印度农村劳动力转移模式探析

本文从城市化的视角指出1911年以来印度农村劳动力流动主要表现为永久性迁移和循环季节性转移两种方式，比较两种模式异同点，分析在印度实现永久性转移模式面临的困难和问题，并提出对我国的启示。     

毒品犯罪死刑裁量指导意见(学术建议稿)

毒品犯罪死刑的裁量必须严格坚持和贯彻“宽严相济”的基本刑事政策。人民法院在对被告人决定是否判处死刑（立即执行）时，必须综合考虑毒品的数量和案件的其他情节。毒品的含量、走私、贩卖、运输、制造毒品的行为定性、被告人主观明知的认定、犯罪的既遂与未遂、特请介入、自首、立功的理解与认定等问题，对毒品犯罪死刑的适用具有重要意义。另外，毒品共同犯罪案件中死刑的适用、零星贩毒案件中死刑的适用、毒品的累积与折算与死刑的适用也具有特殊性，需要专门研究。     

Determining the correlates of police victimization: An analysis of organizational level factors on injurious assaults

The current study attempted to expand the understanding victimization of police by examining the impact of a variety of factors related to community and aggressive policing styles on injurious assaults rates across 267 large municipal police departments. Regression analyses indicated that policing styles related to community meetings are associated with low levels of assault rates. Second, policing styles related to aggressive enforcement of drug laws has an aggravating effect on police victimization. Finally, departments that had high police-to-citizen population ratios also had lesser rates of injurious assaults.

Budgetary support for police services in U.S. municipalities: Comparing political culture, socioeconomic characteristics and incrementalism as rival explanations for budget share allocation to police

Only limited research was available on the important question of the likely determinants of changes in budgetary allocations to municipal police agencies over time. Within that rather limited set of studies, three distinct perspectives on hypothesized key determinants of funding levels for police could be identified—namely, the local political culture, the nature of socioeconomic conditions, and the prevalence of incremental budget decision-making processes. This study employed a longitudinal data set derived from municipal clerk surveys administered in four waves to the same cross-section of U.S. cities in 1993, 1996, 2000, and 2003. The authors examined the relative utility of these three hypothesized determinants through the use of a two-way random-effects panel model. The findings for 188 U.S. municipal governments suggested that the incremental budgeting aspect of annual budgeting in municipal governments largely explained the variation in share of allocation to police agencies in these cities, with political culture and socioeconomic conditions demonstrating only weak effects at best.     

大鼠死后不同组织电导率与死亡时间关系的研究

目的测定不同死亡时间大鼠脑、肺、肝和骨骼肌电导率,研究不同组织器官EC与PMI的关系。方法 SD大鼠处死后,保存于25℃恒温条件下,于死后即刻(0d)、1d、2d、3d、4d、5d、6d和7d提取大鼠脑、肺、肝和骨骼肌,四种组织器官与去离子水按照一定比例制成浸渍液,测定各组织器官浸渍液EC值;分析其EC值与PMI的关系,建立与PMI关系的回归方程;比较大鼠死后四种组织器官EC变化规律,探讨不同组织器官腐败进程。结果死后1d内骨骼肌与脑组织EC无显著变化,2~7d快速增加;而肝、肺EC值在1d内已开始增加,且2~7d内均快速上涨。四种组织器官EC与PMI的关系用三次方程拟合较好,其中肝的相关系数最高,R~2=0.96,且四种组织器官的EC值在不同的PMI区段之间呈现出不同的增长规律。结论大鼠脑、肺、肝和骨骼肌EC与PMI相关性均较好,测定尸体组织器官EC有望成为法医实践中PMI推断的有效方法。     

Subculture,Gang Involvement,and Delinquency: A Study of Incarcerated Youth in China

The purpose of this study is to examine youth gang phenomena in China employing a two-step approach. The first step is to apply the delinquent subculture perspective to the explanation of variation in gang involvement; the second is to investigate the relationship between youth gang involvement and self-reported delinquency. The data for the study were collected from face-to-face interviews conducted with adjudicated youth offenders incarcerated in a province-run juvenile prison. Structural equation modeling is used to assess the direct and indirect effects of delinquent subculture exposure and gang involvement on three outcome variables of delinquency. The primary finding is that exposure to a subculture of violence is indeed a significant predictor of gang involvement. Importantly, gang involvement is significantly correlated with both violent offending and drug offending.     

房地产"热"中的地方政府"经济人"行为

房地产"热"是多种因素综合作用的结果,治理房地产市场是一项艰巨的系统工程,需要各方面力量的协调合作共同治理。由于房地产业在经济社会发展、人民生活和公共行政目标达成等方面的影响作用,地方政府凭借公权力强势介入房地产业实施的各种"经济人"行为,是推动房地产市场升温的重要因素,因此,需要从减少政府诱因、规范和制约权力运行出发,加大对行政权力行使的监控力度,严厉惩治并减少地方政府的各种"经济人"行为,以实现对房地产市场的全面综合治理,从而使房地产业沿着满足公共利益和保障社会福利的方向发展。     

受虐儿童及青少年法医学鉴定92例分析

本文对92例不满18周岁家庭暴力受虐儿童和青少年法医学鉴定案例进行回顾性研究。结果表明：虐待行为多发生于下午5时前后，受虐者以女性居多（63．04％），损伤部位以头面部最多见（36．98％）。损伤类型以软组织挫伤最常见（51．13％），损伤具有多部位、广泛性、新旧不一等特点；发生场所以家中及家居周围附近为多，受虐者家庭情感生活环境差等.同时，作者还对虐待行为产生的社会根源、受虐儿童及青少年法医学鉴定及法律保护等问题进行了探讨。
