Do All Roads Lead to Brussels? Analysis of the Different Trajectories of Croatia,Serbia-Montenegro and Bosnia-Herzegovina

The article examines the main factors that have affected the prospects of Euro-Atlantic integration for Croatia, Serbia-Montenegro, and Bosnia-Herzegovina (BiH). For each of the three countries, the internal and external factors affecting progress are examined separately in both the domestic and international spheres, allowing for a comparative assessment of the role of the international community and for analysis of different ways of addressing key regional issues in the individual states. The central argument is that the difference in the pace of Euro-Atlantic integration among these three states has been a result of both EU policies and specific internal political issues within each of those countries. The article concludes with two possible scenarios for the region—one of rapid integration, the other of delayed progress resulting in a dangerous ‘ghettoisation’ of the Western Balkans—and emphasises the role of the international community's policies as a strong determinant of the outcome.     

The United States’ embargo and Cuba's foreign relations: Missed opportunities for democratization

Many scholars have argued that US policy towards Cuba is counter‐productive: it helps to legitimise the Cuban regime, it restricts the scope for differentiation and debate, it makes elites reluctant towards reform and provides them with an explanation of the economic crisis. Such arguments concern the direct negative effects of US policy. In contrast this article explores the ways in which the US government indirectly inhibits potentially constructive pressures towards change. Third countries, foreign non‐governmental organizations and prominent individuals lend support to Cuba's resistance to the US embargo. This offsets external pressures to democratize, and allows the Cuban regime to convert such empathy into a source of legitimacy at home.     

Democracy: A Convergent Value? Comments on Sheldon Leader and Ernesto Garzón Valdés

In this paper, the author contends that Leader's attempt to ground the value of toleration on a common understanding of democracy faces a number of fundamental obstacles. Such obstacles could only be overcome if both liberals and their opponents were to reach an agreement on the value of democracy and thereby converge in their support of toleration. The author shows that far from providing a common ground that liberals and their opponents can share, the so-called "shareable understanding" of democracy appeals primarily to liberals. The author also argues that Garzón Valdés's thesis that democracy is the system best suited to the flourishing of toleration faces the same kind of difficulty, namely, that not every group in a liberal constitutional regime can be convinced of the priority of democratic principles over their other fundamental value-commitments.     

Preventing Suicide in Jails and Prisons: Suggestions from Experience with Psychiatric Inpatients

Abstract:  Both among psychiatric inpatients and inmates of prisons and jails, suicide is highly prevalent with alarming rates. In many countries, there has been a call for action to prevent such deaths and to educate staff in the early recognition of suicide risk. A careful MedLine search was used to identify relevant papers dealing with suicide prevention in psychiatric inpatients. This paper reviews this research and the policy recommendations that have been developed for psychiatric hospitals in order to reduce the incidence of suicide in their patients. Results derived from this search indicated that these policy recommendations can be applied to suicide prevention in correctional settings, and it is argued that suicide prevention programs in correctional settings can benefit from the research conducted and the policy recommendations for suicide prevention in psychiatric facilities. In conclusion, the best practices for preventing suicides in jail and prison settings should include the following elements: training programs, screening procedures, communication between staff, documentation, internal resources, and debriefing after a suicide.
