Innovative economic development: The Georgia Environmental Technology Consortium

Case studies demonstrate how the Georgia Environmental Technology Consortium (GETC), a partnership between the research universities, the business community, and the state government, fosters economic development in Georgia. The technology managers, scientists, and engineers in the GETC provide environmentally sound, innovative solutions to complex industry problems improving economic development in the state. Gifts that people took for granted for centuries are clean air, water, and soil. These are now threatened. There are also dangers in the workplace. Employees are faced with workplaces which can be hazardous. In this paper we see the GETC dedicating substantial resources to natural and workplace environmental health issues. The cases cited demonstrate the technology transfer of university research into industry applications. The resulting environmentally responsible products and processes improve the general public health and the competitive position of Georgia firms, insuring more jobs and a better quality of life.     

American Democratic Practice,France, and Russia: Institutions,Values, and Alternative Democratic Experience

The US emphasis on democratic procedures and property rights profoundly distinguishes the American polity from nearly all consolidated and newly emergent democracies; democracies that place stress on more egalitarian notions of social justice. Interrelating institutional arrangements and democratic values through an application of George Tsebelis's veto players theory and Isaiah Berlin's notions of positive and negative liberty, we juxtapose the American and French democracies as we assess Russia's post-Soviet democratic consolidation. We focus on the policy-making proclivities of these three states, and a combined application of the veto players framework and positive-negative liberty dichotomy reveals a US policy bias toward the status quo as contrasted with a French and Russian system bias facilitating more substantial policy change. The 1993–1995 Clinton health-care initiative, the 1997–2002 Jospin-Left program, with attention to the 35-hour workweek and associated policies, and the 2000–2006 Putin policy agenda, with attention to health care and housing measures, serve as national case studies to illuminate our arguments.     

Brahmā: An Early and Ultimately Doomed Attempt at a Brahmanical Synthesis

In this paper, I argue that, by comparing certain passages from the early Buddhist sūtras and the Mahābhārata, we can find evidence of a late- to post-Vedic “Brahmanical synthesis,” centered on the conception of Brahmā as both supreme Creator God and ultimate goal for transcending saṃsāra, that for the most part did not become a part of the Brahmanical synthesis or syntheses that came to constitute classical Hinduism. By comparing the Buddhist response to this early conception of Brahmā with the way in which Brahmā is treated in certain sectarian portions of the Mahābhārata, I then argue further that the Buddhist critique of Brahmā as supreme deity was in part conceded by the Brahmanical tradition, and sectarian accounts of supreme godhead sought to reconcile pravṛtti and nivṛtti values more subtly than the crude juxtaposition offered by the earlier Brahmanical synthesis offered by Brahmā. The result was that Brahmā was relegated to an inferior position as a fully saṃsāric demiurge, a narrative found first in certain parts of the Mahābhārata and then continued throughout most of the Purāṇas.
