From Aftermath to Peace: Reflections on a Photography of Peace

International Relations (IR) literature on the visual construction of the international does not systematically engage with the visualisation of peace. In this article, I make photographic discourses available to IR scholars interested in the visual construction of the international and invite IR scholars to substantialise these discourses based on their specialist knowledge on war, violence, conflict and peace. I engage with aftermath photography by challenging its almost exclusive focus on war and the legacy of violence. Furthermore, I engage with Fred Ritchin's notion of peace photography and Cynthia Weber's attempts at visualising peace. Problematising claims to universality, generalisability and causality, I emphasise that the relation between images and peace is episodic, not causal; that visions of peace, reflecting specific cultural configurations, cannot claim universal validity; and that peace photography has to move beyond aftermath photography's focus on the legacies of the past. Finally, I briefly look at the work of Joel Meyerowitz and Rineke Dijkstra, the one displaying aftermath as a beginning sustaining power, the other photographically accompanying a person's adaptation to a new, more peaceful environment.     

Regulating for media pluralism and the pitfalls of standortpolitik: the reregulation of German broadcasting ownership rules

Germany has witnessed a veritable television boom over the last ten years. However, the plethora of new private channels masks an underlying duopoly, a concentration of media power that has not been prevented by an elaborate system of regulation. This article maps these developments, particularly the Lander competition for investment, the structural power of the media industry, and the emergence of a media policy ‘Grand Coalition’ between SPD North Rhine‐Westphalia and CSU Bavaria. It assesses the Federal Constitutional Court's role and highlights the public broadcasters’ crucial function to act as a pluralistic counterbalance in the dual public/private broadcasting system.     

A test of the escape from the persistence of backwardness

A model was constructed and estimated for the Japanese economy from 1872 to 1937. Although the model is limited in scope due to limited data availability, it is capable of testing the escape from the trap hypothesis of which Japan is a popular candidate. An examination of the basic difference equation in all periods indicated that Japan did escape the trap during the period 1873–74. Care should be taken in evaluating the evidence. Clearly, the trap is not verified within the range of the data. Consequently, what appears to be evidence of an escape from the trap is suspicious. An economy could tend to move away from an unstable equilibrium level of per capita income without moving toward a low level stable equilibrium level of per capita income when the rate of change in per capita income is negative. But the evidence does support a turning point in Japan's efforts to develop. After 1873–74 Japan was able to achieve a sustained rise in per capita income. The results of this study identify an escape from a persistence of backwardness in terms of per capita income regardless of whether or not that escape was one from a low level equilibrium trap.

Credibility Enacted: Understanding the Meaning of Credible Political Leadership in the Dutch Parliamentary Election Campaign of 2010

In times of perception politics, the credibility of electoral candidates is a crucial asset in political marketing. This raises the question to which political leaders citizens attribute credibility and how political credibility is gained and lost through media performance. We analyze and compare two contrasting cases during the Dutch parliamentary election campaign of 2010. Whereas in this campaign Mark Rutte—leader of the liberal party VVD—gained credibility, the credibility of Job Cohen—at the time, leader of the social-democratic PvdA—waned substantially. To understand this we extend the source credibility approach with a dramaturgical approach, and as such we shed light on what happens in the dynamic, interactive process between leaders and audiences in which credibility is constructed.     

Prevention,knowledge, justice: Robert Nozick and counterterrorism

ABSTRACT

This article explores questions of justice and moral permissibility of state action in counterterrorism through Robert Nozick’s Anarchy, State, and Utopia. Using the case of the Berlin attack in December of 2016 and the ensuing political debate over whether potential terrorists could be put into preventive custody as an illustrative example, it engages Nozick’s argument on prevention, knowledge and justice. In Nozick’s fierce defence of individual rights, the state comes into being as an aggregate of individuals and their inviolable rights, and thus possesses no moral legitimacy of its own. Individual rights must therefore not be violated for the sake of common goods. In conjunction with his emphasis on free will and the ensuing unpredictability of human decision-making, the article highlights the Nozickian position as a powerful account against the justification of preventive custody, thereby providing a moral “fail-safe” in counterterrorism discourses that build on just war theory and utilitarianism.     

Reciprocity and rape: Blackness and the paradox of sexual violence

This essay expands Saidiya Hartman's unflinching paradigmatic analysis in Scenes of Subjection of the modes of historical continuity in which Black women are barred from reciprocity, recognition, and incorporation ab initio (Hartman, Saidiya V. 1997. Scenes of Subjection: Terror, Slavery, and Self-Making in Nineteenth-Century America. New York: Oxford University Press.). By engaging the works of key Marxist feminist theorist Leopoldina Fortunati, I will demystify the ways in which these three homologies which non-Black women depend upon for the coherence of their complaint are parasitic on the flesh of Black women and men.
