This article develops the concept of “Functional Regulatory Space” (FRS) in order to analyze the new forms of State action addressing (super) wicked problems. A FRS simultaneously spans several policy sectors, institutional territories and levels of government. It suggests integrating previous policy theories that focused on “boundary-spanning regime,” “territorial institutionalism” or multi-level governance. The FRS concept is envisaged as a Weberian “ideal-type” of State action and is applied to the empirical study of two European cases of potential FRS: the integrated management of water basins and the regulation of the European sky through functional airspace blocks. It will be concluded that the current airspace regulation does match the ideal-type of FRS any better than the water resource regulation does. The next research step consists in analyzing the genesis and institutionalization of potential FRS addressing other (super) wicked problems such as climate change and economic, security, health and immigration issues in different institutional contexts as well as at various levels of governance. 相似文献

The article explores recent debates about citizenship and social provision in France. It examines the essential concepts comparable to ‘social citizenship’, as understood in British debates, and the role that they have played in the development of the French welfare state. Its conclusions are threefold. First, social provision in France is founded on the principle of solidarité, which holds that all citizens face a series of social risks (unemployment and illness) that make them dependent on one another. Second, as the traditional insurance principle (the core of the French welfare state) is founded on socio‐economic conditions (concerning the nature of social interdependence and social risk) that no longer exist, the emergence of these social ills has led to not one but three crises of citizenship: a crisis of coverage, of legitimacy and of participation. Third, while it is too early to draw definitive conclusions, recent policy reforms suggest that the difficulties faced by French welfare are encouraging moves towards the British model of tax‐based (rather than insurance‐based) financing of social provision. 相似文献

We report evidence that trust is the missing root relating education, institutions, and economic development. We observe that more trust both increases education and improves legal and bureaucratic institutions, which in turn spurs economic development. We substantiate this intuition with a series of regressions that provide evidence that trust determines both education and the quality of institutions, and that education and institutions in turn affect GDP per capita. 相似文献

Unprecedented in the history of European integration, the sanctions against an Austrian government that included the far right Austrian Freedom Party in January 2000 clearly exposed the necessity to guarantee a minimum level of normative homogeneity in the European Union. However, as the hasty lifting of the sanctions a few months later showed, EU leaders proved both unable and unwilling to defend a durable, common and coherent position on this issue. Classic intergovernmental theories, which predict that the unification process cannot go beyond a certain threshold of politically acceptable integration without coming up against deep national divisions and sharpening tensions between the Union and domestic societies, only partly explain this rapid erosion of the European consensus against the FPÖ. The article argues that the breakdown of this ‘cordon sanitaire’ is also largely due to the reluctance of domestic political elites to institutionalise a principle which might backfire against their own countries and ultimately implies a far-reaching Europeanisation of domestic politics and party strategies. 相似文献

Doreen Massey's rethinking of space and place has made a significant contribution to the understanding of place development. In this paper, a reading of Massey's work is applied to the issue of place-making; in particular, to the question of how to improve the social and economic position of an ethnically diverse neighbourhood. The case study is of the Willemsweg, a multiethnic shopping street in Nijmegen, Netherlands, which has recently received support for a major uplift. It is pointed out that each of the place meanings adhered to by different local actors embodies a specific global sense of place, yet the consequences of this plurality of ‘trajectories’ for actual place-making remain difficult to grasp empirically. For this reason, a relational approach is elaborated which joins Massey's notion of ‘throwntogetherness’ with various meso theoretical concepts which shed light on specific trajectories. 相似文献

This article studies the political discourses regarding the future of Belgian federalism since the year 2000. Analysing party manifestos, it intends to identify patterns of preferences about the long-term evolution of Belgian institutions and the distribution of competences. The quantitative and qualitative analysis shows that the systemic duality of Belgian federalism largely explains the preferences of political actors: French-speaking parties overall oppose the broad state reform that the Dutch-speaking parties collectively support. Yet, each party has a specific position on the decentralization cleavage and a vision of Belgian federalism that cannot be reduced to its linguistic affiliation. 相似文献

This paper aims to test the effects of social interaction and input spillovers on the agricultural performance of family farms in mixed paddy rice production (organic and conventional farming). Using survey panel data from a Chinese village, we adopt a Spatial Durbin Model (SDM) derived from spatial econometrics to disentangle the social interaction effect from spillover effects and to control for technological heterogeneities. Our analysis reveals a negative social interaction effect indicating that an increase in the yield of neighbouring plots leads to a decrease in the yield of the plot itself. We also find input spillovers. Labour, capital costs, water and organic pesticides have positive spillovers while external nutrients (nitrogen and phosphate) have negative spillover effects. Our study thus calls for a better understanding of social interactions and spillover effects among farmers in the promotion of sustainable family farming. 相似文献

This article discusses the development of Berber literature in Morocco and the connections between this literature and Moroccan national identity as well as the pan-Amazigh identity movement. Over the last 40 years, the political conjuncture in Morocco has led Berber writers to affirm an alternative definition of Moroccanness, not exclusively based on Arabness, but one in which Berberity is included. This article aims to shed light on modern Berber literature, and on the social space in which it is embedded. It argues that there is no autonomous Berber literary field, the literature being intrinsically bound up with identity issues, but a Berber literary space, located at the intermingling of several fields (the political field and the field of language production in particular). The article first reconstructs the Moroccan political context by exploring the Amazigh movement, its aspirations and its reality. It then focuses on the relationship between the language issues (alphabet, standardization, etc.) and the emergence of a Berber “neo-literature.” Lastly, it moves beyond Morocco into the wider pan-Berber world – the Maghreb and those countries to which Berbers have emigrated – to question the possibility of a transnational Berber literature. 相似文献

AbstractA basic trade-off in military cooperation exists: States must respond to the dominant ally’s demands and act as a reliable partner while simultaneously making a decision that is acceptable to domestic audiences. We argue that compensatory burden-sharing strategies are imperfect but dependable solutions to manage foreign policy decisions at the domestic and alliance levels. Our theoretical expectations are tested using the US-Japan and US-Republic of Korea alliances and, in particular, the contribution of each country to the war in Afghanistan. We find that foreign aid commitments to third parties are made as a form of compensation when alliance expectations are substantial, but the secondary ally's ability to contribute militarily is highly constrained. Foreign aid has therefore served as an alliance management tool. 相似文献
