Evaluation of a restorative justice-based,community-based program for people who have offended sexually: participant impact

Community Justice Initiatives, Kitchener, Canada, offers a Restorative Justice program called Revive to people impacted by sexual harm, including men who have offended sexually. This volunteer-led program treats participants with compassion while holding them accountable for sexual harm perpetrated. Program goals include reducing isolation, promoting self-awareness, and fostering healing. Based on restorative justice principles, positive community reintegration and reduction of further sexual offending are the ultimate goals of the program.

We evaluated information from a questionnaire administered at intake, after the 7-week phase, and again after participation in the peer-support group. Participants responded quantitatively about the impact of Revive on six sexual offense-related outcomes statements (e.g., gaining understanding of their triggers, understanding why they sexually offended). They also indicated the impact of Revive on psychosocial dimensions such as stigma perception and social support. Qualitative questions further elucidated the experience of Revive participation. Findings suggest that Revive has an impact on self-understanding of why they sexually offended, victim empathy, as well as stress reduction and increased self-esteem. We conclude that the restorative justice framework is a very hopeful, positive one and that the Revive program is effective at enacting restorative justice-based principles.     

The Role of Budget and Financial Reform in Making Government Work Better and Cost Less

Budgeting and Financial Management play a crucial role in organizing and disciplining the federal management culture. Consequently, addressing improvements in their practice is essential in the National Performance Review's examination of government-wide management systems. This article briefly describes the recommendations and anticipated implementing actions relating to budgeting and financial management within the context of the National Performance Review's themes of cutting red tape, putting customers first, empowering employees to get results, and cutting back to basics. External factors, such as innovations in private sector management practices, rapid changes in information technology, and statutory reforms such as the Government Performance and Results Act, also influence needed changes in budgetary and financial management practices.     

Victims and families of violent psychiatric patients

Previous studies that have addressed the issue of violence committed by psychiatric patients have primarily been concerned with determining the incidence of violence and defining the characteristics of the offenders. This study addresses the issues of who are the likely victims when psychiatric patients are violent and what are the situational and interpersonal factors that relate to this violence. Medical records of 300 patients admitted to a locked university-based short-term treatment unit were extensively reviewed to assess the presence or absence of preadmission violence. Fifteen percent of the 300 patients assaulted another person within two weeks prior to admission. Fifty-four percent of the violent patients assaulted a family member. There were no differences in demographic characteristics between violent patients who assaulted a family member and violent patients who assaulted someone outside the family, except for with whom the violent patient was living at the time of the assault. Patients who assaulted a family member were significantly more likely to live with family than were patients who assaulted someone outside the family. Sixty-four percent of the patients who assaulted a family member planned to return home to their family after discharge. We identified four types of families within which patients assaulted family members: multiple mental illness families, multiple violent families, delayed help-seeking families, and prompt help-seeking families. The implications of our findings for prevention of future violence are discussed, including the issue of outpatient civil commitment.     

Climate politics in hard times: How local economic shocks influence MPs attention to climate change

Most countries struggle to implement CO₂ reducing policies. Implementation is politically difficult since it typically forces politicians to trade-off different concerns. The literature on how parties and members of parliament (MPs) handle these trade-offs is sparse. We use structural topic models to study how MPs in an oil dependent environment responded to a shock in the oil price that created spatially concentrated costs of climate policies. We leverage the rapid oil price drop between parliamentary sessions and MPs’ constituency adherence in a difference-in-differences framework to identify if MPs respond differently to variation in the salience of trade-offs. We find that MPs facing high political costs of climate policies tried to avoid environmental topics, while less affected MPs talked more about investments in green energy when the oil price declined. Our results suggest that the oil price bust created a ‘window of opportunity’ for advocates of the ‘ green shift’.
