This paper examines changing conceptions of honour and masculinity during the Colombian Wars of Independence in the early 19th century. It explores the position of the foreign women who accompanied British and Irish expeditions to join the war against Spanish rule, and shows how colonial, imperial and republican conceptions of masculinity were affected by the role that women played in these volunteer expeditions and in the wars in general. The paper considers women's experiences during war and peace, and examines their experiences in the light of changing conceptions of masculinity at home, in the British empire and in Hispanic America in the early nineteenth century. The social mobility of the Wars of Independence shifted the ground on which these concepts rested for all groups involved. The participation of foreign women alongside male adventurers was a further ingredient in this disorientating period.     

Homeland Security Preparedness: The Rebirth of Regionalism

The homeland security mission has placed many new demands onthe U.S. system of federalism. The successful implementationof homeland security policy requires cooperation among all levelsof government—federal, state, and local. Regionalism offersa powerful tool for encouraging greater intergovernmental cooperationand improved homeland security preparedness. We assess the impactof regionalism on intergovernmental cooperation and the implementationof the homeland security mission in Florida, an early proponentof the regional approach. From a regional perspective, we evaluatehow intergovernmental complexity, the quality and quantity ofintergovernmental networks, and security vulnerabilities contributeto perceived improvements in intergovernmental cooperation andhomeland security preparedness. The results of a 2004 mail surveyof city and county officials suggest that regional organizationalstructures are most effective in promoting intergovernmentalcooperation and preparedness where the intergovernmental landscapeis the most complex and where security vulnerabilities are themost intense.

A reported case involving impaired driving following self-administration of xylazine

A case of suspected drug-impaired driving involving self-administration of xylazine (Xyla-Ject), a veterinary tranquilizing agent, and paroxetine is presented. Qualitative and quantitative analysis of xylazine and paroxetine were performed by gas chromatography with a flame-ionization detector (GC-FID) and gas chromatography/mass spectrometry (GC/MS). Whole blood xylazine and paroxetine concentrations were 0.57 and 0.02 microg/ml, respectively.     

Stun gun injuries in the abuse and death of a seven-month-old infant

The author autopsied a seven-month-old infant who was shocked repeatedly with a stun gun by his foster mother, in an attempt by the foster mother to get the infant to stop crying. The stun gun injuries were round, well-circumscribed, erythematous macular lesions, which were found in pairs. The lesions were 2 in. apart, and were found to match the distance between the electrodes of the stun gun found in the foster mother's purse. Based on the electrical output of the stun gun, the small size of the infant, location of stun gun discharge, and the decreased resistance of the infant's skin, it can be concluded that the stun gun injury is responsible for the infant's death.
