This paper presents an exposition of how the factorial survey approach may enhance empirical assessments of the complex judgment principles involved in public views of just punishments for convicted offenders. Ratings of the appropriateness of sentences given across 50 typical crimes obtained from a household sample (N=774) of the Boston SMSA and several special-interest samples in 1982 are examined in three alternative ordinary least-squares (OLS) regression equations. These analyses show there is not a one-to-one direct relationship between public perceptions of the seriousness of criminal acts and desired sanctions. Crime seriousness is modified by the characteristics of the offenders and victims and by the consequences of the crimes. Preferred punishments also vary in severity by demographic, experiential, and attitudinal characteristics of the persons who make the judgments.  相似文献

Recent efforts at sentencing reform have led to the consideration or enactment of new sentencing structures, including mandatory-minimum sentences, flat-time sentences, and sentencing guidelines. There is a clear need for estimates of the impacts that new sentencing laws would have on sentencing practice and on corrections programs, both as an informational input during legislative debate and as a basis for planning once a particular law is enacted. This study develops a methodology for estimating the impacts of alternative sentencing policies on prison populations. The methodology is demonstrated with an estimation of the impacts on the Pennsylvania state prison system of a mandatory-minimum sentencing bill which was considered by the Pennsylvania legislature.This research was supported in part by SPC No. 568788 funded by the Pennsylvania Governor's Justice Commission. Teaching research methods to undergraduate criminal justice students typically has been viewed as problematic. Students often experience considerable anxiety concerning required research courses and frequently lack the motivation to learn and appreciate the usefulness of research. Experiential case studies have been successfully utilized to teach criminal justice students the application of theory in practical situations. An evaluation of the experiential model was made in a post-test only control group research design with two groups of criminal justice research students. The results of the comparison supported the experiential approach and showed greater success utilizing this method over a traditional teaching method.  相似文献

We hypothesized that incongruous misfortunes generate stronger affective reactions and perceptions of injustice than do equally severe and equally probable congruous misfortunes. Incongruous misfortunes are defined as ones that bring to mind thoughts or images of the misfortune either happening to a different person or happening to the same person by a different means. In a series of studies, victims of incongruous negative life events (e.g., wartime casualties of “friendly” five) were expected to experience stronger reactions of regret, shock, outrage, and perceived injustice than victims of more congruous versions of the same events. Differences between reactions to incongruous misfortunes and subjectively improbable misfortunes are explored.  相似文献

Water is a resource that already has been affected by some aspects of global change and whose availability in time and place may be substantially further altered by global warming. As human demands and impacts on water resources have increased, institutions governing water use have evolved in response to pressures exerted by competing resource users. The record of such institutional evolution and its implications for the impacts of environmental change on human welfare can provide a glimpse of issues that are likely to arise as other natural resources are increasingly subject to the effects of global environmental transformations. Efforts to manage multiple interdependent water uses present informative analogies to the general problem of managing the many interrelated aspects of global change.  相似文献

Approaching monetary policy as a principal-agent problemprovides a useful framework for interpreting alternativedelegation schemes. In this paper, we consider theeffectiveness of central banker incentive schemes when theprincipal delegates monetary policy through contracts butremains uncertain about the central banker's responsiveness tosuch schemes. We adopt a simple principal-agent model andassume that the central banker's trade-off between socialwelfare and the incentive scheme is private information. Weconsider two types of central bankers; one who responds to theincentive scheme (``selfish'') and one who does not and onlycares about social welfare (``benevolent''). We demonstratethat when a benevolent central banker accepts a contractdesigned for a selfish central banker, positive inflationsurprises occur and output exceeds its natural rate. Wefurther show that a benevolent central banker with aninflation bias has an incentive to masquerade as selfish.Mechanisms exist that solve that problem by achievingpreference revelation. We consider a simple mechanism indominant strategies that induces the benevolent type eithernot to breach or not to accept the appointment (contract) inthe first place. This multi-period mechanism works with eitherinflation targets, or the appointment of a conservativecentral banker. Our results suggest that more complicatedincentive schemes, embedded within broader constitutionalarrangements, are required in the presence of privateinformation for them to work effectively.  相似文献

Many modern democracies have experienced a decrease in citizen support for government in recent decades. This article examines attitudes toward public policy as a plausible theoretical explanation for this phenomenon. The connection between public policy and support for the political regime has received considerable academic attention in the United States. Yet very little comparative work has examined whether citizens' policy preferences are related to a decline in diffuse support across different political systems. This article offers a clearer, more concise theoretical specification of the hypothesized relationship between public evaluations of policy outputs and support for the political regime. After specifying the theoretical concerns more succinctly, the article analyzes data from Norway, Sweden and the United States for the quarter century from the late 1960s to the early 1990s. The analysis reveals that shifts in evaluations of foreign policy and race-related policies help explain change in political trust for all three countries despite differences in the political systems. Moral issues, such as abortion, however, have no impact on political trust in any of the countries.  相似文献
