In the United States, the development of public administration has depended on its different historic challenges. There have been periods characterized by much contemplation of “why things don’t work,” when one hears more about the problems of the field than about solutions. In contrast, solutions become the center of discussions during periods of optimism. Public Administration in the United States has seemingly entered an era of reform over the past decade. Such an era is characterized by a major change in attitute, particuarly towards two challenges, those of complexity and bureaucratization. The treatment of these challenges has gone from pessimistic views of the mid-1970s to the current more proactive approaches. Public administration in the United States has always had to contend with its low level of legitimacy, but every so often the level of distrust would decrease enough for the nation's leaders to carry out needed reforms. Such a time is approaching as public administrators in the United States prepare to take on the challenges of complexity and bureaucratization. To do so effectivelly, however, requires a greater level degree of trust than is now forthcoming from the public. Until the cultural challenge is confronted, all other efforts are likely to fail. Looking at how the other challenges have been transformed can help us underestand what it takes to transform a challenge from an obstacle into a target for change. Less optimistically, it may be necessary to wait until the culture evolves on its own.  相似文献

This study investigated adolescent responses to nuclear threat during intervals preceding and following the Chernobyl disaster. The Nuclear Threat Index was administered to 96 Israeli subjects two months prior to and two months following the disaster. In addition, they were tested with Rotter's Locus of Control Scale. The data results indicate that on the whole there were differences in scores between the two administrations, especially with respect to self-reported activity (behavioral subscales). Adolescents reported significantly more past nuclear-related activity before the accident as well as fewer anticipated activities after the accident. Adjusted for the preaccident score differences data reveal that after the accident younger adolescents reported less pessimism and more previous activity than the older adolescents. In addition, males reported more nuclear-related activity than females; younger males reported more past activity and less pessimism than older males; external males reported more activity than internal males. Discussion focuses on possible explanations for the results, on limitations of the investigation, and on implications for further research.Received Ph.D. in school counseling from Tel Aviv University. We model correlated voter-candidate issue data within the framework of the Enelow-Hinich spatial model of predictive dimensions. The empirical consequences of this model of the issue data are surprising and allow for an indirect test of the Enelow-Hinich spatial model. The central prediction of the correlated data model we construct, which depends critically on the underlying spatial model, is tested with issue data from the 1980 NES pre-election interview. The test results are highly supportive of the model's predictions. We conclude both that the spatial model of predictive dimensions is empirically supported and that candidate spatial locations estimated by the model are not an artifact of correlated voter-candidate issue data.  相似文献

In this paper, we construct a general probabilistic spatial theory of elections and examine sufficient conditions for equilibrium in two-candidate contests with expected vote-maximizing candidates. Given strict concavity of the candidate objective function, a unique equilibrium exists and the candidates adopt the same set of policy positions. Prospective uncertainty, reduced policy salience, degree of concavity of voter utility functions, some degree of centrality in the feasible set of policy locations, and restrictions on the dimensionality of the policy space are all stabilizing factors in two-candidate elections. 3.
