This article examines how monitoring mechanisms embedded in interlocal agreements (ILAs) are associated with vertical and horizontal intergovernmental relations. The authors hypothesize that ILAs established by local governments with higher‐level governments are likely to rely on a clearly specified set of rules to establish an administrative structure, whereas ILAs established by local governments with other local governments rely on associational benefits to ensure that policy preferences are aligned across multiple political boundaries. The article examines ILAs established by small town, county, and municipal governments in Denton County, Texas, for the provision of emergency medical, police, and fire services. Findings show that more than half of the ILAs specified a financial reporting system, but an almost equal percentage did not contain features requiring financial records to be available for audit by a third party. Quadratic assignment procedure correlation analysis confirmed the presence of cross‐monitoring mechanisms and showed that the patterns of ILAs tend to cluster around a geographic space.

Single Outcome Agreements (SOAs) are a mechanism that it is argued will deliver key national and local priorities based on a new relationship between central and local government in Scotland. SOAs are to be developed and implemented through partnership working exercised by Community Planning Partnerships (CPPs). A survey of the first (2008) SOA participants from local authorities and their Community Planning partners was conducted in 2008, with a particular focus on the interrelationships between the 2008 SOA development process and partnership working at the local level. Findings of this study suggest that there was a positive link between the strength of existing CPPs and partner engagement in the 2008 SOA development. However, partner engagement in the 2008 SOA development process did not affect survey respondents' confidence that the ongoing SOA development and implementation will strengthen partnership working in the long -term. This study also suggests that in addition to the practical difficulties such as limited time and staff resources, mistrust between local partners, and local players' scepticism about the central government's intention to free up local government may be barriers to the success of the SOA. Overall, respondents in this study showed realistic but hopeful attitudes to what the SOA was about and what could be achieved through it over time. The information gathered through this study should be merited as baseline data which captured the SOA participants' early experience and expectations. 相似文献

AbstractThis paper examines the importance of grass-root emergency response groups in emergency preparedness. Consistent with the Institutional Collective Action framework, we highlight key constraints associated with local government strategies of mutual resource exchange and barriers to intergovernmental collaboration. We examine local governments’ emergency preparedness using survey data collected in the North Central Texas region. We employed a simple OLS analysis to determine mutual exchange and Poisson estimations on the likelihood of local governments receiving and providing external assistance. Findings showed that the presence of grass-root organisations in a jurisdiction is associated with emergency preparedness, highlighting the importance of norms of volunteerism. Local political institutions and participation in federally funded programmes also have an effect on local government decisions. 相似文献

This qualitative study examined multiple perspectives of participants who experienced a Victim–Offender Mediation (VOM) program in a Midwestern city in the United States. Of particular interest are the roles and skills of mediators. Data consisted of 34 face‐to‐face interviews with 37 participants including adult crime victims, juvenile offenders and their parents, mediators and representatives from referring agencies. Insider perspectives regarding the roles and skills of the mediators in restorative processes were revealed through personal stories. Although the majority of the participants reported that the roles and skills of mediators were consistent with restorative justice principles, this exploratory study also revealed that some roles and skills exhibited by mediators were inconsistent with restorative justice values, which shows the variance of ‘real world’ restorative justice. Recommendations are made to promote mediators’ roles and skills that are compatible with restorative justice principles. 相似文献

Haplotypes and allele frequencies of 12 STR loci included in the PowerPlex Y system (DYS391, DYS389I, DYS439, DYS389II, DYS438, DYS437, DYS19, DYS392, DYS393, DYS390, and DYS385a/b) were obtained from a sample of 569 unrelated individuals living in the central region of Korea. A total of 473 haplotypes were observed in the 569 individuals studied, of which 426 (90.06%) were unique. The overall haplotype diversity for the 12 Y-STR loci was 0.9985, and the discrimination capacity was 0.8313. In DYS439, we found a new intermediate-sized allele that added an A at base 3 upstream from the repeat region's first GATA motif. Abstract: An investigation is presented of the explosion of a CNG (compressed natural gas) fuel vessel, called a liner, in an urban bus. The explosion happened at a gas station 10 min after filling was completed. There were no traces of soot and flames at the failed liner, which would be indicative of explosion by ignition of the gas. The filling process of the station was automatically monitored and recorded in a computer. There was no unusual record of the filling system that indicated excess pressure at the time of the accident. There were cracks on the liner that were initiated at the outer surface of the cylindrical shell located at a point 4 cm above the lower dome where cracks did not originate easily as a result of overload. Chemical analysis was performed on a specimen that was cut from the liner, and there was no peculiarity in the mix. Mechanical analysis was performed on the specimens and showed that the hardness was not in the specified range because of inadequate heat treatment of the metal. The hardness of the liner was strictly controlled in the manufacturing process. All the liners that were manufactured at the same period with the failed liner were recalled for examination. 相似文献

The objective of the current study was to identify the relationship between work-family conflict (WFC) and intimate partner violence (IPV) among military personnel, and verify the mediating role of aggression and buffering effect of a counseling resource. A total of 293 married Korean Air Force personnel were surveyed using a self-administered questionnaire; their responses were analyzed with a structural equation model. The major findings were that 36.9 % of respondents have perpetrated IPV, the prevalence of verbal violence was 33.4 % and physical violence was 16.0 %. Aggression mediated the important part of the association between WFC and IPV. Also, presence of a counseling resource attenuated the relationship between WFC and aggression. The findings suggest that it is necessary for the military to build a personnel counseling system to prevent spouse abuse, develop professional counseling services, and accurately identify aggression tendencies among military personnel. 相似文献
