The privatization experience of U.S. municipalities shows declining use of complete contracts and a dramatic rise in mixed public–private delivery (joint contracting) of city services. The analysis here shows that city managers have recognized the need to move beyond a simple dichotomy between market delivery and public planning to an approach that balances concerns with efficiency, market management, and citizen satisfaction. The New Public Management stresses the importance of competition and efficiency, transaction costs economics emphasizes the challenges of contract management, and New Public Service assigns primary concern to citizen engagement. Nonetheless, city managers see the need to balance all three. The analysis shows the evolution of a middle position where city managers integrate markets with public delivery and give greater attention to citizen satisfaction in the service delivery process.  相似文献

This article explores the roles metaphors and analogies play in architectural design thinking. Architects, planners, and designers use these cognitive tools extensively. While the linkages between metaphors, analogies, and design thinking are not new, how architects use them is not systematically explored. Metaphors and analogies are used idiosyncratically. What a particular metaphor or analogy signifies varies from person to person and could mean different things to different people. In this study two key findings emerge from the interviews with five prominent Iranian architects, who have used metaphors or analogies in their projects. First, this study confirms the other findings that designers use metaphors/analogies in three ways: problem solving, problem definition, and explaining a problem to others. At times architects post-rationalize metaphors or analogies, or use them after the fact instead of during the conceptual design stage; second, arguably, metaphors and analogies shed some light on broader issues of public concern, that is, the authenticity (originality) vs. imitation debate. This latter debate remains contentious within the Iranian architectural circles.  相似文献

Street gangs and organized crime groups pose a unique challenge to police departments across the globe. Given their penchant for public displays of affiliation through well-recognized signs and symbols, their presence is often associated with media attention and public scrutiny, which threatens the legitimacy of the police and creates added pressure to generate a specific and public response to the threat these groups pose. The current study documents how the Stockholm County, Sweden, police developed and maintained an anti-gang operation in response to an emerging gang problem. While police officials labeled the anti-gang initiative a success in the news media, analyses of prosecution statistics and internal police documents demonstrate a less than ideal effect of this operation. Potential reasons for the discrepancy in public pronouncements of programmatic success relative to evaluation of official data are discussed.  相似文献

The 2015 Joint Comprehensive Plan of Action (JCPOA) provided a poignant example of how Iran successfully pursued a unique grand strategy that was established following, and had evolved since, the 1979 Revolution. As a result, Tehran was able to stifle attempts by Washington, DC to influence domestic Iranian affairs. In this context, this article argues that Iran's grand strategy juggled a commitment to the regime's revolutionary mantra, formed in 1979, and a pragmatic approach to pursuing national interests. This is accomplished by analyzing the foundation and evolution of Iran's grand strategy, and where the US fits in this dynamic. By focusing on the negotiations leading up to and the eventual signing of the JCPOA, this article sheds light on how Iran's grand strategy was formulated, what constitutes the main drivers and barriers to the strategy, and indeed how this manifested itself in the US–Iran relationship context.  相似文献

Targeted killing has become a primary counterterrorism measure used by a number of countries in their confrontation with lethal threats. This article focuses on the impact of unintended deaths on the effectiveness of targeted killing. The article evaluates the effectiveness of targeted killings carried out in the Israeli–Palestinian conflict theater that resulted in unintended deaths, compared to the effectiveness of targeted killings where the intended target is the sole person killed. Using multivariate analysis, we demonstrate that targeted killings with unintended deaths were followed by a greater number of suicide bombings and associated casualties compared with targeted killings with no unintended deaths. Based on these findings, nations involved in such conflicts should strive to inflict as few unintended deaths as possible, not only because it is morally right, but also because it is more effective in mitigating terrorism.  相似文献

The paper explores the relevance of age and aging in the functioning of organized crime groups in Israel, with a focus on group leaders. Age is connected to two social variables, family and ethnicity. Discussed is the role of age in two clusters: 1) Jewish organized crime groups from Europe, the former Soviet Union and Muslim-majority cultured countries and 2) Israeli Muslim Arab organized crime groups. We explore how the idea of partial organization can provide insights in the study of organized crime. Studying criminal organizing with a theoretical framework used for other social organizing phenomena can help us see the interplay between different forms of criminal collaboration under a single analytical lens, and start a discussion on whether criminal organizing is intrinsically different from other types of social organizing. We analyze four cases of criminal collaboration in Sweden between 1990 and 2015: the Syriac mafia, the Hells Angels Mc Sweden, the street gang Werewolf Legion, and the Hallunda robbery. While the outlaw motorcycle gang, and to a certain extent the street gang, are complete organizations, the mafia is based around and heavily parasitic on other institutions. We have also shown that time-bounded projects are found in the criminal context, with these emerging from strong network relations. Our results show that most of the elements of criminal organizing are not formalized and that partial organization is at least as important and powerful as complete organization.  相似文献

The assessment and diagnosis of posttraumatic stress disorder (PTSD) and depression in forensic evaluations may lack an acknowledgement of the neurocognitive impact of these disorders and how they interact with other causative factors, such as traumatic brain injury (TBI), pain or fatigue. Both PTSD and depression have a complex, growing and consolidating neuroscientific and neuropsychological evidence base, and both can affect neuropsychological test results. In forensic neuropsychological assessments, they are often considered to be confounding factors in evaluating TBI and neurodegenerative disorders but not a source of cognitive impairment in their own right. Yet, an accurate neuropsychological assessment of both cognition and affect is vital to causality determination, prognosis and treatment planning. To complicate matters, selective brain injuries, contingent on the location of injury, can produce symptoms of depression that also affect the neurocognitive profile. Therefore, behavior can overlap not only due to overlapping or comorbid diagnoses, but also due to similar neuroanatomical correlates of both conditions. This paper focuses on reviewing and integrating the available empirical evidence from neuroscience and neuropsychology regarding the cognitive impact of PTSD and depression. Our critical review will emphasize the implications of the more recent evidence for forensic assessment determinations regarding causality, diagnosis, and the impact on function, prognosis and treatment. Hence, electronic search engines, PubMed, PsycINFO, and Google Scholar (up to January 2018) were screened and reviewed both for the neuroscience and neuropsychological literature related to depression and PTSD.  相似文献
