We use the April 1993 Current Population Survey to examine the health insurance coverage decisions of the unemployed and to simulate the potential effects of the new Kassebaum-Kennedy legislation. After controlling for demographic characteristics, COBRA eligibility raises the probability of health insurance coverage by 0.095, while eligibility for spouse employer insurance increases the likelihood of coverage by 0.318, and eligibility for both increases the likelihood of coverage by 0.341. In our simulations, we find that had Kassebaum-Kennedy been in effect in April 1993, 9.0 percent of the unemployed would be eligible to take up coverage, and the coverage rate of the unemployed would have been increased by 0.85 percent to 1.5 percent from 41.6 percent. Our estimates of the effect of Kassebaum-Kennedy on health insurance coverage are much lower than those reported by the Government Accounting Office prior to the passage of the legislation. 相似文献

This study examines the campaign fundraising success of Senate incumbents that have a unique, pivotal status (legislatively) in the Senate with regards to parliamentary procedures (e.g., the filibuster). Regression estimates place the fundraising advantage, in favor of certain pivotal moderates over all other Senators, at about $2.12 million (in real terms) in total contribution per 2-yr election cycle. Pivotal status is even more significant in explaining variations in PAC contribution in the U.S. Senate, given that individuals who make contributions are not likely to be as interested as PACs in ‘buying policy.’ The results also suggest that Krehbiel’s Pivotal Politics (Krehbiel, K. The objective of this study was to use logistic regression and examine factors that influence charging decisions by the police during child maltreatment investigations. An estimated 4,808 substantiated child maltreatment investigations that involved police were obtained from the 2008 Ontario Incidence Study of Reported Child Abuse and Neglect. Of the 4,808 cases examined, police laid charges in about one-third of the cases. Controlling for all other factors, police were 1.6 times more likely to lay charges in physical abuse cases and 2.5 times more likely to lay charges in sexual abuse cases. Other factors associated with police charging decisions include: older victim, cases with multiple types of maltreatment, cases opened for ongoing services, and cases of the child living in a house known to have drugs or household hazards. Abstract: Imaging is an integral diagnostic tool in mass fatality investigations undertaken traditionally by plain X-rays, fluoroscopy, and dental radiography. However, little attention has been given to appropriate image reporting, secure data transfer and storage particularly in relation to the need to meet stringent judicial requirements. Notwithstanding these limitations, it is the risk associated with the safe handling and investigation of contaminated fatalities which is providing new challenges for mass fatality radiological imaging. Mobile multi-slice computed tomography is an alternative to these traditional modalities as it provides a greater diagnostic yield and an opportunity to address the requirements of the criminal justice system. We present a new national disaster victim/forensic identification imaging system—Fimag—which is applicable for both contaminated and non-contaminated mass fatality imaging and addresses the issues of judicial reporting. Theoretical suppositions suggest a potential vulnerability in some individuals with autism spectrum conditions (ASCs) to displaying offending behaviours. Additionally, it is recognised that the features of ASCs may result in possible barriers to treatment. A systematic review was undertaken to identify empirical evidence examining the effectiveness of treatment programmes for offenders with ASCs and to explore the potential impact of ASC symptoms on treatment outcomes. The studies identified consisted of a small number of case series and a collection of case reports with little or no direct comparisons to offenders without ASCs. A synthesis of the findings highlighted variability in treatment approach and impact. Effectiveness was primarily defined by reduction in further offending behaviours and was found to be variable across the data. The potential relationship between the symptoms of ASCs and treatment outcome was explored with all case reports identifying the need for adaptations to treatment programmes, necessitated by the symptoms of ASCs. This systematic review joins an existing body of literature emphasising need for more controlled research into the effectiveness of offending behaviour treatment programmes for individuals with ASCs, and for further investigation into the impact of the clinical features of ASCs on treatment outcomes. 相似文献
