calls ‘the democratic impulse’, is highly participatory. The politics of seventeenth‐century Protestant social movements constitutes one historical model to which twentieth‐century fundamentalist movements can be compared. Characterized by a shrinkage of the private sphere and an expansion of public life, positive citizenship emphasizes active engagement in establishing and implementing normative standards for individuals and communities, and control of the state for virtuous ends. Negative citizenship concentrates on the protection of individual rights, expanding both the private sphere and a third or meta‐space which evinces qualities of public and private realms simultaneously. The historical model presented is what Jürgen Habermas has called the ‘bourgeois public sphere’, a quasi‐parallel polis from within which critics of state power assert their right to resist and organize their capacity to repel attempts to enforce standards of public virtue however arrived at. These ideal types are compared to different scenarios of state‐society relations to analyze the likely impact on public and private life of rapid globalization. 相似文献

The stability of outcomes under democratic decision-making is a significant issue in public choice. Several factors might make U.N. voting blocs less stable than blocs in national legislatures. Nevertheless, the data suggest that from 1946 to 1973 United Nations voting blocs were relatively stable. Nations that leave their blocs tend to vote with nearby blocs rather than making large ideological shifts, and tend to return to their old blocs. There does not appear to be cycles in United Nations voting blocs. Furthermore, the blocs can be ranked on a stable single-dimensioned continuum, lending further evidence that United Nations voting blocs are stable. 相似文献

The Family-of-Origin Scale (FOS) is a recently developed 40-item instrument originally designed to assess adults' perceptions of the family in which they were raised. A modified version of the FOS has shown promise for assessing adolescents' perceptions of the extent to which their family fosters autonomy and intimacy. The current study involved administration of the FOS to a large sample of adolescents currently residing with their family of origin. Confirmatory factor analysis supports the scale's original 13 theoretical constructs and establishes factorial validity. Follow-up hierarchical tests indicate the current confirmatory model provides a significant refinement over other plausible models proposed by several different authors finding a similar unitary factor employing exploratory factor analyses. 相似文献

The article reviews the history of the evolution of the definition of child abuse as a social problem, then analyzes the related legislative efforts to respond to the problem, giving special emphasis to child abuse prevention. Program outcomes of relevant primary prevention programs are discussed, as well as studies attempting to predict risk of child abuse.
