Actual and expected deprivation: Northern Mexico in the 1980s. A research note

This paper examines the relationship between objective and subjective effects on household spending in a situation of economic crisis based on data derived from a survey conducted in 1985 in the industrial city of Monterrey in northern México. The analysis focuses first on historical developments in income through a longitudinal study of income distributions since these can be considered to be the historical conditions of the two types of deprivation studied. Using family budgets, we were able to describe actual and expected effects of the crisis in terms of the reductions in spending that it provoked. Finally, using regression analyses, the relations between both kinds of effects and the personal history of the respondents, taken to represent the individual counterpart of historical conditions, are examined. Neighborhood SES and occupational level are found to be significant predictors of both objective and subjective deprivation. The best predictor of subjective effects are the actual ones. The phenomenon of relative deprivation appears to be conditioned by the context of societal development in northern México. Although some believe that the family courts are gender biased against fathers, Judge Menno disagrees. From his experience as a family court judge and his view from the bench, fathers are treated fairly in court determinations pertaining to access to their children. In making these determinations, courts must take into consideration the reality of divorce and out-of-wedlock arrangements. This article describes how Judge Menno's county family court operates, and he further subgroups various types of fathers, describing how each fares in the family court when trying to gain access to their children.     

Dutch public affairs professionals in the national and European arena: A smart mix of skills,attitude, and knowledge competences

Although the profession of public affairs (PA) is increasingly important for organizations, relatively little is known about the range of competences PA professionals need. This article presents a qualitative study among 41 experienced Dutch PA professionals and practitioners, who were interviewed about the competences needed in regional and local PA. The results show that a combination of skills‐related, attitudinal, and knowledge‐related competences is needed. Skills‐related competences involve two broad domains: politics and communication. Attitudinal competences comprise the almost paradoxical qualities of authentic professionalism and flexibility. Knowledge‐related competences comprise political and communicative knowledge. These competences are used in a delicate process of swapping, depending on the situation of the very moment and the PA file at hand. Every competence may be of decisive importance. The PA professional is a silent diplomat.
