Failure of anthropometry as a facial identification technique using high-quality photographs

Anthropometry can be used in certain circumstances to facilitate comparison of a photograph of a suspect with that of the potential offender from surveillance footage. Experimental research was conducted to determine whether anthropometry has a place in forensic practice in confirming the identity of a suspect from a surveillance video. We examined an existing database of photographic lineups, where one video image was compared against 10 photographs, which has previously been used in psychological research. Target (1) and test (10) photos were of high quality, although taken with a different camera. The anthropometric landmarks of right and left ectocanthions, nasion, and stomion were chosen, and proportions and angle values between these landmarks were measured to compare target with test photos. Results indicate that these measurements failed to accurately identify targets. There was also no indication that any of the landmarks made a better comparison than another. It was concluded that, for these landmarks, this method does not generate the consistent results necessary for use as evidence in a court of law.     

Dynamics of Science-based entrepreneurship

This article introduces the rationale for the special issue, summarizes the main themes covered by the papers presented and suggests areas for further research. Previous research has focused on the creation of Science-based entrepreneurial firms (SBEFs) but there is little research relating to their growth and the challenges in ensuring growth occurs. At the macro-level, there is a need to distinguish general versus specific policies and how these vary between different institutional environments. At the firm level, there is a need to consider the factors influencing the development of boards, the growth of SBEFs and their dynamics in terms of acquisitions and IPOs.     

Quality of low secure services in the UK: development and use of the Quality of Environment In Low Secure Services (QELS) checklist

Low secure services provide care for psychiatric patients whose risk cannot be safely managed in other settings. The physical environment in these units plays an important role in supporting recovery and risk management. We developed the Quality of Environment in Low secure Services (QELS) checklist to assess the quality of the physical environment of these services. Using recommendations from previously published standards we piloted a draft checklist with a weighted scoring system reflecting the views of patients and providers. The checklist showed good criterion validity and inter-rater reliability. Data collected from 33 low secure services showed considerable variation in the quality of the physical environment. The QELS checklist provides an accessible and reliable means for managers and clinicians to assess whether the quality of the physical environment of low secure units meets recommended standards and can be used to support efforts to improve the quality of care delivered by these services.     

Missed Opportunities and New Risks: Penal Policy in England and Wales in the Past Twenty‐Five Years

This paper discusses trends in criminal justice and penal policy over the past twenty‐five years. This period has been characterised as a time of penal populism, which originated in the failure of the 1991 Criminal Justice Act, and the competition between the main political parties to be ‘tough on crime’. However, this is not the only trend to be found in penal policy. There has continued to be a strong undertow of support for rehabilitation and community penalties, including restorative justice. There has been pressure from the left as much as the right to take domestic violence, sexual offences against women and children, and hate crimes more seriously. There have been pressures to meet performance targets—which gradually transformed into calls to build the legitimacy of the justice system. Finally, there have been pressures to privatise criminal justice agencies. These various impulses have sometimes amplified and sometimes counteracted the pressures towards tough penal policy. If the period of intense penal populism ran from 1993 to 2007, inertia in the system has ensured that there have been no significant attempts to row back from tough policies, and to reassert the values of penal parsimony. Given that money has been tight since 2007 and crime has continued to fall, this must amount to a lost opportunity of significant proportions.     

The Settlement and Process of Devolution: Territorial Politics and Governance under the Welsh Assembly

Devolution has been the most notable feature of the Labour government's plan to modernize the constitution. Principal consideration is given to Wales and to events since the formation of the National Assembly, which are examined by recourse to theoretically informed analysis on territorial politics and the nature of governance. The central question concerns the extent to which the Assembly can develop an autonomous policy position. Contemporary theories argue that internal and external developments have left central government in a less powerful position, which potentially can further augment the prospects for devolution. Events prior to and after the formation of the Assembly question whether government has moved into a new phase of development. Central government still commands an extensive range of resources and powers, especially over territorial bodies. At the same time, comparative analysis shows that such institutional parameters need not remain fixed. There is institutional space within the state for these powers to be contested and that the continued significance of territory can act as the basis of such political struggle.     

Student-to-Student Abuse in the Indian Residential Schools in Canada: Setting the Stage for Further Understanding

The Indian residential school system in Canada was established to assimilate Aboriginal children into mainstream society by removing the “Indian within them.” In the past 20 years survivors of the schools have come forward with stories of physical and sexual abuse perpetrated against them by staff. However, what is significantly less spoken of is the abuse which occurred between students. The Aboriginal Healing Foundation recently held a small gathering of survivors, Elders, advocates, and researchers to discuss ways to bring this issue into the open. This article comes out of the discussions held at the gathering. Within the article we offer a conceptualization of the dynamics and processes of student to student abuse within the Indian residential schools in Canada with the hope that it will encourage a deeper discussion of this issue.
