Often, criminal acts involving a vehicle are caught on digital video surveillance systems. While potentially useful for an investigation, the recording conditions are typically less than optimal for the extraction of key information for the identification of the perpetrator, such as a license plate. Providing the make, model and year of a questioned vehicle is a common request for examiners, to narrow the field of potential suspect vehicles. This study seeks to compare the performance of a nonpeer-reviewed make, model, and year determination between two separate groups, specifically, trained forensic image examiners and nontrained individuals. Results show that even with varied image capture conditions and quality, the trained forensic image examiners more correctly and completely identified the test group of questioned vehicles make, model, and year. 相似文献

Twenty years after governments across Latin America began implementing neoliberal reforms in earnest, concern is growing about their impact on the quality of democracy in the region. This article examines this issue in the case of Mexico by exploring how patterns of political participation, especially among the rural and urban poor, have changed since the implementation of free market reforms. It asks whether the institutional innovations associated with free market reforms make it easier or more difficult for the poor to participate in Mexico's political process. The answer is not encouraging. Despite democratic openings, the new linkages between the state and citizens established as a result of the transition to a free market development model stifle the voice of the poor not through the threat of force or coercion, but by creating obstacles and disincentives for political mobilization that affect the poor more severely than other groups. 相似文献

A large volume of research has investigated interrelations among adolescent risk behaviors. Although several theoretical accounts
have been proposed, researchers have not directly examined hypotheses for why risk behaviors are linked. In the present paper, a distinction is drawn between predictive factors that explain variance
in risk behaviors and “linkage factors” which may provide an explanation for why risk behaviors are interrelated. The relevance
of linkage factors to risk behavior research, theory, and practice is described. Further, a simple to use and easy to interpret
analytic technique for exploring linkage-related issues is illustrated. Using this technique, hypotheses regarding the role
of predictors in explaining linkages among risk behaviors can be tested directly. The proposed line of inquiry will provide
valuable input for intervention efforts and theoretically relevant information concerning linkages among adolescent risk behaviors.

This research examined the “mental health literacy” of adolescents concerning eating-disordered behavior. A vignette describing
a fictional 16-year old female meeting diagnostic criteria for bulimia nervosa was presented to 522 female high school students,
followed by a series of questions concerning treatment of and treatment-seeking for the problem described. Results indicated
that primary care practitioners, mothers and close female friends were most highly regarded as potential sources of help.
Self-help interventions, including the use of vitamins and minerals, were also highly regarded, whereas participants were
less positive about the benefits of mental health specialists and ambivalent about the use of anti-depressant medication.
Most participants believed that the problem described would be difficult to treat, and that relapse was likely even given
appropriate treatment. An additional finding of note was that among participants with a high level of eating disorder symptoms
(n=36, 6.9%), recognition of an eating problem was poor. We conclude that beliefs likely to be conducive to low and/or inappropriate
treatment-seeking for eating problems may be common among adolescent girls. In addition, the findings suggest that prevention
programs for the eating disorders need to target not only at-risk individuals, but also individuals in their immediate social

The bigger the better? Evidence of the effect of government size on life satisfaction around the world 总被引:1,自引:0,他引:1
This paper empirically analyzes whether government size is conducive or detrimental to life satisfaction in a cross-section of 74 countries. We thus provide a test of the longstanding dispute between standard neoclassical economic theory and public choice theory. According to the neoclassical view, governments play unambiguously positive roles for individuals' quality of life, while the theory of public choice has been developed to understand why governments often choose excessive involvement in – and regulation of – the economy, thereby harming their citizens' quality of life. Our results show that life satisfaction decreases with higher government consumption. For low, middle income, and male people, this result is stronger when the government is leftwing, while government consumption appears to be less harmful for women when the government is perceived to be effective. Government capital formation and social spending have no significant impact on life satisfaction. 相似文献

Where does history education fit into transitional justice andhow can it contribute to the goals of transitional justice?The contemporary understanding of transitional justice has broadenedto encompass more than just prosecutions, reparations, preventingimpunity, and building rule of law. Transitional justice goalsnow extend to truth telling, restoring the dignity and preservingthe memory of victims, building peace, creating respect forhuman rights and democracy, and to reconciliation. Tools forachieving these goals now include truth commissions and commemorations.But this list has not until now included how the historicalnarrative of the group(s) involved in conflict must change asa part of transition; and education, while often invoked whenthe topic of never again is raised, has been largelyabsent from the transitional justice discourse. We investigate the sources of an important form of social inequality: the social processes by which men and women acquire participatory resources in organizations. In particular, we investigate the extent to which men and women acquire civic skills and are targets for political recruitment within churches. Integrating theory about social interaction within an organizational structure, we hypothesize that the ways in which women gain politically relevant resources from the church are simply different from those of men. Three factors explain the institutional treatment of women in churches: (1) women's political contributions are devalued; (2) women respond to social cues more than men do; (3) women respond to political cues from clergy—especially female clergy—whereas men do not. Our findings of gender differences in civic resource acquisition provide a more nuanced treatment of the mobilization process and have broad implications for the relationship between political difference and participatory democracy . 相似文献

The central problem of democracy has long been theorized as how to place appropriate constraints on the responsible exercise of power. Today, this problem is most acute in global governance. This article examines the rapid rise in the creation of international knowledge institutions, arguing that these institutions reflect a growing effort by nations and publics to assert democratic constraints on the on the global exercise of power through their ability to structure processes of reasoning and deliberation in global society. Specifically, the article argues for the need to attend carefully to processes of knowledge‐making in international institutions, including the roles of international institutions in setting standards for the exercise of reasoning, their contributions to the making of global kinds through their work in classifying and reclassifying the objects of international discourse, and through their roles in opening up and constraining participation in international deliberation. The article concludes that the construction and deployment of policy‐relevant knowledge are a significant source of power in their own right in global governance that need to be subject to their own democratic critique. 相似文献

This article examines roll-call voting by members of the U.S. Senate on three proposals to limit members’ outside income in the 1980s. I find that several factors influenced legislators’ votes on outside income limits legislation (OILL). First, financial self-interest was an important constraint on members’ willingness to support OILL. Members who earned more honoraria were less likely to vote yes, but this opposition was neutralized when limits were attached to the compensating mechanism of a pay raise. Senators from poorer states were generally more likely to support honoraria limits alone but less likely to support limits linked to a pay raise, suggesting a responsiveness to constituent interests in both cases. Finally, when OILL was linked to a pay raise, electoral considerations became prominent in legislators’ vote decisions, with electorally vulnerable members less likely to vote yes. 相似文献
