Nineteenth‐century constitutional reformers focussed on parliament. Their central idea was citizenship, modelled variously on the democracy of ancient Athens, small communities like Switzerland, and especially the United States, a particular inspiration for Gladstone who admired its constitution. The 1911 Parliament Act marked the final triumph of the Victorian Liberals legacy, with a very different impetus coming from Lloyd George during his coalition. Labour focussed on class, not the constitution, though the ILP favoured localism and devolution, before succumbing to a centralising unionism. Tawney championed the idea of social citizenship, emphasising activism and education. After 1945, Labour did not prioritize constitutional reform until the dramatic changes that came after 1997. Gordon Brown then revived the notion of citizenship, and possible codification, in pursuing the values of Britishness. Labour's legacy was a confusing one. But Ed Miliband's policy revision could reclaim the idea of citizenship, an egalitarian concept to counter the inequalities of class. 相似文献

This article analyses the state of democracy in the world in 2018, and recent developments building on the 2019 release of the V-Dem dataset. First, the trend of autocratization continues and 24 countries are now affected by what is established as a “third wave of autocratization”. Second, despite the global challenge of gradual autocratization, democratic regimes prevail in a majority of countries in the world (99 countries, 55%) in 2018. Thus, the state of the world is unmistakably more democratic compared to any point during the last century. At the same time, the number of electoral authoritarian regimes had increased to 55, or 31% of all countries. Third, the autocratization wave is disproportionally affecting democratic countries in Europe and the Americas, but also India’s large population. Fourth, freedom of expression and the media, and the rule of law are the areas under attack in most countries undergoing autocratization, but toxic polarization of the public sphere is a threat to democracy spreading across regimes. Finally, we present the first model to predict autocratization (“adverse regime transitions”) pointing to the top-10 most at-risk countries in the world. 相似文献

Abstract FORMATIVE ASSESSMENT is widely considered to be central to student achievement. Unfortunately, however, on modules with large numbers of students, there is not sufficient time for academic staff to provide written feedback to all students on a regular basis. It is proposed that a potential solution to this problem is the provision of online multiple‐choice questions (MCQs) which generate detailed feedback to students who attempt them. This article critically analyses the implementation of online MCQs as a form of formative assessment on an undergraduate level three equity and trusts module. It is argued that MCQs, when prepared in the light of relevant academic theories and implemented appropriately, are a means by which deep learning can be stimulated and tested with sufficient rigour, and are therefore a suitable method of formative assessment at undergraduate level. It is also argued that there are significant advantages to be gained from making the MCQs and feedback available to students online. Analysis and synthesis of available data from the module in question bears out these arguments, suggesting that the provision of online formative assessment in this manner is indeed beneficial to students. 相似文献

This article argues that the EU and, above all, the eurozone are facing not one crisis – an economic and fiscal one – but three: an economic crisis, a crisis of institutions, and a crisis of demography. These crises are not simultaneous; they are overlapping and self-reinforcing, and there is a high degree of feedback across all three crises. Economically, the euro inflated economic growth and government revenue in the peripheral economies, giving those member states a false sense of their economic prospects. Institutionally, mechanisms were too weak at the EU level to prevent a dangerous escalation of asset (above all house) prices and too fragmented to confront the crisis through an immediate and decisive plan that would provide calm to the markets. This paper discusses the importance of trust, distrust and betrayal in the context of relational contracts in the modern welfare state. We use a specific case study of the allocation of social housing. That context is one in which the local authority has statutory obligations towards households in housing need but limited ability to fulfil those obligations without reliance on other social housing providers, specifically registered social landlords. Relationships between providers are, in theory, negotiated through nominations agreements. In this paper, we draw on data from a research project concerned with 'problematic nominations' to illustrate the production of trust, distrust and betrayal.
