Sunshine laws establishing government transparency are ubiquitous in the United States; however, the intended degree of openness is often unclear or unrealized. Although researchers have identified characteristics of government organizations or officials that affect the fulfillment of public records requests, they have not considered the influence that government organizations have on one another. This picture of independently acting organizations does not accord with the literature on diffusion in public policy and administration. This article presents a field experiment testing whether a county government's fulfillment of a public records request is influenced by the knowledge that its peers have already complied. The authors propose that knowledge of peer compliance should induce competitive pressures to comply and resolve legal ambiguity in favor of compliance. Findings indicate peer conformity affects both in the time to initial response and in the rate of complete request fulfillment.  相似文献

This article seeks to accomplish four tasks. It explores the historical relationship between the financing instruments that dominated different phases of the evolution of the UN development system and the understanding of the concept of multilateralism. Bearing in mind this historical context, it seeks to analyse the defining characteristics of multilateral finance in the context of the UN, in particular the characteristics that make a financial instrument more or less multilateral. It then explores a number of new financial instruments and their possible impact on the future shape multilateralism takes in the UN system. The article concludes with some thoughts on financing for a new multilateralism. In order to go beyond the core/non-core stalemate, it is necessary to develop a new variable geometry based on function, which brings into play assessed, negotiated pledges, voluntary core and non-core instruments.  相似文献

This paper compares key aspects of governance structures for Indigenous populations in the United States and Australia. The paper focuses on policy coordination and administration, in particular the nodes of decision-making in the two countries in relation to government contracting and accountability. The U.S. approach to funding Indigenous organizations stems from the 1975 Indian Self-Determination and Education Act and its subsequent expansions. Through the development of contracting into permanent compacting via block grants, this approach builds established nodes of Indigenous government and facilitates whole-of-government coherence at the level of the American Indian tribe. The U.S. approach seems correlated with better performance and may lighten bureaucratic loads over the long term. The Australian model, on the other hand, seeks to create whole-of-government coherence through top-down financial accountability in a way that hampers the development of Indigenous political capacity. The paper traces the development of these practices through time and illustrates how they contribute to the fragmentation rather than growth of Indigenous political capacities. It suggests ways the Australian model could be improved even in the absence of fundamental reform by drawing on the contracting-to-compacting framework of longstanding U.S. practices.  相似文献

ABSTRACT

This article reports the findings of field research into the vernacular understanding of security in South West Cameroon. It was found that security significantly contested; it is both objective and subjective; it is communal, whilst at the same time requiring individual l responsibility of personal security; it favours certainty and stability; it draws on a multiplicity of providers, and it goes beyond traditional conceptualisations. The findings make it clear that there are wide divergences between the typical state and donor driven security reform programmes, and people’s perceived security needs. The definition of security is challenged by popular understandings. In addition, though not rejecting the need for state security, it is evident that many more actors are engaged in security provision and personal safety than state actors, and that these actors need to be accounted for in reform programmes. Conclusion draw out advantages of the vernacular approach in security reform programmes.  相似文献

This essay responds to Iris van der Tuin’s, ‘Microaggressions as New Political Material for Feminist Scholars and Activists: Perspectives from Continental Philosophy, the New Materialisms, and Popular Culture’, by situating her interrogation as a performative intervention on the psychologisation of microaggression research. Her intervention thus expands the potential for feminist critical practice, and opens up the discourse to emergent political materials. In this vein, I offer two additional, but ‘small’, materials. First, because language plays a role in the exclusionary cuts through which all entities emerge, I encourage material feminism not to abandon linguistic entities as political materials. Second, by interrupting the false choice between individual and collective political action, I suggest a re-scaling of feminist political action for our neoliberal times.  相似文献

The reconstruction of the history from the late 1980s to the mid-1990s of Soviet repressions critically influenced the social formation of Gulag memory in Russia. Amongst those re-narrating the past, the ‘Memorial’ Society and the Russian Orthodox Church most actively shaped the collective memory of Soviet repressions, trying to establish multi-layered explanatory constructs of the Gulag. Their interpretations were crystallised through contemporary memorialisation acts in significant landscapes of the past. Focusing on Solovki, Ekaterinburg, Butovo and Magadan, and analysing tensions in their memorialisation processes, we discuss secular and Orthodox interpretations of the Gulag, and their impact on the memory of the Soviet repressions in contemporary Russia.  相似文献

One of the many difficulties associated with identifying undocumented border crossers stems from an inability to narrow down the search area for the region of origin and family members to obtain family reference samples for DNA comparison. While the geography of regions of origins is wide, the biological profiles of the undocumented border crossers often show strong similarities, young and male. The isotopic composition of human bones, teeth, and hair has been demonstrated to be useful biomarkers for tracing locations and movements of individuals and for aiding in the identification of human remains. Data obtained from human remains can be compared to and aligned with various reference sources, such as soils and bedrock, archaeological remains, or cultural data. Here, the spatial deficiency in isotopic reference data for Mexico, specifically for oxygen (δ18O) isotopes in tap water, is being addressed through the collection and analysis of over 150 water samples and explored with tooth enamel isotopic values from recently identified Mexican nationals. The isoscape was developed using a Spine with Barriers interpolation method and shows sufficient detail to narrow down the regions where specific isotopic values are represented. The individuals were plotted on the developed isoscape using conditional correlations. The methodology was successful in assigning the correct regions of origin for the two individuals, which shows the tremendous potential of the developed isoscape. Nonetheless, there is more research needed to further improve upon this geolocation method, including analysis of multiple isotopes in different tissues, and the development of new isotopic methods.  相似文献

Demand responsiveness is an established principle in the efficient operation of markets. The principle has been applied to government services in international development overseas, and mainstream government service delivery in Australia, but only recently to Indigenous settlements. Shifting the balance in services from supply to demand is seen to have the potential to improve access, outcomes, and sustainability of services. In Indigenous settlements, an important relationship between demand and supply of services does exist, but a deeper analysis is necessary beyond the economic model to account for the complex sociopolitical geographies involved. Further research is required to develop a framework to explain the interactions that occur in practice, to determine the conditions which permit productive relationships to develop between consumers and service providers. The article presents an analytical framework through which to proceed, structured around five proposed research questions.  相似文献
