State and local tax reform for the 1990s: Implications from Arizona

The state of Arizona recently established a temporary, blue-ribbon committee to evaluate the state's fiscal system and to recommend changes that would improve the system. The impetus for the committee was a series of budgetary difficulties in the 1980s that lawmakers hoped might be avoided in the future by implementing major structural changes suggested by a long-run analysis of the state's economy and taxes and expenditures. The findings and recommendations of the committee are relevant for states across the country. It is likely that many states will be faced with tough budgetary challenges in the decade of the 1990s because the states' revenue systems have not adapted to the changes in the level and nature of state spending responsibilities.     

People We Hire as Executioners: Who Are They? Who Are We?

Christopher Bennett has introduced a new inquiry into the capital punishment debate by looking at whether the role of executioner is one in which it is possible and proper to take pride. He argues that this will depend on the kind of justifications that an executioner can offer in defense of his role and takes as an example the English executioner Albert Pierrepoint as portrayed in the film Pierrepoint: The Last Hangman. Bennett claims that none of the justifications available to Pierrepoint are adequate, that his pride in his role was unjustified, and that this gives us reason to doubt those justifications for capital punishment. I am unpersuaded by Bennett’s arguments and give reasons for thinking that the role of executioner can under certain circumstances be an honorable vocation in which one may legitimately take pride.     

‘If you’d had my life,you’d have done it too’: exploring the experiences of adult males who rape elderly females

This study focused on adult males who have committed a sexual offence against elderly victims (aged 55 and over) in order to increase our understanding of this group of offenders. Semi-structured interviews were conducted with five such individuals. Interview data were analysed using interpretative phenomenological analysis. Four main themes emerged: life's been really tough (where participants talked about difficulties they had faced); I’m not bad, I did what anyone would do (where participants sought to explain their behaviour); Other people haven’t helped or have made things worse (where participants highlighted challenges they faced in relationships and the impact they felt this had); and Coping and pleasure (which highlights the use of sex and alcohol in their lives). Implications for the practice and treatment of individuals offending against elderly victims are discussed.     

The Effect of Microneighborhood Conditions on Adult Educational Attainment in a Subsidized Housing Intervention

The ACHIEVEability model of affordable housing aims to promote self-sufficiency by requiring enrollment in postsecondary education in exchange for subsidized housing. In this study, we exploit the quasi random assignment of ACHIEVEability participants (N = 84) to subsidized housing units to evaluate whether microneighborhood environments moderated participants’ progress in postsecondary education. Participants progressed in their educational pursuits in line with program requirements, earning about 12 college credits per year. Neighborhood block group characteristics moderated this progress. Participants who were assigned to housing located in poorer, more violent, and less educated block groups earned credits at a significantly slower rate than participants assigned housing in more advantaged block groups. Our results suggest that the micro environments immediately surrounding residents of subsidized housing matter, even if they are situated within broader contexts of spatial and personal disadvantage.     

When rights collide: land grabbing,force and injustice in Uganda

The realisation of rights and enforcement of correlative duties through practice and politics legitimate the use of force against some, to protect and fulfil the rights of others. When a conflict occurs, whose rights and which rights should take priority require clarification. Land grabs represent a conflict not just between use and exchange values but also potentially between different types of rights – such as property rights and the right to the means of subsistence. In such cases, it seems that the dictum ‘between equal rights force decides’ seems to be particularly applicable. This paper explores recent experiences of displaced people in the Karamoja and Teso regions of North Eastern Uganda in order to examine this phenomenon. A socially inclusive and just epistemic perspective requires that we extend our gaze to take account of the local political dynamics and impacts on, and voices of, people who have been displaced and how their basic rights have been affected – ‘putting the last first’. The analysis suggests that the transition to formalised property regimes based on liberal conceptions of ‘rights’ represents a case where the language of rights is usurped to serve the interests of the powerful and privileged rather than challenging social injustice.
