Female criminals—It's not always the offender!

Numerous crimes (including murder), all having a common denominator, occurred in Germany and Austria between 1993 and 2009. All of these cases presented with identical female DNA traces being found at the crime scene. The crimes committed differed markedly, as did the suspects involved, which were of varied origin. Many of these cases could be solved. However, none of the suspects could identify an involved female. Fourteen of these cases (including one murder) occurred in Upper Austria.A special task force of the Austrian police, together with the Institute of Legal Medicine in Salzburg, began systematically searching for errors in the investigative process after the cases became more and more incoherent and nebulous. In the end, the DNA trace evidence was shown to be contaminated. A woman involved in the manufacture of the cotton swabs turned out to be the source of the female DNA profile.Following this, several products of other manufacturers were tested for contamination with DNA. It was noted that cotton swabs which had been sterilised with radiation were often contaminated. As a result, it is recommended that the manufacturing process, as well as the products themselves used in collection of DNA trace evidence, should be re-evaluated with the emphasis on preventing contamination.     

Exuberant Innovations: The Apollo Program

We present an analysis of the economic, political and social factors that underlay the Apollo program, one of the most exceptional and costly projects ever undertaken by the United States in peacetime that culminated in 1969 with the first human steps on the Moon. This study suggests that the Apollo program provides a vivid illustration of a societal bubble, defined as a collective over-enthusiasm as well as unreasonable investments and efforts, derived through excessive public and/or political expectations of positive outcomes associated with a general reduction of risk aversion. We show that economic, political and social factors weaved a network of reinforcing feedbacks that led to widespread over-enthusiasm and extraordinary commitment by those involved in the project as well as by politicians and by the public at large. We propose the general concept of “pro-bubbles”, according to which bubbles are an unavoidable development in technological and social enterprise that benefits society by allowing exceptional niches of innovation to be explored.

The Role of Professionals in Policy Reform: Cases from the City Level,São Paulo

A new generation of social policies in Brazil and elsewhere in Latin America are being read by scholars as first and foremost the result of top‐down initiatives by state elites and technocrats. This article explores what role, if any, middle‐class professionals have played and how this role might be framed in analytical terms. The article examines the trajectory of two of the most important new social programs that target the poor in the city of São Paulo, Brazil: the family health program PSF and Renda Mínima. It compares the city‐level reform dynamics that have shaped the trajectory of the programs over 18 years. It finds that networks of reformist middle‐class professionals that traverse public and private institutions played a substantial role in the creation and evolution of the new programs.     

Tracking the evolution of police training and education in Poland: linear developments and exciting prospects

ABSTRACT

An important issue for police services across the world is the training and education of police personnel. Both training and education have often been linked to the professionalization of policing. An overview of current developments in police training and education in Poland is provided by a discussion and delineation of learning pathways for Polish police officers and the relevant pieces of legislation that have influenced these pathways. This contributes significant knowledge to international literature by being the first repository of information about Polish police training and education. The historical context of police and police training in Poland is introduced first, followed by an overview of the two-tier system of training. Finally, developments of police training in the Polish context are critically assessed to demonstrate the slow, yet undeniable, approach toward professionalisation of police officers in Poland.     

Estimation of party positions: A comment on?Schofield?and Zakharov (2010)

We show how choice of the method of measuring the party positions impacts the conclusions about equilibrium positions of parties in a spatial model. We find that for the same set of voters’ ideal points we should observe either divergence or convergence to the mean, depending on the choice of the measure.
