A large number of multilateral and bilateral donors have become engaged in the area of democracy and governance (DG) assistance over the last 15 years, stimulated by a series of trends and events. Despite the maturation of DG assistance as an important development area and the high profile of democracy promotion as a key foreign policy goal, research on the impact of this assistance and the effectiveness of different types of programming has been limited. Donors are constantly in need of feedback on the effectiveness and impact of their programming in order to revise programme designs, re-strategize aid portfolios, or address new DG issues. Moreover, legislatures increasingly require government aid agencies to be able to measure the results of their programmes, thereby demonstrating a ‘return on investment’ that would guide future assistance. Quality research is hampered by a daunting political, logistical, and methodological context, however. In 2005 a donor-sponsored workshop was organized to discuss challenges facing the evaluation and assessment of DG programming and assistance. The purpose of this article is to share insights from the workshop with a wider audience of scholars, practitioners and other policy-makers in the hope that this will stimulate additional research and thinking in this area.  相似文献

ABSTRACT

This article surveys an unpublished piece in which Friedrich Engels examined the ecological conditions of Ireland in a chapter entitled the “Natural Conditions” in his unfinished History of Ireland. In interpreting Engels’s findings dialectically we are able to explicate a dialectical framework that gives us a greater insight into how Engels understands the way in which the dialectics of nature enfold in a particular bioregion and how, crucially, those same organic processes of nature provide the necessary ecological conditions for society to engage in agricultural cultivation. The geological system of Ireland and its particular sieve-like structure moderate the climatic condition of excessive rainfall so that cultivation can continue. This investigation by Engels can be seen as a concrete case study into the dynamic metabolising relationships between the diverse organic processes of Nature as they are appropriated by society in agricultural production. The conceptual trajectory of this dialectical analysis is to emphasise the inherent fluidity, mutual interaction and “universal connection” of the forces of nature. This particular work of Engels’s is a significant contribution to our understanding not only of the dialectics of nature but also of the methodology of dialectics as such.  相似文献

Abstract

Enforcement of the law prohibiting housing discrimination depends largely on actions initiated by persons who believe they have been victimized and, presumptively, on their knowledge of their legal rights. It is therefore important to establish what people know about fair housing law. A recent national survey examines this topic and explores whether public knowledge makes any difference.

A majority of the public is aware of and approves of many aspects of fair housing law, although the size of that majority varies depending on which aspect of the law is considered. By contrast, only a minority of the public is aware of and accepts protections provided to renter families with children. There is an association between knowledge of the law, recognition of conduct perceived to contradict it, and willingness to respond to such conduct, suggesting a link between knowledge and likelihood of self‐protective responses, as envisioned by the Fair Housing Act.  相似文献

Abstract

This paper provides a comprehensive evaluation of market segmentation and lender/purchaser specialization in the primary and secondary mortgage markets. It describes and assesses the 1990 Home Mortgage Disclosure Act (HMDA) data, which for the first time provide detailed information on the borrower and neighborhood racial and income characteristics of mortgage loan originations and securitizations in the primary and secondary mortgage markets. Evidence presented in the paper indicates that home purchase loan origination rates for black applicants—and, to a lesser degree, Hispanic applicants—appear to be significantly lower than those of other racial or ethnic groups. Similarly, the HMDA data reveal that home purchase mortgage origination rates in predominantly minority census tracts are significantly lower than those in predominantly white neighborhoods. The HMDA data also indicate a striking reliance of black borrowers on government‐backed forms of mortgage credit.

The paper further reveals that secondary market loan purchase distributions arrayed by borrower and neighborhood characteristics generally reflect those of home mortgage originations. The borrower and locational characteristics of home purchase loans acquired by the Government National Mortgage Association (GNMA) directly reflect that agency's legislated specialization in government‐backed loans, whereas the characteristics of loans acquired by Fannie Mae and Freddie Mac for the most part derive from the borrower and geographic composition of conventional home purchase loan originations. Findings of analyses of HMDA data raise concern regarding the access of minority and low‐income households and neighborhoods to mortgage finance. Those results also raise some question as to whether the federally chartered agencies in the secondary market are adequately promoting the availability of mortgage credit to low‐ and moderate‐income and minority households.  相似文献

While the literature on peacekeeping has mostly focused on whether peacekeeping actually keeps the peace, few studies have systematically addressed the question of what explains variations in unintended consequences of peacekeeping, such as sexual exploitation and abuse (SEA). This study presents the Sexual Exploitation and Abuse by Peacekeepers data, a new dataset covering the 36 international peacekeeping missions by the UN, NATO, ECOWAS, and the African Union, active in the years 1999–2010. Using this dataset, it also presents the first statistical study that explores the issue of what can account for variations in reported SEA across peacekeeping operations. The systematic analysis of this data indicates that SEA was more frequently reported in situations with lower levels of battle-related deaths, in larger operations, in more recent operations, the less developed the country hosting the mission, and in operations where the conflict involved high levels of sexual violence. Our discussion and conclusion highlights data restrictions and identifies key challenges for future research.  相似文献

This study presents American state police agencies' perceptions about three significant terrorism and public safety issues. First, we asked about the threat posed by specified extremist groups nationally and to their state. We asked about the number of such groups and their supporters, and the number of activities each group participates in during a typical year in their state. We also asked about the number of criminal incidents each group commits and the number of their supporters arrested in a typical year. Second, we asked the agencies to rate the usefulness of fifteen specified terrorism sources. Third, we queried the agencies about their views of eight terrorism definitions. These data were collected by surveying the fifty state police agencies in the United States. We discovered widespread concern about the criminal activities of various extremist groups, with a particular concern about the threat of Islamic jihadists. Interestingly, although the top rated threat was Islamic jihadists, the respondents indicated that other types of groups were much more criminally active. Further, respondents indicated that various open and non-open sources were valuable terrorism sources. Finally, most respondents reacted more favorably to official terrorism definitions—especially the FBI's—as opposed to academic definitions. We conclude with a discussion of the policy implications of our findings and we outline directions for future research.  相似文献

The 1974 Cypriot War divided the island of Cyprus into two parts with a narrow demilitarized zone (DMZ) between the opposing Greek Cypriot and Turkish forces. The volatility and violence in this zone, called the ‘Green Line’, necessitated a constant UN peacekeeping presence that was achieved mainly with manned observation posts (OPs). About 150 of these posts were established by 1975 to maintain stability and prevent flare-ups, including any lethal exchanges between the two sides. By the early 1990s, many of the countries contributing peacekeepers to the United Nations Peacekeeping Force in Cyprus (UNFICYP) had become tired of the stalemate and the lack of progress in negotiations (peacemaking), so they withdrew their troops from the force. This necessitated a reduction in the number of constantly manned OPs from 51 in 1992 to 21 in mid-1993. Further downsizing of UNFICYP by the UN Security Council in 2004 gave rise to a new approach to monitor the DMZ and produce actionable intelligence. Cameras were installed in hot-spots in the Nicosia DMZ and more responsive patrols were introduced as part of the new ‘concentration with mobility’ concept. This was the first time a UN peace operation used unattended cameras to monitor a demilitarized zone. This article examines the UN's difficulties and successes using the remote cameras, especially during important incidents. Other technologies that aided UNFICYP are also reviewed for lessons that might assist an under-equipped United Nations in its watchkeeping function.  相似文献

To date, only four paying space tourists have flown, and the prospect for broad, sustainable space tourism remains a dream. This article notes that there are two types of tourists conflated by the advocates of space tourism. The first are a tiny group of adventurers with significant wealth and other resources who seek thrills and bragging rights. They have enjoyed success in using government-owned resources for their extreme tourism experience by flying on Soyuz capsules operated by Russia, and the International Space Station owned and operated by a consortium of nations as a major research station. The second group seeks more modest excursions with a minimum of risk and a smaller price tag. Only the first group has much prospect for tourism in space in the foreseeable future, but the second group is the more important, and expanding its space tourism opportunities represents the primary means of achieving the goal of opening space to the public. This article also differentiates between private sector suborbital space tourism, which may achieve reality within the next five to seven years, and the prospects for orbital space tourism, which are at least an order of magnitude more difficult and will probably require at least another generation of technological work to achieve.  相似文献

What if we viewed the history of human spaceflight somewhat less through the lens of Cold War politics, which admittedly was central to the race to the Moon, but more as an expression of what might be called a religion of spaceflight? There seems to be a deeply religious quality to advocacy for the investment in and support for human space exploration, lending to the endeavor of a “higher purpose” that helps to explain both the generous nature of the actual investment and the ultimate unwillingness of Americans to eviscerate space budgets despite less than full support for space exploration. This article examines religious conceptions as a means of analyzing what might be termed a “space gospel.” I lay out here the proposition that human spaceflight may be viewed as a religion with similar attributes to those present in mainstream religious denominations. This approach to exploring the history of human spaceflight offers a different and useful frame of understanding that broadens basic conceptions about this aspect of the human past.  相似文献
