European debates during the Libya crisis of 2011: shared identity,divergent action

The war in Libya of 2011 is generally portrayed as yet more evidence of the European Union (EU)'s inability to formulate a coordinated foreign policy. While the crisis took place in the EU's backyard, joint foreign policy action was hindered by member states' disagreements on whether or not to establish a no-fly zone in Libya. While this is true of political decision-makers, this paper investigates whether governmental decisions were reflected in similar divisions in national news media or whether references to European identity and criticism of European disunity transcended national media boundaries. Comparing a total of 6746 newspaper articles from Germany, France, the UK, Austria and the USA, the findings show that intergovernmental differences did not lead to similarly divided public spheres. Public debates in France, Germany and Austria constantly referred to a European foreign policy identity, though EU identity references were largely absent from UK newspapers.     

A New Approach to the Investigation of Sexual Offenses—Cytoskeleton Analysis Reveals the Origin of Cells Found on Forensic Swabs*

Abstract: There are forensic inquiries in which an identification of epithelial cell types would provide important probative evidence. In cancer diagnosis, this information is yielded by histological examination of cytokeratin (Ck). Therefore, we tested 19 antibodies against different Cks (Ck1, Ck2e, Ck4, Ck5‐6, Ck7, Ck8, Ck9, CK10, Ck13, Ck14, Ck15, Ck16, Ck17, Ck18, Ck19, Ck20, Ck903, PanCkAE1_3, and CAM5‐2) on histological sections of epidermis, buccal mucosa, vaginal mucosa, penis, urogenital tract, and rectum and could identify two antigens unique to buccal‐cell and vaginal‐cell (Ck4) and skin epithelial‐cell (Ck10) cytokeratin. Subsequently, we developed an immunocytological technique for distinguishing swabbed skin and mucosal cells up to at least 1 year after sampling. By the detection of the Ck4 and Ck10 mRNAs in biopsy and laser capture microdissection collected samples via quantitative real‐time polymerase chain reaction, we were able to confirm our immunological findings. Hence, this study offers techniques to discriminate between skin and mucosal cells (buccal and vaginal) in forensic casework.     

New challenges for universities in the knowledge triangle

This paper discusses the role of higher education institutions within the framework of the knowledge triangle between academic education, scientific research and innovation, as it has gained importance in recent years as a framework for innovation policies especially in the OECD and Europe. First, complementary concepts of universities’ outreach activities and extended role model such as ‘third mission’, ‘triple helix’, ‘entrepreneurial or civic university’ models and ‘smart specialization’ are reflected against their fit with the concept of the knowledge triangle, also with respect to new requirements for university governance. Second, a new understanding of spillovers between public sectors research and the business sector according to knowledge triangle is presented.

Primary breast lymphoma with sudden death

Primary breast lymphoma is a rare form of extranodal lymphoma. B cells constitute the most common type involving the breast. T cells represents only 3%. Even though lymphomas have a high predilection to metastasize to the heart, there are no specific clinical or radiological findings, and most of the cases are diagnosed at autopsy. We discuss the case of a 49-year-old woman with primary breast lymphoma who presented with sudden death. Autopsy revealed a primary T-cell lymphoma of the breast with tumoral infiltration of the atrioventricular node and transmural myocardial permeation with focal necrosis.     

Revolutionary Power and Socialization: Explaining the Persistence of Revolutionary Zeal in Iran's Foreign Policy

Why do states stay revolutionary for so long? The question of why and how some political players of a country successfully pursue a revisionist strife against the status quo has neither theoretically nor empirically received systematic attention. I use a current policy issue, the crisis regarding Iran, as a single-case study to examine the issue. This article argues that answers are found in the interconnected realms of domestic politics and revolutionary ideas. In Iranian politics specifically, it is both the ideological conservative faction's occupation of key constitutional positions and pursuit of revolutionary ideas, which have caused the recurring and large degree of revolutionary zeal. In turn, this has had a significant effect on the extent of the Islamic Republic's socialization to regional and international politics.     

The Effects of Foreclosure Counseling for Distressed Homeowners

In the face of the housing market downturn of the late 2000s, policymakers promoted third‐party mortgage default counseling as a way to help people at risk of losing their homes to avoid foreclosure. Using a unique data set of monthly loan payments remitted to investors combined with administrative data from a national counseling agency, this study estimates the effects of default counseling on the probability that troubled mortgage borrowers will lose their homes to foreclosure. Borrowers are actually more likely to miss loan payments after receiving counseling, but the probability of losing a home to foreclosure drops after counseling, suggesting that counseling policies may be beneficial during housing crises.     

Are Service Profiles Incubator-Specific? Results from an Empirical Investigation in Italy*

What are the core services of start-up incubators, and how can the be managed best? We use five incubator archetypes (university, regional business, company-internal, independent commercial, and virtual incubators) to identify key services and describe their implementation. Case-research was conducted on 10 incubators (from an estimated total of 50) in Italy. We concluded that differences in competitive scope (industry, geography, and segment focus) and differences in strategic objectives (profit versus non-for-profit) influence the nature, quality and implementation of incubation services and the way they are managed.
