Complexity and hybrid effects in the delivery and evaluation of youth programmes in a remote Indigenous community

Indigenous Australians continue to experience entrenched disadvantage. Despite billions being spent, ‘Closing the Gap’ indicators remain resistant to change. It has become increasingly apparent that progress has been hindered by persistent administration and implementation issues in Indigenous Affairs, especially with the funding modalities deployed. This study uses the remote Queensland Indigenous community of Aurukun as a case study to examine the effectiveness and evaluation problems arising from overlapping programmes delivered to Aurukun children and youth (5–18 years of age). It documents programmatic crowding occurring in Aurukun, which has the potential to place considerable demands on the intended participants, and results in hybridised effects that are not understood. Within this context, robust evaluation – even through the use of sophisticated methods – is near impossible.

This article is an assessment of the country's governance and the likelihood that the country can break free from the shadow of former President René and his one-party state. The paper examines eight key areas of democratic governance: the constitution and rule of law; the judiciary; the National Assembly; elections; civil society; the internal security forces; economic life; and the executive. Although it finds some changes for the better over the last few years, old habits remain of a politicised judiciary, a blurring of the boundaries between party and state, regime policing, partisan distribution of state benefits and a constrained National Assembly. It concludes with a discussion of the likely role of the former incumbent, given that he still retains the chair of the ruling party and shows little sign of allowing the new President to be his own man. The likelihood of further governance progress for Seychelles depends on the political courage of President Michel.

Emotional and temperamental correlates of Type A in children and adolescents

Emotional and behavioral correlates of Type A behavior in children and adolescents were examined in 184 fifth-, seventh-, and ninth-grade students, classified as high or low Type A, using self-report, teacher ratings (fifth grade only), and structured interview procedures. Measures included the Hunter-Wolf A-B Rating Scale, Behavioral Symptoms of Stress Inventory, Dimensions of Temperament Survey, Desire for Control Scale, Eysenck Personality Inventory, and the Multiple Affect Adjective Checklist. High Type A children reported significantly more stressed-related behaviors, higher levels of depression, anger, anxiety, and cognitive disorganization, and greater reactivity than Low Type A. No differences were found on measures of temperament (activity level, attention span, adaptibility, and rhythmicity), desire for control, or introversion-extroversion. Females, in general, reported significantly more behavioral stress symptoms. However, no other gender differences were found. Possible reasons for reported differences between Type A children and adults are discussed, along with gender differences in behavioral symptoms. Need for multiple measures of Type A across situation is considered along with need for controlled longitudinal studies of Type A components and the influence of contexts.Received Ph.D. from Stanford.
