Abstract. Special planning groups composed of non-civil servants are useful in removing burdensome issues from officials and ministers, but if they seriously inconvenience an administration they will be restrained. This is an account of such a case, involving F. Cyril James's Committee on Reconstruction (1941-43), which shows how the Committee was brought under control for discussing post-World War Two plans with the provinces. This extreme case throws into question some conventional thinking about task forces. It also highlights an essential trade-off between coherent and comprehensive planning based in the bureaucracy, and ease of implementation based on a consensus which may be most effectively secured by the wide consultations characteristic of ‘extra-departmental’ committees. Les groupes spéciaux de planification composés de non fonctionnaires sont utiles en ce qu'ils aident à retirer des mains des fonctionnaires et des ministres des questions difficiles, mais lorsqu'ils dérangent sérieusement une administration, on limite leurs pouvoirs. C'est ce qu'illustre le présent cas du Comité de reconstruction de F. Cyril James (1941-43); l'article démontre comment ce comité fut réprimé pour avoir discuté avec les provinces des projets postérieurs à la Seconde guerre mondiale. Ce cas extrême remet en question l'idée que l'on se fait traditionnellement des groupes de travail. The forensic analysis of soil organic by FTIR   总被引:3,自引:0,他引:3  
In order to elucidate the discriminating power of various soil analytical techniques, over 100 soils samples were analyzed using conventional analysis (i.e., color, percent organic and density gradient) and a novel FTIR technique. The FTIR technique involves collecting a spectrum of a soil sample that has been oxidatively pyrolysed, and therefore all organic have been degraded. This spectrum is subtracted from the spectrum of the same sample that contained the organic prior to pyrolysis. This resultant IR spectrum represents the organic portion of the sample. The use of organic components increases the discrimination in soils that are otherwise similar. We have illustrated the usefulness of this technique by selecting four soil samples, which have identical Munsel color values but can be discriminated by subtractive ETIR. We propose that the ETIR spectra of the organic portion of soil serves a useful purpose in forensic investigations.  相似文献

This article analyses the inter-relationship between political identity, public memory and urban space in South-east Europe through a case study of Parcul Carol I (Carol I Park) in Bucharest, Romania from 1906 to the present. The article analyses how the urban cultural landscape has been reshaped to support the political ambitions of three successive regimes—Romania as a kingdom and liberal constitutional monarchy (1881–1938); state-socialist Romania (1947–1989); and the post-socialist Romanian state from 1989. The article highlights complex continuity from the state-socialist period under post-socialism, rather than destruction of the landscape of state-socialism, combined with the return of pre-socialist landscape elements. The article argues for the need for studies of the fate of state-socialist urban landscapes under post-socialism which consider the complexities introduced by the persistence of landscape elements from the pre-socialist and state-socialist periods and their combination with pre-socialist and post-socialist landscapes to produce hybrid memory-scapes and spaces of the nation.  相似文献

In this article, I explore the notion that ethics, far from being a check or drag on negotiator power, can actually help to enhance it. As the example of Nelson Mandela negotiating with the South African government showed, ethics (or at least the perception of being ethical) can be a major source of power, diminishing or even neutralizing many other weaknesses. I explore some of the principal ethical dilemmas facing negotiators and illustrate the sometimes surprising ways that "right" ethical choices can actually increase negotiator power. This occurs not only in the more superficial case of instrumental or even prudential ethics, (the province of "saints" and "sharks"), where "right" behavior is employed to gain short-term advantage or to improve long-term negotiator reputation, but even more so in the case of intrinsic "principled" negotiation, where the "right" thing is done for its own sake. As in the case of the medieval Japanese samurai, ethics can be a major source of power. This thesis is then illustrated anecdotally in three practical examples, leading to a proposal for how to deepen and apply this lesson to negotiation analysis and practice.  相似文献

One of the most important journeys that we can take as individuals is the journey from success to significance. Success is what we become and what we achieve when we value ourselves. Significance, however, is what we become and what we achieve when we value others. In this article, based on remarks by Judge David W. Young at the May 2007 “Summit on Unified Family Courts,” Judge Young invites us on a journey, first described by John Maxwell in The Journey from Success to Significance. Judge Young further explores what the journey from success to significance entails and reminds us that any success we have will leave the world with us while our significance will continue to live on in future generations through our service to children, families, and others.  相似文献

The law is increasingly being displayed to its practitioners and subjects in new forms and through new media. Some of this technological change simply permits easier access to information and faster recording processes. However students are at the forefront of the attempt to provide new ways of representing legal dilemmas, problems and issues. How do students imagine and represent the law? This paper describes an experiment in which undergraduate students from quite different backgrounds examined topical legal issues and presented reports in visual form, choosing between three formats: CD-ROMs, videos and web pages. Participants came from two universities in Victoria; students from Victoria University were multimedia students, students from the University of Melbourne were criminology research methods students. They formed small teams, pooling their skills to carry out research projects on aspects of the law, including busking, football violence and how images of blood should be shown on film or TV. This article reviews the lessons of this collaborative exercise for understandings of the law.  相似文献
