Saudi Arabia is a crucially important media player in the Middle East, commanding modern, sophisticated and far-reaching media systems. Driving the Saudi media hegemony is what may be loosely termed ‘a security imperative’ which is tightly connected to internal dynamics, geopolitical considerations and regional rivalries. Empowered with its oil wealth, Saudi Arabia pursued a dual media strategy, operating state-controlled and circumscribed domestic media systems which insulate the population from undesired external influences and uphold the religious sensibility of the kingdom while developing decentralized, open and modern transnational media systems abroad capable of safeguarding the kingdom's interests and promoting its foreign policy. Instrumental as it may be in the kingdom's comprehensive security approach, though, the media have proven to be an inordinately complex asset. Although remarkable in many respects, the liberalization of Saudi media engendered a number of conflictual dynamics which are potentially consequential.  相似文献

This study utilizes an innovative 3D approach to discover metric variables that obtain the highest classification rates for sex estimation from the cranium. Models were constructed from 222 cranial CT scans of U.S. Whites from the Bass Donated Collection. These models were used to create a statistical bone atlas that captures the primary shape variation in the skull and facilitates rapid computer‐automated analyses. The bone atlas showed that important size‐related sex variables are bizygomatic breadth, maximum cranial length, cranial base length, and mastoid height. Shape‐related variables capture sex differences in the projection of the glabellar region, inclination of the frontal, and cranial base flexion. In addition, vault thickness is highly dimorphic, with females having on average thicker vaults in the frontal region, and males having thicker vaults in the occipital region. Cross‐validated linear discriminant analysis obtained >95% accuracy (97.5% with 11 variables and 95.5% with eight variables).  相似文献

Does Age Matter?     
How does age influence public opinion regarding controversial social issues? The issues at stake are: attitudes toward Muslims, Jews, Affirmative Action, immigration, abortion, and gays and lesbians. While we understand the importance of including opinions toward African-Americans among these categories, we found little data on opinions toward this group by age. We also discuss opinions toward Darwin’s theory of evolution and stem cell research since they were issues that pitted science against religion in American society and were important topics of intense political discussion. The selection of issues is based on the importance of these issues in public debate and electoral politics. A number of these issues, mainly those related to opinions toward religious and racial groups, reflect the development of American society and draw lines of possible disagreements and social cleavages.  相似文献

It has been asserted too often that the development of non-western countries—those of Africa, in particular—is highly dependent upon their assimilation of western management techniques. Yet, the applicability of western management techniques to a non-western cultural milieu remains the subject of debate in the public administration and management literature. Much of the management development literature since the mid 70s has dealt with the replicability of Mintzberg's partition of the nature and contents of the manager's activities in diverse western work settings, in the US primarily. Few attempts have been undertaken to test Mintzberg's findings in non-western settings. In this article, the authors attempt to partially fill this gap in the literature. More specifically, the authors investigate the degrees to which the management roles identified in the US can be applied generically to the public sector in the African context. The findings indicate that perceptions of management roles at the macro level are highly consistent across cultural boundaries. Significant differences, derived primarily from the historic experience of colonial administration and the contingent micro level impact are also noted. The implications of these findings for the design and implementation of management training programmes in Africa are explored.  相似文献

A structured method of evaluating and rewarding the performance of employees in the Maldives public service did not exist before 1996. Personnel decisions, such as employee promotions, were subjective and based merely on the recommendation of the heads of departments. Hence, in 1996, the Government of Maldives introduced a performance appraisal system, based on rewarding employees through the assessment of several factors such as quality of work, job knowledge and performance. The reward came in the form of annual salary increments. In reviewing this system, the article finds that human resource units or divisions within departments now need to be strengthened for the effective implementation of the system; more training has to be provided to public service employees in terms of raising their awareness as to the objectives of the performance appraisal exercise; and the performance appraisal framework needs to be more flexible in differentiating very high performers, at the same time devising a strategy for the improvement of employees who slack in performance.
