Experiencing and Reflecting Participatory Research:A Study on the Development of Social Work in an Urban Community in Mainland China

Recently, as Chinese social work development has entered into a critical period for meeting the demand for social work professionalization and specialization, it comes to be one of the major problems that how social work practice is combined with research. One of the answers is to use the method of participatory research. It may guide social workers' practice and at the same time, conduct social work research. The article takes a close look at the development of social work in an urban community in Mainland China. The results show, the traditional three social work intervening methods, such as casework, group work, and community work, have to be transformed into an integrative programs which may correspond to the demand for the weight of multiple management and instability from the local community.

固相吸附-GC／MS法检验鱼塘水中农药氰戊菊酯

目的建立鱼类中毒案件鱼塘水中微量农药的分析方法。方法取一定量的吸附剂GDX-403,加入到取出的一定量的鱼塘水中,经振荡吸附,分离出GDX-403,取有机溶剂解析、浓缩,进行GC／MS检验。结果回收率达90％,相对偏差59／5,1000mL水中农药氰戊菊酯检测限浓度在0．2ppb左右。结论该方法操作简便,准确、灵敏度高、可靠性好,可以进行实战推广。     

论移动微博的法律风险及其防范

移动微博作为一种新兴网络服务项目,因其所提供的是一种大众交流平台,对用户编辑的内容的合法性很难完全充分的保证,因此存在间接侵权的法律风险,其中包括隐私权、名誉权、著作权、肖像权、姓名权等。目前,在我国还没有一部专门的法律来规范微博侵权行为,需要不断地完善网络立法建设,改善立法滞后的问题,从现有立法出发,可以从几个方面加强对微博的管理:及时履行审查义务,正确适用免责制度,网络实名制。     

Local Governments’ Responses to Revenue Changes: The Effects of Unreserved General Fund Balances

ABSTRACT

Volatile revenues affect the quality and consistency of municipal service provision. This article investigates how cities use unreserved general fund balances to mitigate annual expenditure fluctuations when confronted with volatile revenues. Based on the analysis of a panel dataset of over two thousand American cities from 2003 to 2011, the fixed-effects regression results suggest that unreserved general fund balances reduce municipal expenditure fluctuations on a year-to-year basis. The expenditure-smoothing effects were more pronounced when municipal governments experienced large revenue changes. Results are robust when excluding large cities, using different cutting-points to define ‘moderate’ or ‘large’ revenue changes, and in recession and non-recession years. This article contributes to the local expenditure stabilization literature by recognizing the unreserved general fund balances’ expenditure-smoothing effects during ‘non-rainy days.’ It adds empirical evidence to the organizational theory that financial slack works as a crucial buffer against external changes and provides managerial discretion to local administrators.

China and Competing Cooperation in Asia-Pacific: TPP,RCEP, and the New Silk Road

Abstract

A big question looming large over policy and theory in Asian security is how China will use its newfound wealth and power in the region and with what consequences. The United States has concluded the negotiation of Trans-Pacific Partnership (TPP); ASEAN has promoted the Regional Comprehensive Economic Partnership (RCEP). Both frameworks seek to shape China’s regional behavior and manage rising China. In late 2013, China inaugurated the new Silk Road initiative, which has rapidly gained momentum in the country and among China’s neighbors. American public and policy makers, however, are largely unaware or baffled by the new Silk Road. The article, based on field surveys and extensive documentary analysis, provides the first roadmap on how China views TPP, RCEP, and the new Silk Road. It offers important exploration of how China acts and reacts to regional contestation and what are implications for the region.     

吸毒者头发中海洛因、6-单乙酰吗啡、吗啡、可待因和乙酰可待因的分析及评价

目的确定海洛因吸毒者头发中海洛因、6-单乙酰吗啡（6-MAM）、吗啡（MOR）、可待因（COD）和乙酰可待因（AC）的浓度并考察其与国际毛发分析协会（Society of Hair Testing,SOHT）建议标准的适用性。方法 50个头发样品经冷冻研磨处理后采用液相色谱-串联质谱方法分析。结果所有样品中均检出6-MAM,并且浓度高于SOHT所建议的0.2 ng/mg,其中海洛因、6-MAM、MOR、COD和AC的浓度与其它研究报道无明显差异。头发中6-MAM：MOR的比率在0.15~36.27范围。结论由于各实验室间毛发样品前处理方法不同,而且存在吸食毒品中成分、剂量、吸食方式、代谢、头发颜色等诸多个体差异,本研究认为采用头发中6-MAM：MOR的比率大于1.3标准难以应用于鉴定海洛因吸毒。     

东莞市15～22岁男性青少年牙齿钙化及其法医学意义

目的调查东莞市15～22岁男性青少年牙齿钙化情况,为法医年龄推断提供新的基础数据。方法拍摄310名东莞市15～22岁男性青少年全口曲面断层片,参照田雪梅牙齿钙化分级评分标准,分别对下颌第1-7恒牙及上下颌第三磨牙钙化程度进行评分。利用SPSS 17.0进行配对样本T检验、与年龄的相关性分析及Fisher's两类判别分析。结果下颌第1-7恒牙在16.5岁均已发育完全,第三磨牙从16岁开始出现8级钙化,上、下颌第三磨牙分别从17.5岁及18岁开始出现9级钙化;上颌第三磨牙间钙化程度存在差异(P0.01),下颌左右侧同名牙齿钙化无差异(P0.05);第三磨牙与年龄的Spearman相关系数为0.5～0.64,根据第二、三磨牙发育建立的16、17、18岁Fisher's线性两类判别综合判别率分别为84.8%、75.2%、73.1%。结论第1-7恒牙对17岁以上青少年的年龄推断有局限性,第三磨牙与年龄之间呈中度相关,需综合机体其他年龄特征进行年龄判别。     

加快我国公共图书馆建设的有效对策

公共图书馆作为信息传播的载体之一,在我们日常生活中发挥着极其重要的作用,而随着社会的发展,其也暴露出许多问题,如公共图书馆的总量不足、基础设施落后、地区分布不平衡等。为此,我们要通过加大资金投入,兴建、改建、扩建符合服务人数的图书馆,制定科学合理的管理制度,加强网络建设等,加快推进我国公共图书馆的健康发展。
