After two decades of widespread privatization, German municipalities have started to re-purchase privatized companies. At the same time, social movements are campaigning for remunicipalization, promoting it as a means of achieving greater urban democracy, though these objectives are often divergent from those of municipalities concerned with reasserting local state autonomy. With reference to Berlin, the paper discusses how remunicipalization campaigns might contribute to post-neo-liberal urban governance. It presents a preliminary frame for developing progressive remunicipalization movements centred on three elements of contestation: rejection of neo-liberalism; connection to other and broader struggles; and commoning as an alternative form of urban governance.  相似文献

Despite ample anecdotal evidence, previous research on violent conflict has found little evidence that religion is an important factor in organized violence. Quantitative work in this area has been largely confined to the interreligious character of conflict and measures of religious diversity, and has strongly neglected the peace aspect of religion. The Religion and Conflict in Developing Countries (RCDC) dataset helps to fill this gap with innovative and fine-grained data for 130 developing countries between 1990 and 2010. RCDC includes four types of religious violence (assaults on religious targets, attacks by religious actors, clashes between religious communities, and clashes with the state). In addition, RCDC contains data on interreligious networks and peace initiatives. This article demonstrates the usefulness of RCDC by applying our data to a preliminary analysis. The results indicate that interreligious networks are a reaction to identity overlaps and previous interreligious conflict.  相似文献

The paper explores Martin Heidegger's political philosophy and its relation to the theory and ethical foundations of the liberal state. It first reconstructs the key doctrines of Heidegger's philosophy formulated in Being and Time. It then turns to Heidegger's later philosophy after the famous turning and investigates its relation to the fundamental ontology of Heidegger's earlier years. In a third step, Heidegger's much discussed Nazism and its link - by some commentators fervently defended and by others passionately denied — to his philosophy is the focus of attention. The findings about Heidegger's philosophy are then critically assessed: firstly as to their philosophical merits concerning fundamental questions of epistemology, ontology or philosophical anthropology and secondly as to their relations to the ethical and theoretical foundations of the liberal state. As a result some proposals are made as to whether or not it is justified to regard Heidegger's work as part of the darker legacies of European thought. This case report sets forth an authenticity examination of 35 encrypted, proprietary-format digital audio files containing recorded telephone conversations between two codefendants in a criminal matter. The codefendant who recorded the conversations did so on a recording system he developed; additionally, he was both a forensic audio authenticity examiner, who had published and presented in the field, and was the head of a professional audio society's writing group for authenticity standards. The authors conducted the examination of the recordings following nine laboratory steps of the peer-reviewed and published 11-step digital audio authenticity protocol. Based considerably on the codefendant's direct involvement with the development of the encrypted audio format, his experience in the field of forensic audio authenticity analysis, and the ease with which the audio files could be accessed, converted, edited in the gap areas, and reconstructed in such a way that the processes were undetected, the authors concluded that the recordings could not be scientifically authenticated through accepted forensic practices.  相似文献

This paper assesses the role of the European Union in the Libyan crisis (2011) and critically considers the implications for its evolution as an international security actor. Employing role theory, the paper reviews the historical development of the Union's security actorness and sheds specific light on the balance between self-conception and external expectations in the case of the Libyan crisis. Its central argument is that, despite external expectations and European narratives of a ‘comprehensive power role’, the Libyan crisis showed that the Union still acts in line with its traditional role as a civilian power. The inability to go beyond civilian power stemmed from internal dissonance on a potential hard power role and a corresponding lack of material capabilities. The growing gap between expectations about comprehensive actorness on the one hand and performance on the other is likely to damage the Union's future credibility as an international security actor.  相似文献

The difference in official crime statistics between women and men is a constant fact in criminology, but has yet to be explained in a satisfactory way. There are few studies addressing the issue of why this gender gap is larger in registered crime than it is in self-report studies. The study at hand comprises a survey among Greek and German students to examine whether this gap could be attributed to a gender-specific reporting of crime. Participants’ self-reported experiences of victimisation and their rating of the seriousness of offences depicted in case vignettes were used to gain insight into varying tendencies to report a crime depending on the offender’s gender. This paper focuses on Habermas's notion of cosmopolitan democracy. Reconfiguring the basic ideas of democracy in postnational terms is inevitable if social and political integration is to succeed on a supranational level. In exploring Habermas's ideas, we draw on Rancière, whose thought stands in a complex relationship to Habermas. On the one hand, Rancière largely shares Habermas's diagnosis of the present. Both bemoan the erosion of the political caused by post‐democracy and censure the rise of right‐wing extremism in Western societies. On the other hand, and in contrast to Habermas, Rancière holds that these problems should be addressed not primarily by strengthening political institutions and reaching a consensus between conflicting parties, but by rethinking conflict and resistance. We show that Habermas's and Rancière's propositions can be productively brought in dialogue by focusing on the paradigmatic types of political subjectivity involved in their accounts: the citizen (Habermas) and the plebeian (Rancière).  相似文献
