Patrimonial economic voting has been neglected in favour of classical economic voting studies. This assertion holds less, however, with French election investigations, where the neglect is relative rather than absolute. Whereas classical economic voting holds the economy to be a valence issue, patrimonial economic voting regards the economy as a positional issue. Voters who own more property, in particular high-risk assets, are held to be more right-wing in their political preferences. This patrimonial effect shows itself to be statistically and substantively strong in one of the few election data-sets with sufficient measures available – surveys on the National Assembly contests of 1978, 1988, 2002. The electoral effect exceeds that from the traditional ‘heavy variables’ of class and income. Moreover, further work might show its impact comparable to that of classic sociotropic retrospective evaluations of the national economy. Certainly a case can be made for further study of patrimonial economic voting, as compared to classical economic voting.  相似文献

A series of police raids in Príncipe Alfonso, a Muslim neighborhood located in the Spanish enclave of Ceuta, “confirmed” law enforcement officers' worst fears: the barrio, long considered a hotbed of Islamist radicalization, had succumbed to the influence of extremists, making Spain more vulnerable to terrorist attacks. However, the meager results of the raids, as well as delays in the ensuing criminal investigation, raised troubling questions about the alleged terrorist plot and outsiders' perceptions of the Muslim community. Seeking answers to these questions, I conducted ethnographic field work in Príncipe shortly after the raids, interviewing residents, activists, and officials and observing the community at length. The community I experienced did not match the neighborhood I had read about. This article, the first ethnographic study of Ceuta to focus on radicalization, challenges conventional understandings of Príncipe Alfonso and highlights the value of ethnographic field work in terrorism studies.  相似文献

ABSTRACT

Previous research has argued that political inequality between ethnic groups increases the likelihood of both nonviolent and violent protest. In this study, I focus on civil resistance campaigns and argue that the probability that these large-scale, organized movements will take violent over nonviolent forms increases with the share of a country’s population that is excluded from political power on the basis of ethnic affiliation. I expect this to be so because ethnically exclusive regimes are more likely to counter political demands with violent repression, which increases the cost and decreases the anticipated success of nonviolent relative to violent resistance. I test this proposition in a global sample of countries for the period 1950–2006 and find, first, that high levels of ethnic exclusion make civil resistance campaigns more likely to occur violently than nonviolently. Next, to assess the mechanism at play, I conduct a mediation analysis and show that almost half of the effect of ethnic exclusion on violent campaign onset is mediated by the latent level of violent repression in a country. This result suggests that political authorities’ repressive strategies are key to explaining why regime opponents do not always opt for nonviolent forms of civil resistance.  相似文献

This study criticizes approaches equating opposition electoral victories with democratization in competitive authoritarian regimes. Not only are these approaches theoretically problematic, but there are also important empirical reasons to distinguish between electoral turnovers and democratization. The study goes on to explain why some African turnovers have been successful in bringing about democratization while others have not. This study promotes an approach in which opposition victories may be used as an independent variable that, under certain circumstances, could promote democratization. Using evidence from the cases of Senegal, Ghana, and Kenya, it is argued that electoral uncertainty caused by a low level of party institutionalization has been an important obstacle to democratization by alternation in the African context.  相似文献

ABSTRACT

The State Department played a leading role in the struggle within the United States government to define and implement America’s foreign drug policy throughout the late twentieth century. After their participation in 1969’s Operation Intercept illustrated the central importance of Mexican national sovereignty in bilateral relations, United States diplomats worked to institutionalise an aversion to unilateral American action on drug issues south of the Rio Grande. Over time, both the co-operative framework cultivated between American and Mexican officials throughout 1970s and an especially turbulent chapter in bilateral relations during the 1980s helped to establish further the State Department’s highly conciliatory approach to drug diplomacy that today remains a defining characteristic of joint Mexican–American efforts to combat the production and traffic of illicit drugs.  相似文献

Postcolonialism is now an extensive body of knowledge that draws on Edward Said's Orientalism, the Subaltern Studies collective, and other critical anti-colonial scholarship. While postcolonial scholars have significantly shaped humanistic disciplines such as history, comparative literature, and anthropology, their impact on political science has been limited. The resistance to postcolonialism is strongly associated with the perpetuation of Eurocentric perspectives on ex-colonial territories. Dominant theories of democracy and civil wars, for example, remain trapped in outdated Eurocentric theory that sheds scarcely any light on postcolonial realities. The case for a postcolonial approach to the study of politics is thus stronger than ever before. Such an approach calls for a sustained engagement with specific non-Western contexts as well as an openness to anthropological, historical, and area studies knowledge about them. Decolonizing knowledge within political science, in sum, ought to be seen as part of a wider project of decentering the discipline by undermining what is seen today as “mainstream.”  相似文献
