Reforming the Canadian security state: the Royal Canadian Mounted Police security service and the ‘Key Sectors’ program

Although a significant component of Cold War domestic security, counter-subversion has not received the same attention as counterespionage in recent historical writing. This article examines one aspect of the history of counter-subversion, specifically an internal attempt by the Canadian Security Service to reform itself in the face of the social change of the 1960s. ‘Key Sectors’ attempted to modernize the RCMP's pursuit of subversives by emphasizing qualitative factors and broader criteria for what constituted subversion beyond an association with communism. In the end, however, the program failed because it could not free itself from the anti-communism paradigm that the Canadian security state had been constructed on in the first place.     

‘Strangely Easy to Obtain’: Canadian Passport Security, 1933–73

Since December 1999 when an Algerian member of Al Qaeda was arrested at the US border carrying a fraudulently obtained Canadian passport, the issue of Canadian passport security has been widely discussed. However, the controversy is nothing new. This article explores the long history of the misuses of Canadian passports, which began in the early 1930s, and the efforts by the Canadian government to combat these abuses. These efforts involved considerable debate within the Canadian government, specifically between the Royal Canadian Mounted Police and the Department of External Affairs, over what measures were acceptable. Ultimately, the discussions around passport security have relevance to debates in the present over biometric passports and identity cards.     

The Comunidade dos Países de Língua Portuguesa at 20 years: An impact assessment

Established in 1996, the Comunidade dos Países de Língua Portuguesa – Community of Portuguese-Speaking Countries – set out an ambitious agenda to both protect and promote the Portuguese language worldwide and to pursue a range of multilateral initiatives of importance to its members. Rigorous, independent evaluation of the CPLP‘s role and impact has yet, however, to appear. This study moves some distance towards remedying this gap through evidence-based assessment of the enduring objectives of the organisation. It concludes that, while significant advance has occurred in specific respects, progress has been elusive in others. Moreover, such progress has tended to materially benefit specific members of the coalition somewhat more than others.     

Where Greens Support Conservatives: Lessons from the Rundle Minority Government in Tasmania 1996–98

This paper examines the Greens’ support of the conservative Liberal Rundle minority government in Tasmania (1996–98) in the context of Tasmania's political greening, and with an interest in the operation and experience of this government, and its policy impact in a number of key areas. Although Green support of a conservative government is a unique experience thus far in Australia's history, it is not unknown for Greens to support or even to serve in conservative governments elsewhere at the subnational and the national level. The paper begins by examining these circumstances, before turning to account for Tasmania's political greening, the Liberal‐Green minority government experience, its breakdown, policy impacts, and lessons relevant to the broader literature. It addresses the lack of attention to minority government and support parties in political scholarship, 1 and the experience of green parties participating in government at the subnational level.

Some Cases from the Defamation Jurisdiction of the Archdeaconry of Richmond

Unusually, the archdeaconry of Richmond had two consistory courts, one in Chester and one in Richmond. This may well be the first study to be based upon the Richmond records. The mid-sixteenth century ‘explosion’ in the ecclesiastical defamation workload which other commentators have identified was being felt later, possibly by as much as a century, in Richmond than anywhere else in the country. The Richmond records provide the first firm evidence that the ecclesiastical courts were prepared to countenance defamation actions based upon the wrongful imputation of murder. Allegations of sexual irregularity were by far the most common subject of ecclesiastical defamation actions. Women were most likely to complain about allegations concerning their constancy; men for those touching upon their probity.
